GROWTH OF ECONOMY ADD IMPROVED EMPLOYMNET FIGURES WITH DECREASE OF FOREIGN EXCHANGE DEFICIT 

The Council of Ministers of BIH took note of a document Economic Trends in Bosnia and Herzegovina for January-September 2015, which indicated that the economic activities in BIH in the second quarter of last year were higher for 4.4 per cent in relation to the same period 2014, and 2 per cent higher compared with the first quarter 2015.

According  to the Directorate for Economic Planning of BIH, the first nine months of 2015 made a physical volume of industrial output  2.5 per cent higher compared with the same period 2014, and most notable increase of 4.-5 per cent was made in export oriented branches of processing industry.

Industrial out-pit imnc4rease in the reported period was accompanied by an increase of employment in BIH industry for 1.3 per cent, while the growth of numbers of  employees  in the processing industry was 1.6 per cent, i.e. higher than the average increase of 1.5 per cent. The total number of employees was 710 thousand, and total number of unemployed in the reported period was decreased for 1.2 and totals 543.4 thousand.

The budget revenues from the single account of the Indirect Taxation Administration were higher for 6.8 per cent in the third quarter, compared with the same period last year.

Total deposits by the ned of September reached KM 16 billion, and they are 5 per cent higher than in the same period 2014, and the major net saving was made in amount of KM 1.9  billion, which is KM 336.7 higher in comparison with the first nine months of 2014.

Foreign trade goods deficit for January-September 2015 was about KM 5.1 million, and compared with the same period palest year , it was decreased for 7 per cent. In the reported period, BIH made total export of goods of KM 6.7 billion worth, which represents a nominal increase of 4.2 per cent, in relation to the same period in the year before.

The export was increased in respect to Slovenia for 6.5 per cent, Germany for 4.9 per cent, Serbia for 3.4 per cent, Italy for 2.3 per cent and Austria for 0.6 per cent, with goods export increase most markedly evidenced to Turkey of 66 per cent. The first nine months of 2015 registered total BIH export close to KM 11.8 billion, as decreased for 1 per cent, relative to the year before.

Direct investments in the first half of 2015 were KM 484,224, or more for 5.8 per cent compared t the first half of 2014, while investments registered in the second quarter of 2015 were KM 280.9, or higher for 29 per cent relative to the same period the year before.

 

WORK GROUP FORMED FOR IMPLEMENTATION OF ANTI-FINANCING TERRORISM ACTION PLAN

 

The Council of Ministers of BIH took a decision, initiated by the Ministry of Security, to appoint a work group for implementation of an Action Plan for removal of deficiencies in anti-money-laundering efforts, aiming to harmonise the anti-money-laundering and financing terrorism system with standards and recommendations of the FATF.

The work group p will be comprised of State and Entity level Ministers of Justice and Finance and Deputy Minister of Finance and Treasury, Minister of Security of BIH, Manager of the Indirect Taxation Administration, chair of committees for securities of BIH, Entities and the Brčko District and President of the Judicial Committee of Brčko District of BIH. Also, an expert team was designated to assist the work group members.

 

STATE AWARD FOR SPORTS TO AMEL TUKA

 

The Council of Ministers of BIH took a decision, proposed by the Ministry of civil Affairs, to present state awards for sports in 2015 to state record breaker in 800 m Amel Tuka.

The state award for sports in amount of KM 15,000,000.00 to athlete Tula was presented for his won bronze medal at the World  Championship in Beijing in run for 800 m and golden medal at the Balkan close air championship in Istanbul 2015, and won the 3rd place at the closing meeting IAAF of Diamond League in Brussels. At the EA Classics Meeting in Velenje, Tuka fulfilled all required norms for competing at the World Championship in Beijing 2015 and Olympic Games in Rio in 2016.

 

ADVISORS IN BOTH CHAMBERS FOR CHAIRMAN AND HIS DEPUTIES ONLY

 

The Council of Ministers of BIH defined a Proposal Amendments to the Proposal Law on Amendments and Supplements to the Law on Administration, proposed by the Ministry of Justice of BIH.

