Council of Ministers of Bosnia and Herzegovina Holds Its 65th Session

According to the Proposed Law, the basic salary of judges and prosecutors will be KM 3,800, while for Chief Judge and Supreme Prosecutor of BIH it will be KM 4,400, and for heads of departments it will be KM 4,000. The basic salary of professional staff will be between KM 1,200 to KM 1,800, while a salary of the Director of the High Judicial and Prosecutorial Council of BIH will be KM 3,800.
The Ministry of Justice of BIH will provide the Proposal Law to the Parliamentarian Assembly of BIH.
The Council of Ministers of BIH defined a Proposal Law on Amendments of the Law on Protection of Classified Data, aiming to implement a conclusion of the Parliamentarian Assembly House of Representatives, which required an introduction of mandatory security checks for all holders of judicial positions in BIH, including judges and prosecutors, for their access to classified data.
The Ministry of Security will provide the Proposal Law to the BIH Parliamentarian Assembly.
The Council of Ministers of BIH postponed consideration of a Proposal Law on Public Procurement, due to justified absence of Defence Minister Zekerijah Osmić, who proposed total 22 amendments to the Proposal Law.
The Council of Ministers of BIH defined a Proposal Memorandum of Understanding between the Council of Ministers of Bosnia and Herzegovina and Government of the United States of America on Development Cooperation in 2012-2016, which defines and enhances the development cooperation between the two countries.
The Memorandum is based on the UISAID –Development Cooperation with BIH Strategy, which contributes to BIH efforts on its way to the Euro-Atlantic integrations.
The Ministry of Finance and Treasury will provide the Proposal Memorandum, with basics for its conclusion, to the Presidency of BIH, and Minister of Finance and Treasury Dr Nikola Špirić is proposed as the BIH signatory.
The Council of Ministers of BIH endorsed an Initiative of the Ministry of Finance and Treasury for holding negotiations for the conclusion of a Loan Agreement between the Czech Export Bank and Bosnia and Herzegovina for an amount of EUR 15 million for the “Corridor V c Project – Sub-Section Zvirovići-Kravice-Bijača”.
The Loan term is 10 years, with 3 year grace period, and it will be allocated to the Federation of BIH. The expected end of construction of the first route Kravice-Bijača was mid-2013, and the second route is expected to be finalised in 2014.
The contracted value of the construction and supervision of works for this sub-section is EUR 75 million, and the earlier provided funds were EBRD loan proceedings of EUR 60 million.
The Council of Ministers adopted Information on Forest Fires in Bosnia and Herzegovina in the period between July 31 and August 28, 2013, and tasked the Ministry of Security to submit a “Fire Fighting Strategy in Bosnia and Herzegovina“, to the Council of Ministers, as soon as possible, by January 31, 2014, at latest.
The Entity Governments were recommended to undertake all needed activities to strengthen their fire fighting capacities, especially at the local level.
Also, Entity Governments were recommended to prepare a detailed analysis of preventive measures and response activities of all competent institutions and agencies in order to remove omissions and improve the situation in the fire-fighting area.
The Council of Ministers of BIH adopted an Initial Report of the Ministry of Justice on self-assessment of the implementation of the UN Anti-Corruption Convention in Bosnia and Herzegovina, and tasked the Ministry of Security of Bosnia and Herzegovina to provide the English translation of the Report to the UNODC Secretariat in Vienna.
The Report, prepared by the inter-sector work group, comprised of representatives of competent State, Entity and Brčko District institutions, listed provisions of the applicable Criminal Codes in BIH, the level of their implementation, verdicts brought for the acts of corruption and examples from Bosnia and Herzegovina’s practice, including the relevant international cooperation, measures, activities, and challenges faced by the BIH society in fight against corruption.
Upon a proposal of the Ministry of Foreign Trade an Economic Relations, the Council of Ministers of BIH adopted a BIH Adaptation to Climate Change and Law-Carbon Development Strategy, with a purpose to position Bosnia and Herzegovina, as good as possible, for the utilisation of funds and mechanisms of international financial assistance, in addition to improved compliance with its commitments under the UN Framework Convention on Climate Change.
