Council of Ministers of B-H Holds Its 163rd Session

The Council of Ministers of B-H considered and adopted a Budget Execution Report of Institutions of Bosnia and Herzegovina and International Obligations of Bosnia and Herzegovina for January – June 2011.
The Ministry of Finance and Treasury is to submit the Report to the Presidency and Parliamentarian Assembly of Bosnia and Herzegovina.
The Council of Ministers of B-H defined Proposal Basics for conclusion of Amendment No. 1 of the Finance Contract between Bosnia and Herzegovina and the European Investment Bank, signed in Sarajevo on December 22, 2006 and in Luxembourg on January 6, 2007 for Power Reconstruction Project II (FIN.No.23.871) – new text.
The Ministry of Finance and Treasury is to provide the Proposal Basics to the Presidency of Bosnia and Herzegovina for further procedure, with a proposal to designate the Minister of Finance and Treasury as B-H signatory of the Amendment No. 1 to the Finance Contract.
The Council of Ministers of B-H considered and adopted text of a Joint Declaration on Intentions of Cooperation in Fight against Crime, Primarily Terrorism, Organised Crime and Illegal Trade with Narcotics, of the Ministry of Security of Bosnia and Herzegovina and Federal Ministry of Interior of Germany, and designated the Minister of Security as B-H signatory of the Joint Declaration.
The Council of Ministers of B-H defined a Proposal decision on ratification of an Agreement between Bosnia and Herzegovina and the Republic of San Marino on Investment Promotion and Mutual Protection.
The Ministry of Foreign Affairs is to provide eth Proposal Decision to the Presidency for adoption.
The Council of Ministers of B-H took a Decision to appoint Ibrica Lukišić, member of the Competition Council of Bosnia and Herzegovina, as its President.
The Council of Ministers of B-H took a Decision on issuing sovereign guarantees in form of an Agreement on Guarantee for a Loan for Water Supply and Sanitation Joint Stock Company in Bijeljina between Bosnia and Herzegovina and the European Bank for Reconstruction and Development.
The Council of Ministers of B-H took a decision on reimbursement of travel costs and per diem to members of the Council of General Education in Bosnia and Herzegovina.
The Council of Ministers of B-H took a Decision on issuing authorisation to the Agency for Identity Documents, Evidence and Data Exchange of Bosnia and Herzegovina, for development of documents for border-crossing.
The Council of Ministers of B-H took a Decision on adoption of a Project Proposal “Capacity Increase for Mental Health Professionals and Service Beneficiaries’ Associations”.
The Council of Ministers of B-H received information on an Action Plan for prevention and suppression of motor vehicles related crimes.
The Council of Ministers of B-H considered and adopted an Action Plan for removal of detected deficiencies presented in the Moneyvala Report on III Round of Evaluation for B-H.
The Council of Ministers of B-H received information on implementation of conclusions from its 143rd session of Feb 9, 2011, on setting-up a network of police liaison officers, and tasked the Ministry of Security, together with the Ministries of Finance and Treasury and Foreign Affairs, to prepare documentation concerning required finances and preparatory activities for sending liaison officers, and submit it to the Council of Ministers for decision-making.
The Council of Ministers of B-H received information on the security situation in B-H for the first six months of 2011. In regard to that, the Ministry of Security was assigned to request the Zenica-Doboj Canton Ministry of Interior information on an incident in Zenica, when an explosive device was put under vehicle of a deputy in the Cantonal Assembly, and to incorporate this information in its report.
The Council of Ministers of B-H considered information on competences for management, development and maintenance of a police network for transfer of confidential data - SPIN, and concluded the following:
- the information is to be returned for refinement, in order to incorporate a provision on funds integration and effective use;
- an opinion of the Agency for Identity Documents, Evidence and Data Exchange should be sought, taking care of its legal competences and previous conclusions of the Council of Ministers;
- an opinion of the Ministry of Finance and Treasury should be sought concerning previously adopted information on necessity of utilisation of these capacities and rationality in use of financial resources.
