Council of Ministers of Bosnia and Herzegovina Holds Its 70th Session

The Council of Ministers of BIH defined a Proposal Loan Agreement (Road Sector Modernisation in the Federation of Bosnia and Herzegovina) between Bosnia and Herzegovina and the International Bank for Reconstruction and Development.
The Project will cover rehabilitation and modernisation of roads and belonging facilities in order to improve the quality of services and traffic safety in the Federation of BIH, as well as the improved management of road network in the Federation of BIH, with a focus on the investment financial sustainability, resilience to climate change and traffic safety.
The EUR 58 million loan was allocated to het Federation of BIH.
The initiator, Ministry of Finance and Treasury will provide the Proposal Agreement to the BIH Presidency for further procedure, and Minister of Finance and Treasury Vjekoslav Bevanda was proposed for the BIH signatory.
Task Force for Development of Strategy of Surveillance on Narcotic Drugs Established
The Council of Ministers of BIH took a decision, upon a proposal of the Ministry of Security of BIH, to form a Task Force for drafting of a State Strategy of Surveillance over Narcotic Drugs, Prevention and Suppression of Misuse of Narcotic Drugs in Bosnia and Herzegovina.
The Task Force, assigned to draft a Proposal State Strategy within 180 day deadline, will be comprised of representatives of relevant institutions of BIH, Entities and the Brčko District of BIH, including representatives from non-government organisations.
Adopting the State Strategy of Surveillance over narcotic drugs, prevention and suppression of Misuse of Narcotic Drugs, Bosnia and Herzegovina takes an active move in strategic dealing with the issue.- the strategic response demands a series of bot preventive and repressive measures in order to limit and put under control the effects of misuse of narcotic drugs in BIH.
BIH Airspace Surveillance Committee Established
The Council of Ministers of BIH took a decision, upon a proposal of the Ministry of Communications and Transport, to establish a Bosnia and Herzegovina Airspace Surveillance Committee.
The aim of the Committee establishment is a strategic management of the airspace o Bosnia and Herzegovina (level 1), for the sake of preparation of significant proposals, such as a national policy of BIH airspace management.
Decisions on Purchase of Buildings for BIH Embassies in Belgrade and Zagreb
The Council of Ministers of BIH took a Decision on purchase of buildings for the needs of the Embassy of Bosnia and Herzegovina in Belgrade and Decision on purchase of buildings for the needs of the Embassy of Bosnia and Herzegovina in Zagreb, upon an initiative of the Ministry of Foreign Affairs of BIH.

Under the decisions, approved were the purchase of a building at 37 General Henry St. in Belgrade, of 340.25 m2 for KM 1,545,105.70 and a building at 162A Pantovčak St. in Zagreb, of 428 m2 surface for KM 1,320,185.25.
Minister of Foreign Affairs Igor Crnadak was authorised to sign the purchase contracts. Funds for the implementation of the decisions were secured from the budget of the Ministry of Foreign Affairs of BIH.
Earlier, the Council of Ministers considered and adopted Information on implemented procedures and accomplished tasks of the Committee for Purchase of Buildings for Accommodation of Diplomatic Offices of Bosnia and Herzegovina in Belgrade and Zagreb, including a Report on proposed best offers for purchase of the buildings.
Approved Reconstruction of Facility for Accommodation of BIH Prosecutor’s Office
The Council of Ministers of BIH took a decision on approval of multi-year project “Reconstruction of Facility and Floor Up-Building for Accommodation of Bosnia and Herzegovina Prosecutor’s Office”.
The KM 3,780,000 worth project includes development of project documentation, reconstruction and up-building of a building in Sarajevo, at 88 Kraljice Jelene St., and will be included into multi-year projects programme.
The decision implementation will require no major funds from the BIH Budget, because resources were already approved under a decision approval of the “Building Reconstruction Project Currently Used by Special Police of the Federation of BIH for the Needs of Accommodation of het BIH Prosecutor’s Office”.
German Support to Strengthening of Public Institutions in BIH
The Council of Ministers of BH accepted the conclusion of an Implementation Annex of the Implementation Agreement between the Public Administration Reform Coordinator’s Office and “Deutsche Gesellschaft fur Internationale Zusammenarbeita” (GIZ) for the Bosnia nd Herzegovina Public Institutions Strengthening Programme – Phase II.
