DEFINED IPA “SERBIA-BIH” CROSS-BORDER COOPERATION PROGRAME TO 2020 

The Council of Ministers of BIH defined a Proposal Agreement between the Republic of Serbia and Bosnia and Herzegovina for IPA II Cross Border Cooperation Programme Serbia-Bosnia and Herzegovina 2014-2020.

The two states thereby define their relations, roles and competences in respe4ct to IPA II cross-border cooperation management and implementation in cased when applied should be the indirect taxation system to projects management.

The European Commission approved, in December 2014, the 2014-2020 Serbia-Bosnia and Herzegovina Cross-Border Cooperation Programme, as a support to their attempts to implement reforms needed for jpini9ng the EU.

 

CoM SUPPORTS EUR 58 MIL. WORTH ROADS MODERNISATION PROJECT

 

The Council of Ministers of BIH endorsed an initiative of the Ministry of Finance and Treasury and designated a negotiating delegation for conclusion of a Loan Contract (Road Sector Modernisation in the Federation of BIH Project) between Bosnia and Herzegovina and the International Bank for Reconstruction and Development (IBRD), worth EUR 58 million.

The Project will cover rehabilitation and modernisation of highway sections, reconstruction of tunnels and cross-roads market as risky points, in addition to the improvement of FBIH highway road network management, with a special focus to financial sustainability of the investments, resilience to climate changes and traffic safety.

The road modernisation programme is part of BIH Public Investments Programme 2016 – 2018, and will be implemented during the five-year time. The World Bank’s evaluation of the project is EUR 911million, of which EUR 58 million would be financed from the IBRD loan, and EUR 33 million from an EIB loan.

Following completion of the negotiations, the Ministry of Finance and Treasury will provide to the Council of Ministers a proposal contract with basics for its conclusion, in accordance with the Law on Borrowing, Debt and Guarantees of BIH.

 

CONSTRUCTION OF SUB-SECTION KLOPČE-DONJA GRAČANICA ON CORRIDOR V c SUPPORTED

 

The Council of Ministers of BIH endorsed an initiative of the Ministry of Finance and Treasury and designated a negotiating delegation for conclusion of a Loan Contract (Corridor V c Klopče – Donja Grčanica Sub-Section Project) between Bosnia and Herzegovina and the European Bank for Reconstruction and Development, worth EUR 36 million.

A motorway on the Corridor V c - Zenica By-Pass Klopče – Donja Gračnica (Pečuj tunnel) on a part of Doboj Jug – Tarčin motorway.

The loan term is 15, with four year grace period and allocation to the Federation of BIH and the end beneficiary Public Enterprise Motorways of the Federation of BIH.

The total value of the project, according to estimates, is EUR 100 million, of which EUR 60 million will be secured from the OFID-OPEC Fund for International Development, which would with these EBRD EUR 36 million loan amount EUR 96 million, while the gap would be covered from domestic resources.

The Ministry of Finance and Treasury will, after completion of the negotiations, provide to the Council of Ministers of BIH a proposal contract with basics for its conclusion, in compliance with the Law on Borrowing, Debt and Guarantees of BIH.

 

EUROEPAN UNION ALLOCATES MORE THAN EUR 22 MIL. FOR BIH DEVELOPMENT

 

The Council of Ministers of BIH defined a Proposal Decision on ratification of an Agreement on Financing of a State Action Programme for 2014 between Bosnia and Herzegovina, represented by the Council of Ministers of BIH Directorate for European Integrations, and the EU, represented by the European Commission.

Under the State action Programme for BIH, the European Union will allocate EUR 22,581,834, and the majority of funds will be directed to the economic development of the country.

Simultaneously, the Council of Ministers of BIH defined a Proposal Decision on ratification of an Agreement on Financing 2014 Bosnia and Herzegovina – Montenegro cross-border cooperation, between Bosnia and Herzegovina and the European Union, represented by the European Commission. The cross-border cooperation programme covers 54 municipalities in Bosnia and Herzegovina and 14 municipalities in Montenegro, and it will get the EU financial support worth EUR 840,000.

The Ministry of Foreign Affairs will provide the proposal decisions on ratification severally to the BIH Presidency for further procedure.

 

EXTENDED VALIDITY OF EUROEPAN EMERGENCY TRAVEL LIST FOR RETURN

 

The Council of Ministers of BIH adopted Information of the Ministry of Security on BIH activities in respect to admission of citizens of Bosnia and Herzegovina, returning from the Federal Republic of Germany to Bosnia and Herzegovina, based on the European emergency travel list for return (Laissez Passer).

For an effective realisation of the BIH citizens repatriation process, the validity of the European emergency travel list was prolonged; such list is being issued by competent bodies of the FR Germany, and it will be valid for BIH citizens on their return/deportation/expelling to Bosnia and Herzegovina in an additional 60-day period of time, starting from May 8, 2016.

According to the Information, 261, out of 3,903 persons - economic migrants were returned to BIH, in time between December 10, 2015, and April 23, 2016. Only 57 BIH citizens were admitted with the EU Laissez Passer documents.

 

17,000 PIECES OF DIFFERENT PRODUCTS WITHDRAWN FROM BIH MARKET

 

The Council of Ministers of BIH adopted Information of the BIH Market Supervision Agency on the estate of affairs in the area of market supervision of non-food products in Bosnia and Herzegovina in year 2015.

According to results of proactive and reactive supervision, in year 2015 total 176 models of products were controlled, of which 140 models (total 69,000 pieces) were noncompliant with prescribed safety requirements. Out of noncompliant 69,552 pieces of different products, the economic entities made, voluntarily or under order of inspection authorities, improvement to 52,544 pieces of products, in compliance with relevant security requirements. Total 17,008 pieces of different products were withdrawn from the BIH market, of which 8,764 were destroyed. Among 140 noncompliant products, 69 models were unsafe and were potentially risky for users. The majority of such items were among electric appliances (22), followed by toys (10), dangerous imitations (10), sports equipment (8), children products (7), personal protective kits (6), furniture (4), and one civil construction products and one footwear model. The most products with serious deficiencies were produced in China, total 56, while injury threatening was the most common risk, detected with 21 products,

 

WORK GROUP FOR ANALYSIS OF LAW ON RTV SYSTEM APPLICATION TO BE FORMED

 

The Council of Ministers of BIH took note of conclusions from the 29th session of the BIH Parliamentarian Assembly House of Representatives concerning a BHTV Report on realisation of plan documents for year 2015, financial plan and programmatic plans of BHR1 and BHT1 for year 2016, in addition to Audit Report of BHRT financial operations in 2015.

The Ministry of Communications and Transport is responsible to prepare and provide to the Council of Ministers of BIH a proposal decision on setting-up a cross-sector work group to analyse comprehensively the implementation of the existing Law on Public Radio-Television Broadcaster of BIH.
