GRANT FOR STATE PRISON FACILTIY 

The Council of Ministers of BIH defined a Proposal Amendment I to June 30, 2010 Framework Financial Agreement between Bosnia and Herzegovina and the Council of Europe Development Bank for the construction of a state prison facility, increasing the grant amount for the project and changing the project completion date.

Thereby, the earlier approved IPA 2008 four EUR million grant will be increased now for EUR 5,150,000 grant funds from IPA 2010 and SEK 20 million grant, subject to a SIDA Contribution Agreement. The project completion is planned for June 30, 2016.

In 2010, Bosnia and Herzegovina concluded the Framework Financial Agreement with the Council of Europe Development Bank, for EUR 19.3 million loan and EUR four million grant for the construction of the state prison facility.

The Proposal Amendment with basics for its conclusion will be forwarded to the BIH Presidency for further procedure, and the Minister of Finance and Treasury is proposed as the BIH signatory.

 

 

EUR 100 MILLION FOR CORRIDOR V c

 

The Council of Ministers of BH defined a Proposal Contract between Bosnia and Herzegovina and the European Investment Bank for the Corridor V c Počitelj – Bijača Section, under which a loan of EUR 100 million and with 25 term and six-year grace period was approved.

The Počitelj – Bijača Section is divided into three sub-sections, namely: Kravice – Bijača and Zavidovići – Kravice sections, five kilometres each, and Počitelj – Zavidovići, 11.2 km long section.

The total project costs were estimated at EUR 225 million, and a part of missing funds will be secured from own resources and other borrowings.

The Proposal Contact, with basics for its conclusion will be provided to the BIH Presidency for further procedure, and the Minister of Finance and Treasury was proposed as the BIH signatory.

 

 

GRANT FOR SOLID WASTE MANAGEMENT

 

The Council of Ministers of BIH defined a Proposal Grant Agreement under EC IPA (Solid Waste Management Project II: Neum, Bosanska Krupa, Srebrenik and Sarajevo) between Bosnia and Herzegovina and the International Bank for Reconstruction and Development, as European Commission funds Administrator for the EU IPA Trust Fund, worth EUR 4.465,000.

The funds are intended for: the rehabilitation of the existing deposit “Klepovica” in the Municipality of Neum; extension of sanitary deposit “Smiljevići” in Sarajevo; and closing  and sanitation of deposits in Bosnaska Krupa and Srebrenik.

The Ministry of Finance and Treasury will provide the Proposal Agreement with basics for its conclusion to the BIH Presidency, and the Minister of Finance and Treasury is proposed as the BIH signatory.

 

 

GAVRAN SUSPENDED, DEPUTY MANAGER SERVES AS ACTING MANAGER

 

Upon a proposal of the Mine Action Committee of BIH, the Council of Ministers of BIH took a Resolution on precautious suspension of the BIH Mine Action Centre (BHMAC) Manager Dušan Gavran, and designated BHMAC Deputy Manager for Operations Milan Rezo as Acting Manager for the time of court procedure against Gavran.

 

 

BHANSA ACTING AMANGMENT TO BE RELEASED FROM DUTY

 

The Council of Ministers of BIH took note of Information of the Ministry of Communications and Transport on improper conduct of acting management of the BIH Agency for Air Navigation Services (BHANSA), Marin Raspudić, Delal Hasečić and Damir Čopić, and assigned the Ministry with the preparation, for the Council of Ministers’ next session, of  a proposal for release from duty of the acting management and proposal designation of a new BHANSA management.

This information points at highly unprofessional and irresponsible conduct of the acting management of the Agency because at the time of long planned and scheduled beginning of take-over of control over Bosnia and Herzegovina’s skies operation, they travelled to the ATC Global 2014 Fair and Conference in China, at which they failed to sign any document relevant for BIH. The Agency was left without authorised persons to continue activities in connection to take-over of air control in BIH, which represents an obstruction of this important project.

 

 

EXTENDED COOERPATION WITH EUROPOL

 

The Council of Ministers of BIH defined Proposal Basics and designated a negotiating delegation for negotiation on an Agreement on Operative and Strategic Cooperation between Bosnia and Herzegovina and European Police Office (EUROPOL), which extends cooperation in combating serious forms of international crime, especially terrorism and other forms of crime within the EUROPOL competence.

The Ministry of Security will provide the proposal basics to the BIH Presidency for a further procedure.

 

 

RECONGITION OF DRIVER’S LINECES OF ITALY AND BIH

 

The Council of Ministers of BIH defined a Proposal Agreement between Bosnia and Herzegovina and the Republic of Italy on mutual recognition of replacement drivers’ licences, which is to be concluded in a form of exchange of notes between the two parties to the Agreement.