The Public Administration Reform Coordinator’s Office was tasked to provide the Proposal Implementation Annex Agreement to the BIH Presidency for approval. Public Administration Reform Coordinator Dr Dragan Ćuluzan was proposed for the BIH signatory of the Agreement.
The Strengthening of Bosnia and Herzegovina Public Institutions Programme aims in its Phase II for public institutions to growingly match with the standards laid in the Public Administration Reform Strategy. The Government of the FR Germany secured and put at disposal to GIZ total EUR 4,400,000 for the implementation of the Agreement Phase II within the Programme.
Information on Supplemental Education Abroad
The Council of Ministers of BIH adopted Information of the Ministry of Civil Affairs on a supplemental education abroad.
Information suggests that learning of mother tongue within a school system, as an integrated model is present in Austria and Sweden, and it serves as an example of the most successful organisation of mother tongue lessons.
Examples were presented of the countries with which Bosnia and Herzegovina has signed bilateral agreements for the education sector, which are basis for preservation of mother tongue and culture, and among these countries there are Slovenia, Germany, and Italy Also some other examples were provided of the countries, like Netherlands, Belgium and Luxembourg, with which Bosnia and Herzegovina has no signed agreements, nor they have an integrated type of mother tongue lessons, and where the supplemental classes are being organised by associations and religious communities.
The Council of Ministers of BIH assigned to the Ministry of Civil Affairs and Ministry for Human Rights and Refugees to launch activities, in cooperation with competent institutions, to set a portal for interactive (on-line) lessons for supplemental education.
The Ministry of Foreign Affairs and Ministry of Civil Affairs will cooperate with competent institutions to prepare an analysis and set-up data- base on needs for supplemental education of children originating from Bosnia and Herzegovina.
Adopted Information on Erasmus + Programme
The Council of Ministers of BIH adopted Information of the ministry of Civil Affairs of BIH on BIH participation in the Erasmus plus Programme, in part relating to education.
BIH Institutions are responsible to budget their annual financial contributions for the continuation of the BIH participation in the Programme. The competent education authorities, including education agencies in BIH are tasked to secure necessary human and other resources needed for the implementation of the Erasmus Plus Programme planned activities and obligations. The Ministry of Civil Affairs will secure human and other resources needed for a full implementation of the Programme.
The Erasmus plus Programme targets fostering of knowledge and skills and employability of European citizens, as well as the improvement and modernisation of systems of education, training and youth activities. The Programme embraces all European and international programmes, networks, platforms and initiative of the European Union in the area of education, training, youth and sports.
BIH Institutions take part currently in eight Erasmus Plus projects, among which there are the Development of Curricula and Programmes for Joint Master Studies in European Political Science, Strengthening of Research Potentials, Strengthening of Internationalisation in High Education, Modernisation of Geodesic Education in the Western Balkans and others. The total value of the projects is EUR 7,103,959, and the funds available to be drown by BIH mount EUR 2,255,242.50.
Consent for Voting by Citizens of Hungary and Croatia in BIH
The Council of Ministers of BIH granted its consent for organising of vote by citizens of Hungary and Croatia in the territory of BIH.
Voting for the state elections by citizens of Hungary in the BIH territory will be held on October 6, 2016 from 9.00 to 16.00 hrs, in the premises of the Embassy of Hungary in Sarajevo. For the parliamentarian elections in the Republic of Croatia, vote will be organised on September 10 and 11, 2016, from 7.00 to 19.00 hrs in the Embassy of the Republic of Croatia in Sarajevo and General Consulate Offices of the Republic of Croatia in Mostar, Banja Luka and Tuzla.
Appointment of Military Attaché of Albania
The Council of Ministers of BIH granted its consent for appointment if Brigadier Ahmet Lela to the post of Military Attaché of the Republic of Albania for Bosnia and Herzegovina, with his seat in Zagreb.
Trebević Ropeway Construction Project
The Council of Ministers of BIH took note of a written information of Minister of Civil Affairs Adil Osmić on the issues concerning the realisation of the Trebević Ropeway construction project.
Having regard of the project importance, the Council of Ministers required from competent institutions to step-up ne3eded procedures for the realisation of the project.
