Council of Ministers of Bosnia and Herzegovina in Extraordinary Session

The Council of Ministers of Bosnia and Herzegovina defined today a Proposal Law on Amendments and Supplements to the Law on Council of Ministers of BIH, to be forwarded by the Ministry of Justice to the BIH Presidency for adoption under urgent procedure, in order to harmonise the Law on the Council of Ministers of BIH with an earlier adopted Law on Conflict of Interest.
The Amendments and Supplements to the Law will provide for establishment of a competent body, to be appointed by the BIH Parliamentarian Assembly, responsible for decision-making in matters of conflict of interest instead of the Central Election Committee. The Supplements to the Law accords a responsibility to the competent body for all activities needed to ensure that all relevant rules and regulations should be in place and complied with for the purposes of appointment of Chairman, Ministers and Deputy Ministers.
Thereby, a Conclusion of the House of Peoples of the Parliamentarian Assembly of BIH, requiring the Council of Ministers to produce, by September 24 this year, amendments of regulations to remove uncertainties over conflict of interest matters was complied with.
LOWER ROAMING PRICES FOR BIH CITIZENS
The Council of Ministers of BIH defined proposal basics for conclusion of an Agreement on lowering prices of roaming services in public mobile communication networks between Ministries competent for electronic communications of Bosnia and Herzegovina, Albania, Montenegro, Serbia and Turkey.
The Agreement would benefit users of public mobile communications while they stay in the countries signatories, equally as in the EU countries, enabling roaming services under considerably lower prices than the current ones are, which would contribute to smoother joint market operations, in addition to expected increased demand for mobile communications services, ultimately helping development of countries’ mobile communications markets.
The Agreement is in line with the European Parliament Initiative for inclusion of Bosnia and Herzegovina into the EU roaming regulations, which the Ministry of Transport and Communications of BIH sent in July 2013 to the European Commission, i.e. DG for Communication Networks DG in Brussels.
The Council of Ministers will provide the Proposal Basics to the BIH Presidency, and Minister of Communications and Transport of BIH Damir Hadžić is proposed as the BIH signatory.
EUR 35 MILLION FOR BANJALUKA – DOBOJ MOTORWY
The Council of Ministers defined a Proposal Contract on consent for an increase of loan and acceptance of increased liabilities under a Grant Contract (Banjaluka – Doboj , Phase I) between Bosnia and Herzegovina and the European Bank for Reconstruction and Development, worth additional EUR 35 million.
The total value of the loan is EUR 185 million for the Banjaluka - Doboj Motorway Construction Project, i.e. 36.612 km long Prnjavor – Doboj section, to include 22.627 km of local roads and monitoring services. The previous Contract was for EUR 150 million.
The Ministry of Finance and Treasury will provide the proposal Contract to the BIH Presidency for further procedure, and Minister Nikola Špirić is proposed as the BIH signatory.
