The Council of Ministers of BIH, at its 96th session, held on May 21, 2014, considered the current situation caused after natural disaster, i.e. floods in Bosnia and Heroine in May 2014, and rapporteurs were Ministers from competent Ministries. Within the discussion, a Report of the Ministry of Security was considered on flood aftermaths and protection and rescue measures for civilians and material goods, in addition to the BIH Presidency conclusions from its session of May 20, 2014, which were supported. Legal obligations stemming from a Framework Law on Protection and Rescue were also on the agenda. 

In regard to that, the Council of Ministers took the following conclusions:

 

1.      All Ministries and other institutions of BIH are in charge to undertake measures as appropriate for fiunctioning in emergency situation caused by floods;

2.      The Ministry of Security is in charge to cooperate with competent Entity and Brčko District and Cantonal institutions on regular up-dating of the Council of Ministers of BIH on the exact tool numbers from the floods;

3.      Ministry of Security is in change to cooperate with competent Entity, Brčko District of BIH and Cantonal institutions and municipalities and continuously up-date the council of Ministers on needed assistance in flood affected areas (food, clothing, footwear, medicines, medical equipment, equipment for soil rehabilitation and others);

4.      Ministry of Foreign Affairs is in charge to cooperate with the Ministry for Human Rights and Refuges and Ministry of Finance and Treasury and other Ministries to prepare and initiative for organising an international donor conference to aid BIH in rehabilitation efforts from the catastrophic flood aftermaths;

5.      Ministry of Foreign Affairs is in charge to coordinate activities on a joint action of Bosnia and Herzegovina, Croatia and Serbia towards the European Union and  and IFIs in seeking assistance;

6.      BIH Potection and Rescue Coordination Body is in charge to regularly up-date the Council of Ministers on the situation in the flood-affected areas;

7.      Ministry of Security is in charge to prepare for the Council of Ministers an Amendment of the Decision on Establishment of the BIH Protection and Rescue Coordination Body, if personal changes took place in the institution;

8.      Council of Ministers is to form a cross-sector work group, to be comprised of representatives of the Council of Ministers, namely from the Ministry of Human Rights and Refugees, Ministry of Finance and Treasury and Ministry of Communications and Transport, and two representatives from each Entity Governments and the Brčko District. The Work Group has a task to prepare,  in cooperation with Ministries, a proposal decision for allocation of assistance in Bosnia and Herzegovina, hit by disastrous floods, in May 2014;

9.      Council of Ministers of BIH calls upon competent all-level institutions in BIH to urgently start assessing damage, as a background for subsequent fund raising activities.
