DRAFT BUDGET FOR NEXT YEAR SENT TO BIH PREISDNECY 

The Council of Ministers of BIH defined a Draft Law on Budget of Institutions of Bosnia and Herzegovina and International Obligations of Bosnia and Herzegovina for year 2016, which will be sent the Ministry of Finance and Treasury to the BIH Presidency, responsible for its initiation.

According to the Draft Law, the Budget mounts KM 1,720,637,818.00, of which total revenues for financing of institutions and receivables form previous years are KM 950,000,000.00, and revenues for foreign debt servicing are KM 770,637,818.00, and they are higher for KM 157,057,193.00 compared to last year’s budget.

The revenue structure is predominantly filled from the Single Treasury Account in an identical amount as last year, i.e. KM 750,000,000.00

Budget priorities are the development of state functions in relation to fulfilment of requirements for EU membership, application of the Stabilisation and Accession Agreement, putting into function the State Institution for Criminal Sanctions, Detention and Other Measures in BIH.

The Draft Budget is based on the Global Framework of Fiscal Balances and Policies in Bosnia and Herzegovina for 2016-2018, with an aim at further implementation of saving measures in the BIH Institutions. The total public spending is at the level for real revenues to allow smooth reform implementation.

 

NEW BORDER MAANGMENT CONCPET FOR INCREASED BIH AND REGIONAL SECUITRY

 

The Council of Ministers of BIH adopted an Integrated Border Management Strategy 2015-3018, proposed by the Ministry of Security, with accompanying framework action plan for its implementation, which creases a more functional and effective BIH border management system, and harmonises the area the relevant EU regulations and standards.

The Strategy is intended to decrease the level of illegal migrations and human trafficking, and simultaneously increase general security in BIH a, and in the region, as well.

The Strategy relies on  a concept based on the Council of Europe relevant documents, and it is based on border control,. cross-national crime detection investigation and, in coordination with all law enforcement agencies, on four-layer control model, as well as on activities coordination and coherence  of all members and institutions and other competent agencies and bodies of the European Union.

The new concept will contribute to strengthening of partnership and improvement of stability and economic prosperity of BIH and the region, better coordination and cooperation among all competent survives and agencies, included into border surveillance and control. The key role in the Strategy and the belonging Action Plan implementation is for the Ministry of Security and Border Police of BIH, in cooperation with all-level agencies and bodies in BIH, subject to constitutional competences.

A Work Group, which drafted the Strategy, is tasked to prepare for the Council of Ministers a Draft Action Plan for its implantation in 2016, with identified holders of activities, deadlines and breakdown of activities scheduled to be impregnated next year.

 

COURAGE MEDAL INTRODUCED FOR BIH ARMED FORCES MEMBERS

 

The Council of Ministers of BIH defined a Proposal Law on Supplements to the Law on Decorations of Bosnia and Herzegovina, which introduces a new recognition – Medal of Silver Coat of Arms of Bosnia and Herzegovina with Swords for shown personal courage of members of the Armed Forces of BIH.

The Medal of Solver Coat of Arms of BIH with Swords will be awarded to military personnel from the country for their displayed courage and sacrifice in aiding, i.e. in rescue of people and goods in natural, technical and other disasters.

The Ministry of defence will provide the Proposal Law to the Parliamentarian Assembly of BIH for consideration under regular legislative procedure.

 

AMENDMENTS AND SUPPLEMENTS TO LAW ON ARMED FORCES BIH

 

The Council of Ministers of BIH defined a Proposal Law on Amendments and Supplements to the Law on Armed Forces of BIH, which define more precisely certain legal solutions, not being adequately dealt with in the existing Law.

The Amendments and Supplements to the Law introduce a term “candidates-in-training”, as a category of persons in service in the Armed Forces, and it gives more flexibility in selection procedures and placing officers to their formation positions of regiment commander, in addition to more precisely setting promotion and retirement conditions.

The Ministry of Defence will provide the Proposal Law to the Parliamentarian Assembly of BIH for consideration under a regular legislative procedure.

