Conclusion

The Council of Ministers of BIH considered and made decision on the following: 

-          Report on measures undertaken and related activities of police officers under the Directorate for Coordination of Police Bodies of BIH, including of other police agencies’ officers in Bosnia and Herzegovina in charge to provide security of the BIH Institutions’ facilities as at June 5-6, 2013, on the occasion of unannounced citizens’ protests.

-          Conclusions from the Executive Intelligence Board meeting,  held on June 21, 2013; conclusions from a session of the Council of Ministers Collegium, extended by representatives of all security agencies managers and the Minister of Security, which presented their proposal work programme and dynamics;

-          The Council of Ministers was informed of conclusions from the Independent Board of the Parliamentarian Assembly of BIH 32nd session of June 24, 2013;

-          The Council of Ministers concluded that the Executive Intelligence Board, as well as the Chairman of the Council of Ministers have undertaken all needed steps to receive from competent security agencies of BIH relevant reports and analyses on the events that took place in front of the BIH Institutions building on June 5 and 6, 2013, with an aim to meet, as soon as possible, all conditions for a smooth functioning of the Institutions of BIH;

-          The Council of Ministers was informed and accepts expressed guarantees of the Federal Police Directorate and Sarajevo Canton Police to secure smooth functioning of the BIH Institutions in Sarajevo.

-          The Council of Ministers concluded that all preconditions have been created for work and holding of sessions of the Council of Ministers in the BIH Institutions building and that its sessions will continue to be scheduled and programme tasks implemented.

In regard to the Security Analysis in BIH and conclusions from the 32nd session of the Independent Board of the Parliamentarian Assembly of June 24, 2013, made in relation to deliberations on the Report on measures and activities undertaken by police officers under the Directorate for Coordination of Police Bodies in BIH and police officers from other police agencies in Bosnia and Herzegovina concerning security provision for BIH Institutions’ facilities on June 5-7, 2013 and concerning the protests organised in front of the BIH Institutions building, the Council of Ministers made the following conclusions:

-          In two occasions over the past period, the Council of Ministers of BIH defined Proposal Law on Amendments of the Law on Single Registration Number and forwarded it to the Parliamentarian Assembly for adoption;

-          Due to non-adoption of the laws at the Parliamentarian Assembly, the Council of Ministers of BIH took , on June 5, 2013, a Decision for Determining Single ID Numbers on  Temporary Basis with 180-Day Validity, to enable the issuance of single registration numbers in the entire BIH;

-          That ID numbers issued based on this Decision are permanent ID numbers;

The Council of Ministers invites all bodies competent for the issuance of ID numbers to apply the Decision on Setting Single Registration Numbers in Bosnia and Herzegovina, which regulates the way of issuance of single ID numbers, which are permanent.

In view of demonstrated citizens’ dissatisfaction, the Council of Ministers expressed its readiness to undertake adequate measures and activities in compliance with its competences.
