ASSOCIATIONS AND FOUNDATIONS TO OPERATE WITH IMPROVED TRANSPARENCY 

The Council of Ministers of BIH  defined a Proposal Law on Amendments and Supplements to the Law on Associations and Foundations of Bosnia and Herzegovina, which simplifies and accelerates registration procedures of non-government organisations, thus facilitating citizens’ affiliation to these and their active role in the society.

For the purpose of improvement of CML/FT system, in line with proposals of the Moneyval team in BIH, the Supplements to the Law improves transparency of operations of associations and foundations.

The Ministry of Justice will provide the Proposal Law to the Parliamentarian Assembly for consideration under regular legislative procedure.

 

MOURNING DAY IN BIH ON JULY 11

 

The Council of Ministers of BIH took decision to declare July 11 the Mourning day in BIH.

The mourning day will be marked by placing BIH flag half-mast at BIH Institutions buildings.

Media stations at the territory of BIH and organisers of cultural-artistic and sports e4vents at BIH territory< are due to adjust their programme contents to the mourning day.

 

COUNCIL OF MINISTERS PLEDGES FINANCIAL SUPOPRT TO CULTURAL, SPORTS NAD INNOVATIONS PROJECTS

 

The Council of Ministers of BIH took five decisions, upon a proposal of the ministry of Civil Affairs, supporting projects in culture, sports, international cultural cooperation, innovations and projects preparations for EU funds in 2016, following a public call for allocation of finances.

These are the Decision on funds allocation for projects under international cultural cooperation for 2016, Decision on funds allocation for co-financing of cultural institutions projects in 2016, Decision on funds allocation from the grant “Programme for preparation f projects and potential candidate-projects for allocation of H2020 funds for 2015”, Decision in funds allocation within support to technical culture and innovations in Bosnia and Herzegovina in 2016, and Decision on funds allocation for the current grant “Co-financing of sports events for 2016”.

This way, KM 1,597,000.00 is being distributed to 187 beneficiaries for co-financing of cultural institutions projects in Bosnia and Herzegovina for year 2016.

Simultaneously, KM 390,000.00 will be distributed to 75 beneficiaries for international cultural cooperation projects.

Within the grant “Preparation of projects and potential candidate-projects for H2020 funds” in 2016, KM 404,000.00 was allocate for co-financing of 25 projects applied for “HORITON 2020”, “COST” and “EUREKA”.

Within support to technical culture and innovations in Bosnia and Herzegovina for year 2016, a KM 117,000.00 grant was distributed to 33 beneficiaries, among which associations and several innovators’ societies within universities in BIH.

A KM 900,000.00 grant was intended for co-financing of sports events for year 2016, in accordance with a decision on criteria for allocation of funds form current grant Co-financing of sports events“. These finds will go to 155 sports organisations, among which Olympic and  Paraolympic  Committees of BIH, sports federation at BIH and Entity levels, and sports associations of disabled persons at both state and entity levels, as well as sports clubs in BIH and other organisations dealing with  ports exclusively.

 

270K WORTH GRANT FOR PROMOTION OF DOMESTIC PRODUCTION

 

The Council of Ministers of BIH took a Decision on distribution of grant funds for fair organisers in the country, upon a proposal of the Ministry of Foreign Trade and Economic Relations.

The KM 270,000.00 grant from the budget of the Ministry of Foreign Trade and Economic Relations of BIH are intended for support to organisers of 18 fair events in Bosnia and Herzegovina, with a view at promotion of domestic production.

 

GRANT FUNDS SECURED FOR SUPPORT TO VICTTIMS OF VIOLENCE 

 

The Council of Ministers of BIH   took a decision, upon a proposal of the ministry of justice, on criteria for allocation of grant funds for support in building partnerships between NGOs and institutions competent for implementation of a Convention on prevention and fight against Violence against women and family violence in Bosnia and Herzegovina for year 2016.

The decision defines criteria, procedure and way of allocation of funds from the Ministry for Human Rights and Refuges, wort KM 50,000.00 for development of partnership between NGOs and institutions responsible for prevention and fight against violence against women and family violence.

The Ministry for Human Rights and Refuges will, upon the decision taking force, post on its web site the procedure and ways of funds allocation to NGOs in 2016.

The participation in a public call is open, on equal basis for all formal NGOs, registered in compliance with the existing legal regulations in BIH. The project end-beneficiaries are the persons who were victims of any form of violence based on their gender, including family violence.

 

KM 12 MIL. FOR PUBLIC BROADCASTER DIGITALISATION PROJECT

 

The Council of Ministers of BIH took a decision upon a proposal of the Ministry of Communications and Transport on use of accumulated surplus from revenues of the Communications Regulatory Agency of BIH, defined at December 31, 2014 in total amount of KM 14,252,087.

Under the decision, KM 12 million will be used for the digitalisation Project of public TV broadcasters in Bosnia and Herzegovina, while KM 1,452,087.99 will be used for support to development and improvement of communications and dispatch activities in BIH.

Upon the proposal of the Ministry of Communications and Transport, the Council of Ministers of BIH will take individual decisions on use of these funds.

The remaining KM 800,000.00 will be used by the Communications Regulatory Agency for the project of methodology development for introduction of accounting separation and expenditure accounting for operators with considerable market share over 2016-2018 time period.

 

GUIDELIENS FOR FUNDS ALLOCATION IN CULTURE AND SPORTS

 

Upon a proposal of the Ministry of Civil Affairs, the Council of Ministers of BIH took a Guidelines on procedure of allocation of funds secured from current grants “Co-financing of cultural institutions projects” and “Co-financing of sports events”.