The Strategy identifies climate change mitigation measures and adaptation to climate changes, as well as capacity development needs, which would ensure a strategic and programmatic basis for an effective international support.
Earlier, Ministers adopted the Second National Report of Bosnia and Herzegovina, in line with the UN Framework Convention on Climate Change.
The Council of Ministers adopted a Report of the State Committee for Integrated Border Management on implementation of the Action Plan involving the BIH institutions competent for the issues relating to the accession of the Republic of Croatia to the European Union.
Bosnia and Herzegovina’s authorities realised all their obligations up to the accession of the Republic of Croatia to the European Union, and the on-going activities relate to the Gradiška border-crossing, which include the obtaining of an approval needed for the construction of this border-crossing, planned to be finalised by November 30, 2014.
Chairman of the Council of Ministers Vjekoslav Bevanda and Ministers of Foreign Affairs and Security dr Zlatko Lagumdžija and Rahrudin Rradončić will discuss with the BIH Parliamentarian Assembly House of Representatives Collegium eventual consequences of a non-ratification of a Contract on Border-Crossings with the Republic of Croatia. The Contract is returned to the Collegium for refinement, as it failed to win a majority in the Chamber.
The Council of Ministers of BIH adopted an Annual Report of the Ministry of Civil Affairs on SPIS Project – Strengthening of BIH Social Network and Inclusion of Children for the period of November 29, 2011 – December 31, 2012, which contains data on outputs against recommendations of the Delegation of European Union in BIH and Joint Evaluation of the UNICEF Programme and BIH partners.
The Programme end-beneficiaries are children and their parents through an increased access to social services, as well as a wider society through improved awareness and constant dialogue on social inclusion, rights of a child, peace building and intercultural education/dialogue.
The Programme main partners are representatives of the Ministry of Civil Affairs of BIH, Entity and Cantonal Ministries and Brčko District, competent for social protection, health care and education, whilst at the local level these are local service providing institutions and civil society organisations.
Upon a proposal of the Ministry of Foreign Affairs, the Council of Ministers of BIH granted its consent for arranging a voting by citizens of the Czech Republic at the Embassy of the Czech Republic in Sarajevo, on October 25 and 26 this year at the parliamentarian elections in that state.
Upon a proposal of the Ministry of Human Rights and Refugees, the Council of Ministers of BIH took a decision on a transfer of KM 2 million from the Ministry’s Budget to the Fund for Return of Bosnia and Herzegovina.
The Fund for Return will use the funds for the implementation of joint projects for exercising of rights under the Dayton Peace Agreement Annex VII, following required approval by the Commission for Refugees and Displaced Persons.
Earlier, the Ministry for Human Rights and Refugees of BIH signed an Agreement on Merging and Implementation of Resources for the Exercising of Rights Granted under the Dayton Peace Agreement Annex VII in Years 2012 and 2013, whereby joining its funds with those of the Federal Ministry for Refugees and Displaced Persons, Ministry of Refugees and Displaced Persons of Republika Srpska and the Brčko District of Bosnia and Herzegovina.
The implementation of the decision requires no additional finances, as they were already budgeted for 2013.
Upon a proposal of the Ministry of Justice, the Council of Ministers of BIH took a decision on appointing a Supervisory Board of the Institute for Execution of Criminal Sanctions, Detention and Other Measures in Bosnia and Herzegovina - still in the process of construction - competent for the financial control of the Institute.
The supervisory Board includes Vera Letica, from the Ministry of Finance and Treasury of BIH, and Duško Šain and Amila Kajtaz from Entity Ministries of Justice.
Upon a proposal of the Ministry of Security, the Council of Ministers took a Decision to appoint Committee for Elimination of Narcotics.
The Committee members are: Srđan Radulj, Ognjen Zekić, Željko Bogut, Sreten Čačar, and Indira Šakić, and Committee Secretary is Jasmin Pljevljak.
The Council of Ministers took a Decision, earlier, at its 58th session, to form the Committee for elimination of narcotics, tasked to regulate the area systematically, putting under the State control all needed activities until the final destruction of narcotics, which would prevent possible misuses in this area.