 

BIH AND TURKEY TO INTENSIFY COORERATION IN SPORTS

 

The Council of Ministers of BIH defined a Proposal Protocol on Cooperation in Sports between the Council of Ministers of BIH and Government of the Republic of Turkey, and adopted a report of the Ministry of Civil Affairs on the procedure for its conclusion.

The Protocol intensifies cooperation of the two states in sports based on principle of equality and mutual benefit, as well as cooperation between sports institutions.

The Proposal Protocol with the report on its conclusion will be provided to the BIH Presidency for further procedure, and the Minister of Civil Affairs was proposed as the BIH signatory.

 

REGULATIONS HARMONISED WITH EU’S AND EMPLOYMENT MOBILITY INCREASED

 

The Council of Ministers of BIH took a decision, upon a proposal of the Ministry of Civil Affairs, on adoption of a Road Map for Implementation of EU Directive on Regular Professions 2005/36 EC and 2013/55EU, aiming to increase the level of harmonisation of domestic legislation with the EU Directive, which is an obligation of Bosnia and Herzegovina on tis rad towards he EU membership.

The Council of Ministers thus launched activities to increase mobility and employment of labour and also for creation of conditions for a faster and simpler access in the process of qualifications recognition.

 

COUNCILOF MINISTERS REGUAALTES MANAGERIAL STAFF OFFICIAL TRIPS

 

The Council of Ministers tasked the Ministry of Justice to cooperate with the Ministry of Finance and Treasury, Legislative Office and Secretariat-General in order to develop and provide to the Council of Ministers an act regulating procedures for official trips of managers of administrative organisations and bodies under the Council of Ministers.

So, the issue of justifiability and usefulness of trips for an institution, representing the State of Bosnia and Herzegovina, will be regulated, and it will include submission of reports on trips made.

 

TRANSPORT OF GOODS OF ANIMAL ORIIGN TRHOUGH MOSTAR AND TUZLA AIRPORTS

 

The Council of Ministers of BIH took a decision to supplement Decision on classifying border crossings as international border crossings for air traffic, defining Tuzla and Mostar, in addition to previously defined Sarajevo and Banja Luka airports, as international airports for transport of goods of animal origin.

Earlier, the Council of Ministers took decisions endorsing KM six million multi-year investment programme for accommodation of Border Police and Customs Branches of the Indirect Taxation Administration staff and inspection bodies at the Mostar and Tuzla border crossings, and on reconstruction of Vardište border crossing near Višegrad.

 

COUNCIL OF MINISTERS READY FOR STABILISATION AND ACCESSION COUNCIL FIRST SESSION

 

The Council of Ministers of BIH adopted a Position of Bosnia and Herzegovina for the first meeting of the Stabilisation and Accession Council, proposed by the Ministry of Foreign Affairs and Directorate for European Integrations, to be held on December 11, 2015 in Brussels. The meeting will discuss the pre-accession strategy in the light of Commission Report for BIH in 2015.

The Ministry of Foreign Affairs is tasked to provide the Position of Bosnia and Herzegovina to the Council of Europe Secretariat via the BIH Mission in the EU in Brussels.

The BIH Delegation will be led by Chairman of the Council of Ministers Dr Denis Zvizdić and Deputies Chairman, Ministers Vjekoslav Bevanda and Mirko Šarović and Foreign Minister Igor Crnadak.

The European Union Delegation will be led by EU High Representative for Foreign Affairs and Security Policy Federica Mogherini and Commissioner for European Neighbourhood Policy and Enlargement Johannes Hahn.

Simultaneously, the Council of Ministers fo BIH adopted Information on activity schedule to be implemented for the realisation of a conclusion of the BIH Presidency form its 14th session of October 28, 2015.

 

APPROVED USE OF EUROPEAN EMERGENCY TRAVEL CERTIFICATE FOR DEPORATION OF BIH CIITZENS

 

The Council of Ministers of BIH adopted Ministry of Security’s Information of a Work Group for Monitoring of Implementation of Non-Visa Regime Decision for BIH Citizens in EU/Schengen, concerning announced deportation of persons originating form BIH, considered as economic immigrants in the Federal Republic of Germany, i.e. “false asylum seekers”.