The Amendments restrict designating advisors and heads of offices only to Chairman and Deputies Chairman of both chambers of the Parliamentarian Assembly of BIH. Also, it prescribes more clearly the procedures for taking rulebook on internal structure of Ministries, Administrative organisations and administrative bodies.

The Secretary-General will provide the Proposal Amendments to the Proposal Law on Amendments and Supplements to the Law on Administration to the BIH Parliamentarian Assembly House of Representatives.

 

TO DEFINE CENTRAL RADIOACTIVE WASTE DISPOSAL SITE

 

The Council of Ministers of BIH considered Information of the State Regulatory Agency for Radiation and Nuclear Safety on the state of affairs with managing radioactive waste in Bosnia and Herzegovina.

Head of Department for Environmental Protection Sead Opraščić was appointed a member of  the Committee for Defining radioactive waste disposal site, on behalf of the Council of Ministers.

The State Regulatory Agency for Radioactive and Nuclear Safety of BIH will provide the list of proposal sites for new central disposal site for radioactive waste in BIH.

 

FORENSIC INVESTIGATIONS AND EXPERTISE AGENCY EQUIPPING STRATEGIC PLAN ADOPTED

 

The Council of Ministers  of BIH took a decision, upon a proposal of the Ministry of Security, to adopt a Strategic Plan of equipping of the BIH Forensic Investigations and Expertise Agency for 2015-2017, of total value of about KM three million, of which KM 1,250,000.00 will be invested in 2016.

The Strategic plan was focused to opening of new laboratories, besides the existing ones, which should contribute to more efficient operation of Prosecutor offices and courts. Simultaneously, it will make budgetary savings , as the funds are now directed for expertise in foreign states.

Further development of capacities of the Forensic Investigations and Expertise will create preconditions for accreditation in accordance with the international standards BAS ISO/IEC 17025, which would enable membership in the European Association of Forensic Institutions (ENFSI), as extremely important for BIH.

 

TO CONTINUE ACTION PLAN IMPLEMENTATION

 

The Council of Ministers of BIH adopted a report of the Ministry for Human Rights and Refugees on implementation of an Action Plan for implementation of UN resolution 1325 “Women, Peace and Security” in Bosnia and Herzegovina, for time period of July 31, 2014-July 31, 2015, and tasked all competent institutions to continue their respective activities on the acti9n plan implementation.

In comparison with the last report, a certain progress was made in implementation of Action Plan-related activities, directed towards gender equality improvement in security and defence sectors in Bosnia and Herzegovina.

 

AUDIT OFFICE ON ID DOCUMENTS SUPPLY PROCEDURE

 

The Council of Ministers of BIH took note of a report of the Independent Audit Office of BIH Institutions  on audit of ID documents supply – case study, and tasked the Identification Documents, Evidence and Data Exchange Agency of BIH (IDDEEA) and Ministry of Civil Affairs and other relevant institutions for realisation of the report recommendations.

The Coordinator for Public Administration reform was tasked to inform the Council of Ministers of BIH on implementation of the project in connecti9n with the use of electronic services in the BIH Institutions, so as to enable to BIH citizens benefits of holding an electronic ID card.

The Audit Office gave several recommendations aimed at prevention repeating deficiencies spotted in the process of ID card supplies and for inciting development fo e-service, which may be used via electronic id card, which would benefit citizens of BIH.

According to the report, negotiations by IDDEEA with a single supplier has brought into question the procedure transparency nad cost effectiveness of electronic chip supplying, the price of which in ID cards of KM 8 was not realistic, since supplier invoice  shows EUR 1.1 price without accompanied import costs. Changing the chip price for only KM 1 would change the total contract cost for KM 5 million, having regard that it was overpriced, and that

subsequent supply of five million ID card agreed.

 

CONTACT POINT WITH UNOCS APPOINTED

 

The Council of Ministers of BIH appointed Adnan Dlakić from the Ministry of Security for a contact point for cooperation with United Nations Office for Drugs and Crime (UNODC) in connection with application of an analytical programmatic tool for crime concerning herbal and animal species.