It will facilitate for citizens of the two state to transport while temporary staying in the territory of other state.

Practically, the Agreement will regulate the mutual recognition and exchange of driver’s licences issued by competent authorities in BIH and the Republic of Italy.

The Ministry of Communications and Transport will provide the Proposal Agreement to the BIH Presidency for a further procedure.

 

 

 

CONTINUED ASSISTANCE TO MINE VICITMS

 

The Council of Ministers of BIH defined Proposal basics for negotiations on a Contract on Cooperation in anti-mien action between the Council of Ministers of BIH and Government of the Republic of Slovenia via the International Demining Fund and Mine Victims Assistance (ITF).

Thus, the cooperation between BIH and Slovenia, through ITF, will be continued and security improved in the area of demining and support to victims.

The Proposal Basics will be sent to the BIH Presidency for a further procedure, and the Ministir of Civil Affairs is proposed as the BIH signatory.

 

 

BIH IN “CUSTOMS 2020” PROGRAMME

 

The Council of Ministers of BIH defined a Proposal Basics for conclusion of an Agreement between the European Union and Bosnia and Herzegovina on participation of Bosnia and Herzegovina in the “Customs 2020” Programme, aimed to enable access to BIH to the single Customs IT System of the European Union, even before tis accession to the EU. This would enable easier and faster transport of goods to and form BIH.

This 2014-2020 Programme of the European Union is a sequel of the “Customs 2013” Programme, and it supports the operation and modernises the Customs Union for the sake of fostering internal markets through cooperation of member countries and their respective customs administrations and staff.

The Proposal Basics will be provided to the BIH Presidency for a further procedure and the Minister of Foreign Trade and Economic Relations is proposed as the BIH signatory.

 

 

TO FACILITATE ACTIVITIES TO BIH AND TURKISH TRANSPORTERS

 

The Council of Ministers of BIH defined Proposal Basics for negotiations on an Agreement between the The Council of Ministers of Bosnia and Herzegovina and Government of the Republic of Turkey on international road transport of passengers and cargo, which improves bilateral cooperation and facilitates mutually the work of transporters of both states.

The Agreement will establish a joint committee to be comprised of representatives of BIH and Turkey, which will make decisions on the number of licences and on procedures for their issuance.

The Proposal Basics will be provided to the BIH Presidency for a further procedure, and the Minister of Communications and Transport is proposed as the BIH signatory.

 

 

COUNTRIES OF THE REGION IN ADDRIATIC-IONIAN MOTORWAY PROJECT

 

The Council of Ministers of BIH defined Proposal Basics for conclusion of a Memorandum of Understanding between Bosnia and Herzegovina, Albania, Montenegro, and the Republic of Croatia in connection to support and cooperation in the realisation of the Adriatic-Ionian Motorway Project.

Under the Memorandum, the parties signatories commit to undertake jointly all needed actions towards the Greek and Italian Presidency of the European Union -  both of which states belong to the Adriatic-Ionian Micro-region - as well as towards the European Commission, European Bank for Reconstruction and Development, European Investment Bank and other relevant partners, in order to secure support, including a financial one, for the Project implementation.

For more effective implantation of the initiative, the four countries will designate national coordinators in 30 days form the Memorandum taking effect. The Memorandum will take effect in 15 days after its signing.

The Ministry of Communications and Transport will provide the Proposal Basics to the Presidency of BIH for a further procedure, and the Minister of Foreign Affairs is proposed as the BIH signatory.

 

 

STATE AWARDS FOR SPORTS

 

Upon a proposal of the Ministry of Civil Affairs, the Council of Ministers took a decision on presenting the State Award for Sports of Bosnia and Herzegovina.

The first award, worth KM 10,000,000.00 will be presented to Mirsad Fazlagić, as a coach of the junior soccer national selection of Yugoslavia winning the first place in Chile in 1987, and who won a silver medal in 1968 as a captain of soccer national selection of Yugoslavia, when he was selected the best European quarterback player.

The second award, worth KM 5,000, will go to boxer Almendin Ferhatović for winning the first place at the 1993 Mediterranean Games in France, and first place at the Balkan Junior Boxing Premiership in 1982.

The third place, worth KM 5,000, will go to judo fighter Dražen Subotić for winning a golden medal at the World Cup in Celje, Slovenia, in 2006.

The fourth award, in the form of an appropriate thanks note, will be presented to boxer Dašo Simeunović for winning a silver medal at the Mostar European Contest in 2013.
