Council of Ministers of Bosnia and Herzegovina Holds Its 95th Session

The Council of Ministers of BIH considered implementation of the FATF Action Plan, and recommended the Entity Governments to start their activities as soon as possible on amendments and supplements of the Federation of BIH Criminal Code and Republika Srpska Law on Insurance, in accordance with FATF recommendations.
Also, it was recommended to finalise the procedure of adoption with the competent parliaments the pieces of legislation such as the Law on in Insurance Agency and Law on Amendments and Supplements t the Law on Investment Funds of the Brčko District of BIH.
The Ministry of Justice will take needed actions in order to secure that non-profit organisations would not be susceptible too misuse for the purpose of financing of terrorism, according to the FATF special recommendation. It is ne4cessary to find solution for avoidance of double/triple registering and for improvement of mechanism for reciprocal recognition of associations and foundations, i.e. the establishment of a joint data base of the BIH non-government sector.
TO IMPROVE PENSION INSURANCE SYSTEM FOR FARMERS
The Council of Ministers of BIH adopted Information on possibilities for establishment of a pension and health insurance for agricultural producers in Bosnia and Herzegovina, which will be forwarded by the Ministry of Foreign Trade and Economic Relations to the Parliamentarian Assembly of BH with a view at realisation of conclusions of the House of Representatives.
Information suggests, among other things, that it is necessary to have further harmonise the pension and health insurance for agricultural producers in BIH.
Information practically compiles data from the ministry of Agriculture, Forestry and Water Management of Republika Srpska, Federal ministry of Agriculture, Water Management and Forestry and Sector for Agriculture, Forestry and Water Management of the Brčko District, since the policy<y development and establishment of the health insurance and system and pension insurance are the responsibilities of the Entities and Brčko District of BIH.
SALT QUALITY INSPECTION ON BIH MARKET
The Council of Ministers of BIH adopted Information on salt quality checks at Bosnia and Herzegovina’s market, which the Food Safety Agency of BIH will conduct in 2017, in cooperation with UNICEF BIH Office. The aim of the inspection is t collect data on salt quality, to serve for development of strategic documents or scientific studies. Pending on results produced, the collected data may serve as a basis for planning and implementation of activities towards gradual decrease of salt in-take. This way, BIH would join the group of countries, which accepted aims of the World Health Organisation and United Nation on gradual decrease of salt in-take for 30 per cent by year 2025.
SUCCESFULL PARTICIPATION IN “EUROPE FOR CITIZENS” PROGRAMME
The Council of Ministers of BIH adopted a Report of the Ministry of Justice on implementation of the European Union 2014-2020 “Europe for Citizens” Programme for 2016.
The “Europe for Citizens” is the EU Programme which encourages cooperation among citizens and their organisations and supports citizen groups, NGOs and local governance units.
In time period between –december 2015 and decembrer 2016, the Minsitry fo Justice organised 10 info-days and workshops amig to rpesent possibilities offered by the Programme and applicants from Bosnia and Herzegovina took part in two public calls in 2016 for submission of project proposals. In the approved project proposals from BIH, BIH applicants participate as project holders in two project proposals, worth EUR 75,250, while BIH applicants participated in total 12 European projects.
The entry fee for participation in the 2016 Programme was EUR 15,000. Co-financing in amount of EUR 13,500 (about 90%) was secured from IPA 2012, while EUR 1,500 (10 %) was paid from the BIH budget.
In compared the entrance fee and amount of withdrawn funds, it may be concluded that Bosnia and Herzegovina was successful in the first year of the new2014-2020 Europa for Citizens Programme.
REGULATION ON PERSONAL ID DOCUMETNS PRICING EXTENDED BY END 2017
The Council of Ministers fob IH took a Regulation, proposed by the Identification Documents, Evidence and Data Exchange Agency of BIH, on amendments of the Regulation ion personal documents pricing, under which the current prices will be valid by the end of 2017.
In the meantime, the Identification Documents, Evidence and Data Exchange Agency of BIH will, in cooperation with relevant institutions, take planned activities to decrease the price of personal documents, and will report the Council of Ministers of BIH accordingly.
INFORMATION SECURITY POLICY ADOPTED
The Council of Ministers of BIH, upon a proposal of the Ministry of Communications and Transport, took a decision on adoption of an Information Security Policy in the Institutions of Bosnia and Herzegovina for 2017-2022, which takes into consideration recommendations and follows-up relevant international standards.
The adoption of the Information Security Policy in the Institutions of Bosnia and Herzegovina will create basics for adoption of ISO/IEC international standards in the area, as well as laws and by-laws on measures of information security and relevant programmes in BIH.
The Policy defines rules concerning informatics equipment (hardware and software), persons responsible for administration of information system, all em0ployees and users of the system in the Institutions of BIH.
The Policy contains an educative component as it suggests that each institution should realise its own information security policy by introduction of the information security management system and development of programmes for the purpose of joining the developed world and for the improvement of overall life quality.
CONSENT FOR ORGANISATION OF VITE BY BULGARIAN CITIZENS
The Council of Ministers of BIH granted its consent for organisation of vote by citizens of the Republic of Bulgaria in the territory of Bosnia and Herzegovina on March 26, 2017, at parliamentarian elections in the Republic of Bulgaria. The vote will be organised from 7.00 to 20.00 hrs in the premises of the Embassy of the Republic of Bulgaria in Sarajevo.
