The Council of Ministers of BIH defined, at today’s session in Sarajevo, a Proposal Law on Amendment and Supplement to the Law on Salaries and Benefits in the Institutions of Bosnia and Herzegovina for the purpose of a final completion of the internal audit system in the BIH Institutions and for the implantation of the legal principle of “a same pay for same or similar job”. 

This way, posts of internal audits and managers of internal audit units within the BIH Institutions are classified into the same pay classes in order to establish a more functional internal audit system and secure timely high quality staffing.

The Ministry of Finance and Treasury will forward the Proposal Law to the Parliamentarian Assembly of BIH.

The Council of Ministers of BIH discussed an issue of setting a single ID number of citizens (JMBG) in Bosnia and Herzegovina.

A constructive discussion unfolded on dealing with this issue, and all Council of Ministers members agreed that the issue needs to be solved so to enable provisional registration of new-borns into the birth registry books, i.e. to prevent human rights limitations in respect to freedom of movement and health care.

Discussion will be continued, and a solution is expected to be tabled at the next Council of Ministers session at latest.

The Council of Ministers of BIH adopted a report from the Directorate of European Integrations on public opinion research of February 2013, which indicates that 80 % of BIH citizens have a positive attitude on the EU and of BIH’s accession process into the EU, and it contains comparative indicators of public opinion of 2012/2013.

Practically, eight out of ten BIH citizens support BIH’s accession to the European Union, and this result is without major discrepancies relative to the last year’s one, according to the Report.

A vast majority of BIH citizens have a positive opinion of the European Union, while the compared Entity results show that more citizens of Republika Srpska (1/3) have a negative attitude towards the EU.

When it comes to advantages the U membership brings along, a prevailing opinion is that it provides for more high quality job generation, while the majority of citizens see higher living costs as a disadvantage.

For BIH citizens, a fight against corruption is the most needed reform, and its importance grew within a year from 41% to 50%.

Almost every second citizen of BIH views the Council of Ministers as a driving force of country’s EU integrations.

Two thirds of citizens are interested for EU integrations topics in media.

The Directorate of European Integrations conducted this pool on February 6-13, 2013 on a sample of 1.219 citizens of BIH over 18 throughout BIH, using a method of random sample.

The Directorate of European Integrations will be analysing newest information and activities important for BIH citizens, which pertain to the consequences of the Republic of Croatia’s entry into the EU.

The Council of Ministers of BIH defined a Proposal Agreement between the Council of Ministers of BIH and Government of the Republic of Serbia on handing over and admittance of persons whose entry or stay are illegal, with a Proposal Implementation Protocol between the Ministry of Security of BIH and Ministry of Interior of the Republic of Serbia on implementation of the Agreement.

The Ministry of Security will provide Proposals Agreement and Protocol to the Presidency of BIH for further procedure, and Minister Fahrudin Radončić is proposed as the BIH signatory.

The Agreement and accompanying Protocol define procedures of handing over and admittance of persons whose entry or stay are illegal, and define various competent bodies in the process, in order to counter illegal migrations in a more decisive manner.

The Council of Ministers of BIH defined a Proposal Protocol between Bosnia and Herzegovina and Government of the Republic of Slovenia on cooperation in the area of education, which calls for mutual cooperation in the area of primary, secondary and high education. It practically means that pupils from the contracting states will enrol to primary, secondary and high education under the same conditions applying to citizens of the state in which they enrol to school.

The Ministry of Civil Affairs will provide Proposal Protocol to the Presidency of BIH for further procedure, while Minister Sredoje novice is proposed as the BIH signatory.

The Council of Ministers of BIH defined Proposal Basics for negotiations on a Protocol on Mutual Recognition and Acceptance of Documents Issued by Accredited Laboratories for Food and Animal Food between the Ministry of Foreign Trade and Economic Relations of Bosnia and Herzegovina and Ministry of Agriculture and Rural Development of Montenegro.

The two counties want to establish a legal framework for mutual recognition of documents issued by accredited laboratories for food, pursuant to relevant bilateral, regional and multilateral agreements.

The protocol is an important instrument for enhancing of access to Bosnia and Herzegovina and Montenegrin markets.

The Ministry of Foreign Trade and Economic Relations will provide Proposal Protocol to the Presidency of BIH for further procedure, and Minister Mirko Šarović is proposed as the BIH signatory.

The Council of Ministers of BIH defined Proposal Basics for conclusion of a Finance Agreement between Bosnia and Herzegovina and the European Commission in relation to the IAP 2012 State Programme, which the Ministry of Finance and Treasury will provide to the Presidency of BIH for further procedure, while Director of the Directorate for European Integrations Nevenka Savić is proposed as the BIH signatory.

The Programme is worth total EUR 97,460,877, our of which EUR 84,770,995 will be IPA financed , and the rest will be funded partially from the BIH Institutions Budget and form lower levels of authority, including grant beneficiaries’ resources.

The State Programme consists of 12 projects and two activities in six sectors, namely: public administration reform, judiciary and interior, private sector development, transport, social development and acquis-related activities.

Upon a proposal of the Ministry of Civil Affairs, the Council of Ministers of BIH took a decision on criteria for distribution of funds from the third grant “Co-financing of Sport Events” for 2013.

Under the Decision, Olympic and Paralympic Committee of BIH, sports associations of disabled persons at BIH and entity levels and sports clubs in BIH have right to receive funds from KM 760,000.00 grant, under a public competition and criteria set by the Decision. An applicant may seek funds for spots manifestations in 2013 for a minimum amount of KM 2,000 and maximum KM 80,000.

The Ministry of Civil Affairs will publish the procedure and ways of allocation of funds from the current grant “Co-financing of Sport Events” at its web page and in three daily newspapers, which will be open for application 21 days after the publication.

The Ministry of Finance and Treasury is tasked to prepare for the next session an opinion on prospects for financing of rights of deserving sportsmen of the international class, so that the Council of Ministers of BIH might decide on allocation of the current reserves funds, since such allocations are not budgeted of this year.

Upon a proposal of the Ministry of Security, the Council of Ministers of BIH took a Decision on setting-up a work group for preparing an Analysis of a threat from organised crime in Bosnia and Herzegovina, Strategy and Action Plan for fight against organised crime for 2013-2015, which should prepare these documents within three months and deliver them to the Council of Ministers of BIH for adoption.

The 16-member Work Group representing the State, Entity and Brčko district institutions, will be chaired over by Vjekoslav Vuković from the Ministry of Security of BIH.

The Council of Ministers of BIH took a Decision on setting-up an operative Work Group for Fight against Illegal Trade with Arms in Bosnia and Herzegovina, proposed by the Ministry of Security.

The establishment of the operative group is needed for the improvement cooperation and exchange of information and coordination among the State, Entity and Brčko District institutions in the area of fight against illegal arms trade, including the exchange of information with competent bodies from other states and international organisations.

The Operative Group, headed by Emir Kajmaković from the State Agency for Investigations and Protection has 14 members, representatives from State and Entity institutions and the Brčko District agencies.
