DEFINED PROPOSAL LAW ON AMENDMENTS AND SUPPLEMENTS TO LAW ON SALARIES IN BIH INSTITUTIONS 

The Council of Ministers of BIH defined and will provide to the Parliamentarian Assembly of for adoption a Proposal Law on Amendments and Supplements to the Law on Salaries and Emblements in the Institutions of Bosnia and Herzegovina, which confirms freezing of salaries in the BIH Institutions.

This postpones a successive progressing within salary classes of civil servants until 2018, 2019 and 2020, and the Council of Ministers of BIH keeps the previous level of salaries and emblements in the BIH Institutions.

 

TO COMPILE ALL BIH EXCISES AMENDMENT PROPOSALS

 

The Council of Ministers of BIH set-up a work group to prepare and provide to the Council of Ministers within the next ten days a Draft Law to compile all the initiatives for amendment of the Law on Excises, including those on blue diesel, oil and oil products, alcohol and alcohol beverages.

Two representatives from each the Ministry of Finance and Treasury and Ministry of Foreign Trade and Economic Relations and one representatives from the Indirect Taxation Administration were designated into the Work Group.

The Indirect Taxation Administration Steering Board will reflect on the Draft Law.

 

2017 DRAFT BUDGET CONSIDERED

 

The Council of Ministers of BIH took note of the Draft Law on Budget of Institutions of Bosnia and Herzegovina and Its International Obligations for Year 2017, indicating total revenues for financing of institutions and receivables planed at the same level and previous years amount to KM 950,000. 000.00.

Ministries should provide their proposal and suggestions in written form   to the Ministry of Finance and _Treasury by Thursday, October 27, 2016, so that the Council of Ministers might consider the Draft Budget of the BIH Institutions and forward it to the BIH Presidency for adoption.

On drafting their suggestions as to the Budget, the Ministries should take care of the Council of Ministers’ commitment to draw the total spending to the level enabling smooth reform implementation and to continue restrictive saving measures in public spending.

 

LAW ON FFENSES HARMONISATION FOR IMPROVED SAFETY ON BIH ROADS

 

The Council of Ministers of BIH adopted Information of the Ministry of Justice of BIH on issues concerning the application of the Law in Offences in Bosnia and Herzegovina, which suggests that different applications of provisions regulating the allocation of fine revenues results most often from non-harmonised of laws applied by competent authorities and courts in pronouncing offence-related  sanctions.

The session took a series operative conclusions, tasking institutions to take, in accordance with their competences, issue-solving measures and create conditions for the improved citizens’ safety on roads in BIH.

The Ministry of Communications and Transport of BIH will analyse, together with the Entity and Cantonal Interior Ministries and Brčko District of BIH Police, all laws regulating the traffic safety on roads of Bosnia and Herzegovina, and will propose activities to lead to proper proceeding by competent authorities in BIH, in accordance with their responsibilities.

Information on issues concerning application of the Law on Offences in BIH will be provided to the High Judicial and Prosecutorial Council of BIH, which is proposed to organise training, with the support of the Judges and Prosecutors Training Centre of FBIH and Public Institution Centre for Judges and Prosecutor s Training of RS, training for holders of judicial functions engaged on offence files for the sake of uniform application both process and material offence-related provisions.

 

CONSIDERABLE PRGRESS IN PUBLIC PROCUREMENT SYSTEM DEVELOPMENT

 

The Council of Ministers of BIH adopted a Report on Public Procurement Procedures in 2015, and tasked the BIH Public Procurement Agency to continue monitoring of public procurement procedures and report it regularly annually to the Agency Board and to the Council of Ministers of BIH, as appropriate, but at least once a year. The Public Procurement Agency will post the Report on its web site.

The aim of the monitoring is to secure economically justifiable and reasonable spending of public funds and to secure the best possible result under the principle money-for-value.

The Report indicates a considerable progress in the public procurement system development, adding that the contracting bodes have adopted a considerable number of conclusions from previous public procurement procedures monitoring reports.

 

CHINA + 16 COUNTRIES IN EARLY NOVEMBER IN RIGA

 

The Council of Ministers of BIH took note of Information on the China + 16 Central and Eastern European Countries Summit to be held in Riga, Latvia in early November.

The delegation of Bosnia and Herzegovina at the Summit will be led by Chairman of the Council of Ministers Dr Denis Zvizdić.

The Summit gather Prime Ministers, line Ministers and business community of China and 16 Central and Eastern European countries, targeting new investments and promotion of regional cooperation.