The Council of Ministers of B-H considered information on professional terrestrial digital mobile ratio-system TETRA, and concluded the following:
- the information is to be returned for refinement, in order to obtain opinions of Entity and Cantonal Ministries of Interior, as users of this network, including B-H level police bodies;
- as the system is in function, benefit indicators, along with statistical data concerning its use should be presented;
- an opinion of the Ministry of Finance and Treasury should be sought.
18. The Council of Ministers of B-H considered information on the VoIP phone system, and concluded the following:
- the information is to be returned for refinement, in order to obtain opinions of Entity and Cantonal Ministries of Interior, as users of this network, including B-H level police bodies;
- as the system is in function, benefit indicators, along with statistical data concerning its use should be presented;
- an opinion of the Ministry of Finance and Treasury should be sought.
The Council of Ministers of B-H considered and adopted an Annual Report for “Enhancing Welfare System and Social Inclusion of Children in B-H” for the period of March 1, 2010 – June 20, 2011.
The Council of Ministers of B-H considered and adopted an Activity Report of the Border Police of B-H for the first six months of 2011.
Also, the Council of Ministers requested the Border Police to prepare within 30 days and deliver information on technical equipment and material provision for border crossings, their maintenance and staffing.
The Council of Ministers of B-H did not come out on a report of the state Commission for Integrated Border Management for the period of Janary1 - June 30, 2011, due to a fact that this Commission has not dealt with requests sent by the Ministry of Foreign Trade and Economic Relations. The Council of Ministers required the Commission to deliver without delay information on reasons for not acting upon mentioned requests.
The Council of Ministers of B-H granted its consent for appointing Colonel Milan Polak as Military Attaché of the Check Republic for Bosnia and Herzegovina, seated in Zagreb.
The Council of Ministers of B-H granted its consent for appointing Colonel Jean-Marie Ferber as Military Attaché of the Kingdom of Belgium for Bosnia and Herzegovina, seated in Belgrade.
The Council of Ministers of B-H granted its consent for appointing Colonel Mahdi Mahebbi as Military Attaché of the Islamic Republic of Iran for Bosnia and Herzegovina, seated in Zagreb.
The Council of Ministers of B-H granted its consent for appointing Colonel Alejandro Guillermo Valer as Military Attaché of the Republic of Argentina for Bosnia and Herzegovina, seated in Roma.
The Council of Ministers of B-H granted its consent for appointing Colonel Scott A. Miler as Military Attaché of the United States of America for Bosnia and Herzegovina, seated in Sarajevo.
The Council of Ministers of B-H took a Decision on appointing following three members of the Steering Board of the Centre for Information and Recognition of Qualifications in Higher Education on a three year term, starting from October 30, 2011:
- Aida Durić, from Bosniak People
- Vlado Rogić, from Croat people
- Ivana Novaković, from minorities.
The Ministry of Civil Affairs is tasked to prepare a document on appointment and provide it to the Chairman of the Council of Ministers of B-H for signing.
The Council of Ministers of B-H made a conclusion to grant its consent to issuance of guarantee by the Multilateral Investment Guarantee Agency for reinsurance of the insurance issued by the Slovenian Export Development Bank to SKB Bank Slovenia for a non-shareholder loan to Mercator BH.
The Council of Ministers of B-H took a Decision on granting its consent for financing an investment under Loan Contract between the Raiffeisen Bank BiH and OPEC Fund for International Development.
