Council of Ministers of Bosnia and Herzegovina Holds Its 70th and 71st Sessions

The Ministry of Finance and Treasury will provide the Proposal to the Presidency of BIH, in charge for making proposal of the Law on Budget.
According to the Draft Budget Law, the Budget is KM 1,796,392,968.00, of which total revenues for financing of institutions and receivables are at the level of year 203, and amount to Km 950,000,000.00, while revenues for foreign debt servicing are KM 846,392,968 and are higher for KM 57,916,958.00 or 7% compared with the previous budget.
On the revenue side, predominant are the allocations from the Single Treasury Account, of KM 750,000,000.00, which is an identical sum as in the year 2013
The projected budget sets the total spending, to be enabled by regular revenues, at a level which would allow smooth reform implementation, the priority among them is the development of state capacities in connection to fulfilment of conditions for the European Partnership and joining to NATO, funds provision for general elections in BIH, a well as high quality staffing of the Agency for Prevention of Corruption and Coordination of fight against Corruption. In Budget drafting, a due care was taken of securing funds for production of new personal ID cards and driver licences, as well as of a part of funds for digitalisation project, financial requirements in connection to the Census of Population in BIH, and needed multi-year capital investment projects requirements.
The Council of Ministers of BIH decided to secure missing funds for the continuation of the digitalisation project in BIH from the surplus of funds from the Communications Regulatory Agency (CRA). The Ministry of Communications and Transport is tasked to prepare a required decision and provide it to the Council of Ministers for adoption.
The Draft Budget stems from the Global Framework of Fiscal Balances and Policies in Bosnia and Herzegovina for 2014-2016, and with austerity measures in the institutions of BIH it will be accompanies by a set of measures to produce savings in amount of KM five million.
Previously, at its 70th session, the Council of Ministers of BIH, upon a proposal of the Ministry of Foreign Affairs, granted its consent to allow Croatian citizens in Bosnia and Herzegovina to vote at a state referendum of the Republic of Croatia, to be held on December 1, 2013.
Citizens of the republic of Croatia may vote at seven locations of the diplomatic-consular representative officers of the republic of Croatian in BIH on a referendum question: “Do you agree to insert into the Constitution of the republic of Croatia a provision under which a marriage is considered as a living community of a man and woman?”
