BIH ACCEEDS SECOND PROTOCOL TO CONVENTION ON CYBER CRIME 

The Council of Ministers of BIH defined unanimously a Proposal Platform for negotiations on the Second Additional Protocol to Convention on Cyber Crime, Advanced Cooperation and Detection of Informatic Proofs.

Bosnia and Herzegovina ratified the Convention on Cyber Crime in 2006, together with the First Additional Protocol, thus harmonising its relevant legislation.

By acceding to the Second Additional Protocol, Bosnia and Herzegovina is enabled using this important mechanism for increased cooperation for the same of cross-border access to informatic proofs., to facilitate operations by investigation bodies in detecting and collecting informatic proofs.

The Ministry of Security will provide the Proposal Platform to the BIH Presidency for further legislative procedure, with a proposal for Bosnia and Herzegovina representative in the Council of Europe for the BIH signatory.

SUPPORT TO JUST TRANSITION OROEJCT IN SLECTED COAL-RICH AREAS

The Council of Ministers of BIH defined a Proposal Loan Agreement (Just Transition in Selected Coal-Rich Areas in Bosnia and Herzegovina Project) between Bosnia and Herzegovina and the International Bank for Reconst5ruction and Development (IBRD).

The project aims support to pilot-access to just transition in selected areas rich in coal in Bosnia and Herzegovina.

It covers conversion of Banovići and Kreka mines former surfaces, with installation of certain facilities for renewable sources of energy, with support to closing of certain mining pits in Zenica, together with helping labour transition.

The project will be supported by IBRD loan of EUR 79,900.000 and will be allocated to the Federation of BIH, and the end beneficiaries will be the Federation of BIH, Power Utility of BH and Banovići Coal Mine. The loan repayment term is 32.5 years, including seven-year grace period.

The Proposal Loan Agreement with Platform for Its conclusion will be sent to the BIH Presidency for further procedure, and the Minister of Finance and Treasury will be the BIH signatory thereof.

EUR 6.5 MILLION GRANT FOR SAFE AND SUSTAINABLE TRANSPORT

The Council of Ministers of BIH defined a Proposal Grant Agreement – Western Balkans Investment Framework (WBIF) – Safe and Sustainable Transport Programme (SSTP) – (Sustainable, Integrated and Safe Road Infrastructure Project) between Bosnia and Herzegovina and the International Bank for Reconstruction and Development/International Development Association as the leading financial institution for WEIF-SSTP, worth EUR 6.5 million.

The Grant co-finances the Sustainable, Integrated and Safe Road Infrastructure Project in Republika Srpska, after the Council of Ministers of BIH endorsed the proposed EUR 81.7 million Loan Agreement with the International Bank for Reconstruction and Development, at its 79th session.

The Grant is allocated to Republika Srpska – Public Company Roads of Republika Srpska.

The Proposal Agreement with Platform for its conclusion will be sent to the BIH Presidency for further procedure, and the Minister of Finance and Treasury will be the BIH signatory thereof.

BUDGET EXECUTION REPORT FOR LAST YEAR ADOPTED

The Council of Ministers of BIH adopted a Budget Execution Report of Institutions of Bosnia and Herzegovina and International Obligations for 2024, to be provided to the BIH Presidency and Parliamentary Assembly.

The Report will be posted to web sites of the Ministry of Finance and Treasury and Council fo Ministers of BIH.

The total realised revenues, receivables and finances of BIH Institutions last year were KM 1,333,319,074, of which KM 1,020,500,000 revenues from the Singel treasury Account of the Indirect Taxation Administration of BIH.

The total realised expenditures of BIH in 2024. were KM 1,320,004,460.

For the state foreign debt servicing, paid was KM one billion and 332.89 million, making all obligations assumed serviced.

STATE-LEVEL ADMINISTRATIVE BODIES SOLVE 94.24% CASES FOR BENEFIT OF PARTIES

The Council of Ministers of BIH tasked the Administrative Inspectorate with the Ministry of Justice of BIH to make a detailed inspection surveillance with administrative bodies and institutions with public authorisations, which failed to fill annual reports on execution of legal matters in administrative procedure.

The Inspection surveillance will be made in accordance with an Instruction on presentation of data in annual reports of administrative bodies of Bosnia and Herzegovina concerning solving administrative matters in administrative procedure, priorly in administrative decision-making.

The conclusion stemmed from the 2024 Compiled Annual Report on dealing with administrative matters, adopted by the Council of Ministers of BIH, upon a proposal by the Ministry of Justice.

The Report, drafted by the Ministry of Justice Administrative Inspectorate cover 197 administrative areas in competence of 70 state-level administrative bodies and institutions with public authorisation, which filled their respective reports.

Out of total 261.194 fist-degree administrative procedures covered by the Report, 95.19% were or had been solving within legal deadline, 5.660 files or 2.17% were solved after the deadline expiry, while 641 or 0.25% files were sent to another body for dealing with. In time of the Report sending, 19.698 or 7.54% files were in the process of dealing with.

Evident is the upward trend of solved first degree files within legal deadline, as well as an increase in 2024 of files solved to benefit of a party concerned, which is not consistent with a public perception of the state administration infectivity.

Out of total 6.632 second degree administrative procedures last year, 57.1% were solved within legal deadline, 24.46% after the deadline, while 1.72% files were sent to action by competent body, and in teem of conclusion of the Report, 1,108 or 16.71% files were in the process of conclusion.

COMMITTEE FOR DESTRUCTION OF NARCOTICS APPOINTED

The Council of Ministers of BIH took the Ministry of Security- proposed Decision on appointment of a Committee for Destruction of Narcotics, Psychotropic Matters, Herbs for Production of Narcotics and Precursors, because certain members changed their work posts and do not represent their respective appointing institution any longer.

One member from each Committee for Suppression of Misuse of Narcotics, Agency for Medicines and Medical Appliances, and from three State-level Ministries, namely, Security, Justice and Finance and Treasury, were appointed to the Committee to a four-year term.

That enabled operation of the Committee, responsible for destruction of seized narcotics, in accordance with a Rulebook on storing and destruction of taken away narcotics, psychotropic matters, herbs for production of narcotics and precursors.

REGULAR ROTATION IN COMPETITION COUNCIL OF BIH

The Council of Ministers of BIH appointed Vanja Malidžan for President of the Competition Council of Bosnia and Herzegovina for one-year term, starting from July 26, 2025.

In accordance with the Competition Law, the appointment takes place annually from the Competition Council of BIH personnel. (end)
