Council of Ministers of Bosnia and Herzegovina Holds Its 66th Session

The Council of Ministers of BIH adopted, upon a proposal of the Ministry of Finance and Treasury, a Public Investment/Development-Investment Programme of the institutions of Bosnia and Herzegovina 2017-29019.
The Public Investment/Development-Investment Programme of BIH Institutions for 2017-2019 consists of data on 261 projects of total value of KM 1 billion and 809,48 million, of which KM 1 billion and 434.15 million refer to capital project investments, while KM 375,33 refer to institutional projects. The value of the projects directly contributing to the socio-economic development and which were classified into the Development-Investment Programme is KM 1 billion and 205,26 million, while the other projects are valued at KM 504,22 million.
The total value of the projects in implementation is KM billion and 375, 65 million. The projects in the process of implementation are funded from domestic resources, from budget, grants, own resources and from foreign funds to arrive in form of grants and loans.
2019 FRAMEWORK BUDET DOCUMENT APPROVED, 950 MILLION EXPENDITURS LEVEL SAME AS LAST YEAR
The Council of Ministers of BIH approved, upon a proposal of the Ministry of Finance and Treasury a Document Framework Budget of BIH Institutions for 2017-2019, as a preliminary draft budget of the BIH Institutions for 2017, together with framework plans for the next two years.
The Framework Budget Document will assist to both the Council of Ministers of BIH and other BIH Institutions in the process of expenditures priorities and policies planning, consistent with the approved mid-term macroeconomic and fiscal framework.
Under the Framework Budget document, the level of expenditures of BIH Institutions, excluding foreign debt servicing, is KM 950 million annually for all three years, and the allocation of the indirect taxes revenues from the single account of the Indirect Taxation Administration is KM 750, same as at the 2016 budget level.
CoM: FUNDS PROVIDED FOR SEVERL CORRIDOR V C SECTIONS
The Council of Ministers accepted several separate initiatives of the Ministry of Finance and Treasury for conclusion of two agreements and three contracts to secure finances for construction of several sections/sub-sections at the Corridor V c, of 30 km length.
These are the initiatives for conclusion of a Financial Contract between Bosnia and Herzegovina and the European Investment Bank for the Corridor V c tunnel Kvanj – Buna, worth EUR 100 million; Loan Agreement between OFID-OPEC Fund for International Development and Bosnia and Herzegovina for the Corridor V c Project – Sub-section Vranduk – Zenica tunnel, worth EUR 49 million; Loan Agreement between Bosnia and Herzegovina and the Kuwait Fund for Arabic Economic Development to finance construction of the Corridor V c motorway – section Nemila – Donja Gračanica, sub-section Nemila – Vranduk, worth EUR 36 million; Financial Contract between Bosnia and Herzegovina and the European Investment Bank for the Corridor V c – tunnel Zenica, worth EUR 76 million; and Loan Contract (Corridor V c Project for Svilaj – Odžak Phae II) between Bosnia and Herz3egovina and the European bank for Reconstruction and Development, worth EUR 40 million.
LEGAL REGULATIONS INITIATORS’ PREPARTION FOR NEXT EU ACCESSION STAGE
The Council of Ministers of BIH took a decision, upon a proposal of the Directorate for European Integrations, on the procedure of harmonisation of Bosnia and Herzegovina’s legislation with the EU acquis, with some suggestions received at the session.
The decision defines instruments for harmonisation of legislation of Bosnia and Herzegovina with the acquis of the European Union, as well as obligations on Ministries and other BIH institutions, their managers and on the Directorate for European Integrations itself, in the process of harmonisation of BIH legislation with the EU acquis.
The new decision improves some earlier solutions and prepares initiators of legal regulations for further phases of the EU accession process of BIH.
TO PUBLISH BIH CHILD COUNCIL ACTIVITY REPORT FOR 2015
The Council of Ministers of BIH adopted an Activity Report of the BIH Child Council for 2015, upon a proposal of the Ministry for Human Rights and Refugees.
The BIH Child Council will publish its Report at the Ministry for Human Rights and Refugees web site for the purpose of informing general public of actions taken by this institutions within fulfilment of obligations Bosnia and Herzegovina assumed under the Convention on Rights of Child and its two facultative protocols.
TO AGRICULTURE AND FISHERY GET 49.37% OF TOTAL ALLOCATED STATE AID IN 2015
Upon a proposal of the Council for State Aid of BIH, the Council of Ministers of BIH adopted an Annual BIH state aid report for 2015.
The report suggests that the total registered state aid in Bosnia and Herzegovina in 2015 was KM 299,697,021, as increased for KM 7,529,411 or 2, 57% in relation to 2014, when the allocated state aid amounted KM 292,176,610.
The major portion of the state aid in 2015 was allocated to the sectors of agriculture and fishery, in absolute amount of KM 147,963,846, or 49% of total allocated state aid last year. The state aid in sectors of industry and services (horizontal + vertical + regional) in 2015 was allocated in absolute amount of KM 65,852,380, making these sectors having a share of 21,97 % in total allocated state aid in 2015.
The annual BIH state aid report is an analytical breakdown of allocated state aid in 2015, prepared based on annual reports on allocated state aid in Republika Srksa, Federation of Bosnia and Herzegovina and the Brčko District of BIH.