Approved is the use of Laissez-Passer, the so-called “European emergency travel certificate for return”, valid for BIH citizens on their entry to BIH during the deportation/extradition procedure, issued by competent German authorities  until the end of the campaign, 90 days at longest, following which the usual readmission regulations will be in application.

The Council of Ministers tasked the Ministry of Security to take needed activities to prevent non-BIH citizens from illegal entry to BIH during the campaign.

Estimates suggest about 90,000 asylum seekers from the Western Balkans area, among them there 3,903 persons from Bosnia and Herzegovina, who be expelled back to BIH, according to certain announcements.

 

TO FULFIL ALL EDUCATION-RELATED COMMITMENTS

 

The Council of Ministers adopted information of the Ministry of Civil Affairs of BIH on implementation of both a Framework Law on Secondary Vocational Education and Training in Bosnia and Herzegovina and Strategic Platform of Adult Education Development in the context of life-long learning in Bosnia and Herzegovina for 2014-2020, in addition to information on implementation of a Framework Law on Pre-School Education in Bosnia and Herzegovina.

The Council of Ministers of BIH appealed to competent education institutions to complete the their commitments in this area in as short as possible time and take additional efforts to meet with all obligations prescribed under the Framework Law on Secondary Vocational Education and Training in Bosnia and Herzegovina and Framework Law on Pre-School Education in BIH.

The Council of Ministers of BIH assessed that the competent education authorities have made a considerable progress in developing relevant legal regulations in the area of adult education/life-long learning.

For further adult education reform/life-long learning, the Council of Ministers urged the competent education authorities to take needed activities for a full implementation of measures under the Strategic Platform for Adult Education Development in the context of life-long learning in Bosnia and Herzegovina in 2014-2020.

The Ministry of Civil Affairs is tasked to provide individual reports with conclusions to  competent Entity and Cantonal Ministries of Education and Assemblies, including the Education Department of the Brčko District of BIH.

 

APPOINTMENTS

 

The Council of Ministers of BIH, considering new appointments to be made due to expiry of the existing mandates in the Institutions of Bosnia and Herzegovina, in the Council of Ministers’ competence, took a decision to amend the Decision on Appointment of Members of Joint Bodies and Members of Negotiating Teams for Implementation of the Agreement on Succession Issues.

Upon a proposal of the Ministry of Finance and Tresury, Mirsad Žiga, Deputy Minister of Finance and Treasury was appointed as a member of the Standing Joint Committee of High Representatives of Successor Countries. He replaced Minister of Finance and Treasury Vjekoslav Bevanda.

The Council of Ministers refused a proposal of the Communications Regulatory Agency Council to confirm appointment of Srđan Rajčević for General Manager of the Communications Regulatory Agency.

The BIH Communications Regulatory Agency Council is tasked to repeat the complete procedure for selection and appointment of its General Manager, in accordance with the Law on Communications. Until the end of the job vacation procedure, the Council of Ministers of BIH appointed Predrag Kovač for acting Manager of the Communications Regulatory Agency.

The Council of Minsters of BIH tasked the Ministry of Foreign trade and Economic Relations start a job vacation procedure, on accordance with he Law on Ministerial Appointments, Appointments in the Council of Ministers and Other Appointments in BIH and Law on Concession of BIH, for selection of seven members of the Concession Committee, as the previous members ended their respective mandates.

The Ministry of Foreign Trade and Economic Relations is tasked to submit to the Council of Ministers a proposal decision on appointment of a Job Vacancy Selection Committee for the selection of six members of the Concession Committee, and a relevant decision on amendments and supplements to the decision on criteria for appointment of the Concession Committee.

Earlier, the Council of Ministers adopted Information of the Ministry of Foreign Trade and Economic Relations on appointment-related activities for the Concession Committee members whose mandate got expired.

The Council, in compliance with a recommendation of the Institution of Ombudsman of BIH, annulled a job vacancy procedure for selection of six members of the Concession Committee, conducted in 2013 by the Job Vacancy Committee of BIH, and annulled a decision on appointment of the Committee, made at the Council of Ministers’ 52nd session, of June 5, 2013.

The Council of Ministers of BIH appointed Slobodan Uljuć for Manager of the Foreigners’ Affairs Service, following completed a job vacancy procedure.