The Council of Ministers of B-H received information on Conclusions of the House of Representatives of the Parliamentarian Assembly of Bosnia and Herzegovina adopted at its 8th session on Aug. 28, 2011 regarding the 2010 Activity Report of the Council of Ministers of B-H of Bosnia and Herzegovina, and concluded the following:
- the Ministry of Foreign Affairs is tasked for implementation of the Conclusions point 2, requiring from the Council of Ministers of B-H an early adoption by of the Law on Foreign Affairs of B-H, i.e. definition of foreign affairs strategy;
- concerning the implementation of the Conclusions point 3, all Ministries and Administrative Bodies are required to obtain an opinion from the Ministry for Human Rights and Refugees in developing their draft regulations for the reason of their adjustment with the law on Gender Equality in B-H;
- the Ministry for Human Rights and Refugees is responsible for the implementation of the Conclusions point 4 in view of a need for enlargement (staff and finances) of the Agency for Gender equality of B-H;
- for the implementation of the Conclusions point 5, all Ministries-holders of activities in implementation of the Council of Ministers of B-H Work Programme, especially the Ministry of Security, are requested to invest maximum effort to complete programme tasks in a percentage higher than in previous period;
- the Ministry of Foreign Trade and Economic Relations is in charge for implementation of the Conclusions point 6, which refers to a need for reporting on issued and implemented certificates for trade with arms, military equipment and products of dual purpose;
- the Ministry for Civil Affairs is responsible for the implementation of the Conclusions point 7, which refers to a need for removal of problems faced by the Commission for Demining and Mine Action Centre (BHMAC);
- the Directorate for European Integrations is tasked for the implementation of the conclusions point 8, which refers to the European an Integrations process;
The Council of Ministers of B-H was also informed of a Conclusion of the House of Representatives of the Parliamentarian Assembly of Bosnia and Herzegovina, made at its 8th session, in regard to the 2010 Activity Report of the Appellation Office for 2010, where problems were noted concerning activities of the Public Procurement Agency of B-H and Appellation Office.
In regard to that, the Ministry of Justice is tasked to prepare, together with the Ministry of Finance and Treasury, a Proposal Decision on Establishment of a Work Group to analyse the situation in the Public Procurement Agency and Appellation Office, and propose solutions to problems in their work.
The Council of Ministers of B-H received information on a Conclusion adopted at the 4th session of the Constitutional-Legal Committee of the House of Peoples of the Parliamentarian Assembly of Bosnia and Herzegovina regarding the issue of implementation of legislative procedure in committees, and concluded the following:

The Secretariat General is tasked to follow-up implementation of the Parliamentarian Assembly conclusions, and report to the Council of Ministers of B-H accordingly.
The Council of Ministers of B-H received information on Conclusions from the 5th session of the House of Peoples on the 12010 Activity Report of the Council of Ministers of B-H, and adopted conclusions same as in the previous point of agenda referring to the same issues.
The Council of Ministers of B-H is informed of an Initiative of Mato Franjičević, Deputy in the House of Representatives of the Parliamentarian Assembly of Bosnia and Herzegovina, proposing initiation of a procedure for declaration of August 23rd a day of remembrance to all victims of totalitarian regimes.
The Ministry for Human Rights and Refugees is in charge to provide a response to the Initiative.
Upon a proposal by line Ministries, The Council of Ministers of B-H defined responses to the following deputies’ questions:
- responses to questions posed by Mirsad Mesić and Azra Hadžiahmetović, Deputies in the House of Representatives of the Parliamentarian Assembly of Bosnia and Herzegovina, upon a proposal of the Ministry of Justice;
- responses to questions posed by Beriz Belkić, Dušaka Majkić, Milorad Živković and Nermin Purić, Deputies in the House of Representatives of the Parliamentarian Assembly of Bosnia and Herzegovina, upon a proposal of the Ministry of Finance and Treasury;
- response to a question posed by Nermin Putić, Deputy in the House of Representatives of the Parliamentarian Assembly of Bosnia and Herzegovina, upon a proposal of the State Commission for Integrated Border Management;
- responses to questions posed by Daniejla Martinović and Boško Tomić, Deputies in the House of Representatives of the Parliamentarian Assembly of Bosnia and Herzegovina, upon a proposal of the Ministry of Foreign trade and Economic Relations;
- response to a Deputy initiative made by Nermina Zajimović-Uzunović, Deputy in the House of Representatives of the Parliamentarian Assembly of Bosnia and Herzegovina, upon a proposal of the Secretariat General of the Council of Ministers of B-H;
- responses to a question posed by Salko Sokolović, Deputy in the House of Representatives of the Parliamentarian Assembly of Bosnia and Herzegovina, upon a proposal of the Indirect taxation Administration of Bosnia and Herzegovina.
The Council of Ministers of B-H consents to response to a question posed by Dr. Mladen Ivanić, Delegate in the House of Peoples of the Parliamentarian Assembly of Bosnia and Herzegovina, defined by the Ministry for Human Rights and Refugees.
