ECBNOMIC GROWTH IN FIRST SIX MONTH THIS YEAR 

The Council of Ministers of BIH took note of a document titled Economic Trends for Bosnia and Herzegovina in January-June 2016, prepared by the Directorate for Economic Planning, which indicates the BIH GDP growth of 3.2 per cent.

The first six months of 2016, compared with the same period 2015 were characterised by an increase of economic activity for 1.4 per cent, increase of industrial production for 4.6 per cent, increase of employment for 1.8 per cent, intensification of foreign exchange of goods, and stopping the fall of investments in the second quarter of this year.

 

BIH AND SPAIN TO SECURE CLASSIFIED DATA PROTECTION

 

The Council of Ministers of BIH defined a Proposal Agreement between Bosnia and Herzegovina and the Kingdom of Spain on exchange and mutual protection of classified data, which was harmonised with standards and the best practice of the European Union and NATO.

Under the Agreement, Bosnia and Herzegovina and the Kingdom of Spain will secure the protection of classified data being exchanged or produced in the process of cooperation of the two states. It is about the data, holding the marks of  secret, very secret, confidential and internal.

The Proposal Agreement will be provided to the BIH Presidency for further procedure, and the Minister of Security was proposed for the BIH signatory.

 

BETTER POLICE COOPERATION OF BIH AND SLOVENIA

 

The Council of Ministers of BIH defined and will send to the BIH Presidency Proposal Basics for negotiations for conclusion of an Agreement between the Council of Ministers of Bosnia and Herzegovina and Government of the Republic of Slovenia on police cooperation, and the Minister of Security was proposed for the BIH signatory.

By concluding the Agreement, the two states will intensify cooperation aimed at prevention of threats and increasing public security, especially public order and safety in traffic, detection and investigations of criminal acts of organised crime, terrorism, human trafficking and illegal migration, cybercrime, illicit trade with drugs, psychotropic matters and precursors, and other criminal acts of international character.

 

STRENGTHENING OF POLICE BODIES OPERATIVE CAPACITIES

 

The Council of Ministers of BIH took a Ministry of Security-proposed Decision on Amendments and Supplements to the Decision on level of expenditures for training and internship with the Agency for training and professional up-grading of personnel for institutions and organisations non-financed from the Budget of Bosnia and Herzegovina.

By this Decision, the Agency for training and professional up-grading of personnel might be able, according to its capabilities, to organise training for police bodies under the existing plans and curriculum, which should strengthen operative capacities of police bodies and increase overall security in Bosnia and Herzegovina.

 

FINANCIAL SUPPORT TO MUNICIPALITIES AND NGOs FOR MIGRATION AND ASYLUM STRATEGY IMPLEMENTATION

 

The Council of Ministers if BIH took a decision, upon a proposal of the Ministry for Human Rights and Refugees, to allocate a KM 150,000.00 worth grant in 2016 for support to municipalities, NGOs and relevant associations for the implementation of a 2016-2020 Migration and Asylum Strategy.

Budget funds from the Ministry for Human Rights and Refugees will be directed for implementation of 10 projects in the area of migration and asylum in Bosanski Petrovac, Lopari, Laktaši, Klljuč, Brod, Kreševo, Grdačac, Čelinac, Kladanj and Doboj.

 

ADOPTED REPORT ON USE OF BUDGET REZERVES

 

The Council of Ministers of BIH adopted a report on distribution and use of current reserves funds for January-September 2016, which the Ministry of Finance and Treasury will provide to the BIH Parliamentarian Assembly for further procedure.

Out of KM 1,459,000, which is the total amount of funds,  KM 959,000 are intended for current reserves, while KM 500,000 are set aside for co-financing of the 2019 European Youth Olympic Winter Festival (EYOWF).

Out of planned KM 1,459,000 current reserves funds, total KM 594,528.40 was approved for spending in the first nine months of 2016.

 

FREE ZONES IN BIH PROVE ECONOMICALLY JUSTIFIABLE

 

The Council of Ministers of BIH considered a Report of the Ministry of Foreign Trade and Economic Relation on performance of free zones in Bosnia and Herzegovina for year 2015.

All four free zones currently active in Bosnia and Herzegovina satisfy the requirements of economic justifiability, in accordance with the Law on Free Zones in Bosnia and Herzegovina.  These are the following free zones: “Visoko”, Ltd. in Visoko; “Vogošća”, Ltd. in Vogošća; “Hercegovina”, Ltd. in Mostar; and “Hole”, Ltd. in Puračić.

The Ministry of Foreign Trade and Economic Relations is responsible to continue monitoring of the free zones operations in Bosnia and Herzegovina and to take all needed actions for the purpose of compliance with legal provisions affecting their work.

 

HARMONISATION OF REGULATION ON INTERNAL ORGANISATION OF AGENCY FOR POLICE SUPPORT

 

The Council of Ministers of BIH took a Ministry of Security-proposed Regulation on internal organisation of the Agency for Police Support, as harmonised with both a Decision on classification of work posts and criteria for jobs description in the Institutions of BIH and Decision on principles for internal organisation of administrative bodies in BIH.

Funds for the Regulation implementation in 2016 were secured from the Budget of the BIH Institutions and International Obligations of BIH.

 

BIH REPRESENTATIVES IN EUROIMAGES FUND APPOINTED

 

The Council of Ministers took a Decision to appoint representatives of Bosnia and Herzegovina with EUROIMAGES – Council of Europe Fund for Film Co-Production, after the previous representatives ended their mandate.

Representatives of Bosnia and Herzegovina in the EUROIMAGES Fund in the next three years will be Jovan Marjanvić, Maja Lasić and Monika Ponjavić.

The purpose actions of UROIMAGES Fund is the cultural one, and it supports the projects that reflect different sides of the European society, and the roofs of which prove the exstance of a single culture.

The support of the EUROIMAGES Fund for BIH movie makers and BIH movie production is of a great importance.