It is for the first time that criteria are to be introduces in the areas of culture and sports for individual requests, in accordance with suggestions and recommendations of the BIH Institutions audit Office.

An application for funds may be filled by legal persons in BIH, which basic activity is culture or sports. Funds approval will be made for co-financing of projects or programmes in culture r sports, in addition to support and incentive to cultural or sports even5ts of interest for Bosnia and Herzegovina, which could not have been projected within the regular funding form the budget and its realisation requires an urgent action in terms of securing finances.

 

TO IMPORV E COOPERATION BETWEEN MINISTRIES OF FINANCE OF BIH AND NETHELANDS

 

The Council of Ministers of BIH defined Proposal Basics for negotiations for conclusion of a Memorandum of Understanding 9on technical Cooperation between the Ministry of Finance and Treasury f Bosnia and Herzegovina and Ministry of Finance of Netherlands for 2016-2019.

The Memorandum would improve cooperation in all areas from the signatories’ competences, which should contribute to further strengthening of capacities of the Ministry of Finance and Treasury of BIH.

The Proposal Memorandum will be provided to the BIH Parliamentarian Assembly for further procedure, while the Minister of Finance and Treasury was proposed for the BIH signatory.

 

INSTITUTIONS COMPETENT FOR WATER MANAGEMENT ACTIVE ON REALISATION OF KEY MEASURES

 

The Council of Ministers of BIH adopted a report of the Ministry of Foreign Trade and Economic Relations on activities implemented thus far for realisation of the 2014-2017 Flood Protection and Rivers Management Action Plan in Bosnia and Herzegovina for time between February 2015 and May 2016.

According to the report, the institutions competent for water sector in BIH took a series of activities over the reported period of time for realisation of six key measures, i.e. 22 sub.-measures, planned to be implemented by 2017.

These six key measures refer to rehabilitation from damage caused by floods, erosion and water steams in 2014 to the exiting protective water facilities, riverbeds and channels  in the affected areas, they relate to harmonisation of flood protection system with the  EU Directive 2007/60EC on flood risk assessment and management, development of technical solutions for protection from flood, erosion and water steam for communities and cities lacking water protection facilities and construction of new facilities, establishment of hydrology forecast system in BIH, capacity building of flood protection and water management competent institutions, securing of sufficient level of coordination and cooperation with other BIH institutions, participation in international bodies, and water management.

The funds assessed as needed for overall realisation of the Action Plan are KM 592.7 million.

 

ADDIITONAL PROMOTION OF RIGHTS FO JOURNALISTS

 

The Council of Ministers of BIH   adopted a report of the Ministry of Justice on freedom of speech and the state of affairs of freedom of media in Bosnia and Herzegovina, prepared in compliance with a conclusion from the 25th session if the House of Representatives of the BIH Parliamentarian Assembly, of February 16, 2916.

The report concludes about a necessity of a full implementation of media-related regulations, with taking particular efforts to promote rights of journalists, affirming the freedom of expression and promoting these rights.

It suggests an analysis of justifiability of introduction of new offences for the reason of more effective protection of journalists in their work and record keeping of criminal acts of attacks against journalists.

The Council of Ministers of BIH Secretariat-General will provide the report to the BIH Parliamentarian Assembly House of Representatives.

 

TO LINK EDUCATION AND EMPLOYMENT SECTORS

 

The Council of Ministers of BIH adopted an Analysis of education reform in BIH, with a special focus to the secondary education reform and a possibility of introduction of mandatory secondary education, prepared by the Ministry of Civil Affairs, as a response of the Council of Ministers to an initiative by Monika Tomić, Deputy in the House of Representatives of the BIH Parliamentarian Asse4mbly.

The Analysis covers, among other things, the legislative, strategic and institutional framework of the education sector, and it provides an insight into the results of reforms by education levels.

The Analysis underlines that certain investments are needed in the systems of education, training and up-grading at all levels of authority in BIH for full education reform results to be achieved, which is in line with commitments as to development of strategic priorities, such as qualification framework for life-long learning, according to the European qualification framework. In regard to that, one of key priorities in Bosnia and Herzegovina is to insure better mutual planning and linking of sectors of education and training with sectors of labour and employment.

The Analysis, as a response of the Council of Ministers, will be provided to the House of Representatives of the BIH Parliamentarian Assembly by the Secretariat-General.

 

CoM GRANTS ITS CONSENT TO APPOINTMENT TO MILITARY ATTACHÉS

 

The Council of Ministers of BIH   gave, upon a proposal of the Ministry of Foreign Affairs, separate consents for appointment of several military Attachés in Bonsai and Herzegovina, namely, Chief Sergeant Sinan Kayhan at the post of Assistant Military Attaché of the Republic of Turkey in BIH, with his seat in Sarajevo, and Colonel T.C.J. Plijner for Military Attaché f the Kingdom of Netherlands in Bosnia and Herzegovina, with his seat in Vienna. Also, a consent was granted for appointment of Colonel Paolo Sffare to the post of Defence Military Maritime and Air Force Attaché of the Republic of Italy in BIH, with his seat in Belgrade, to Colonel Ilja Skrjebnjev to he post of military and Air Force Attaché of the Russian Federation in Bosnia and Herzegovina, with his seat in Sarajevo, and Frigate Captain Saša Niklolić to the post of Military Defence Envoy of the Republic of Serbia in BIH, with his seat in Sarajevo.