The Council of Ministers of B-H consents to response to a question posed by Mirsad Mesić, Deputy in the House of Representatives of the Parliamentarian Assembly of Bosnia and Herzegovina, defined by the State regulatory Agency for Radiation and Nuclear Safety.
Responses to Deputies’ and a Delegate’s questions will be provided to the Parliamentarian Assembly of Bosnia and Herzegovina by the Secretariat General of the Council of Ministers.
The Council of Ministers of B-H adopted information on a Regional Conference “Services, Skills and Capacity – Key Challenges in Europe to Development of Modern Public Administration”, with an addition.
Also, the Council of Ministers of B-H authorised Public Administration Reform Coordinator Semiha Borovac to sign a Declaration on Joint Conclusions and Recommendations for Sustainable Public Reform Implementation.
The Council of Ministers of B-H took a Decision on criteria for selection of banks and allocation of deposits from loans and grants.
The Council of Ministers of B-H was informed of a request for issuance of an entry visas to 10 citizens of Kosovo, to take part at the regional training in fruit and vegetables treatment, to be held in Sarajevo and Banjaluka on Oct. 24-28, 2011.
In compliance with the Conclusion from the 86th session of the Council of Ministers, held on may 7, 2009, taken in relation to the position of the Presidency of B-H on legality of documents owned by Kosovo citizens, the Council of Ministers authorises the Ministry of Foreign Affairs to issue entry visas on a separate sheet for the persons indicated in the request for the purpose of their participation at mentioned event, to be held on Oct 24-28, 2011, for the period of the event.
The Secretariat General of the Council of Ministers is in charge to provide the above conclusion to the Ministry of Foreign Affairs of B-H for further procedure.
The Council of Ministers of B-H was informed of a request for issuance of entry visas to Kosovo citizens, for their participation at 12th Coordination Meeting on Cross-Border Cooperation in Western Balkans, to be held on Oct. 12-19, 2011 in Sarajevo.
In compliance with the Conclusion from the 86th session of the Council of Ministers, held on may 7, 2009, taken in relation to the position of the Presidency of B-H on legality of documents owned by Kosovo citizens, the Council of Ministers authorises the Ministry of Foreign Affairs to issue entry visas on a separate sheet for one person, referred to in the request for the purpose of their participation at mentioned event on Oct. 12-19, 2011 for the period of the event.
The Secretariat General of the Council of Ministers is in charge to provide the above conclusion to the Ministry of Foreign Affairs of B-H for further procedure.
The Council of Ministers of B-H adopted information on holding the third Forum of Heath Ministers titled “Health in All SEE Policies: Common Aim and Responsibility” in Banjaluka on October 13-14, 2011.
In regard to that, Minister of Civil Affairs Sredoje Nović was authorised to take part at the Forum and sign the Banjaluka Declaration on behalf of Bosnia and Herzegovina.
The Council of Ministers of B-H defined Proposal Basics for negotiations for conclusion of a memorandum on Amendments and Supplements to the Memorandum of Understanding on Future SEE Heath Network of within SEE Cooperation Process (2008 onwards).
The Ministry of Civil Affairs is in charge to provide the Proposal Basics to the Presidency of Bosnia and Herzegovina, with a proposal for the Minister of civil Affairs as the signatory.
The Council of Ministers of B-H defined Proposal Basics for negotiations for conclusion of an Agreement between the Council of Ministers of Bosnia and Herzegovina and Government of the Republic of Macedonia on Cooperation in Health and Medical Science.
The Ministry of Civil Affairs is in charge to provide the Proposal Basics to the Presidency of Bosnia and Herzegovina, with a proposal for the Minister of civil Affairs as the signatory.
The Council of Ministers of B-H took a Decision on allocation of KM 5,000 from the Budget current reserves for “Tango“ Futsal Club from East Sarajevo for organisation of a futsal school.
The Council of Ministers of B-H took a Decision to assign to following members of the Council of Ministers of B-H a task of preparation of proposal amendments and supplements to the Election Law of B-H, Law on Financing Political Parties and Law on Conflict of Interests in B-H Institutions.
