The Council of Ministers of BIH accepted, by majority vote, a Proposal Law on Amendments and Supplements to the Law on Public Radio-TV Broadcasting System in BIH, as proposed by the Chairman of the Council of Ministers, after the sector Ministry failed to prepare and include the development of this piece of legislation into its 2013 Work Programme. 

The Propsoal law, with incorporated suggesstions and remarks will be provided to the parliamentarian Assembly of BIh for adoption udner a regular legislative procedure.

The Proposal Law establishes a RTV channel in Croatian language as a public broadcaster to receive 20 per cent of net income from marketing advertising, in addition to 20 per cent of overall amount of RTV fee collected throughout territory of Bosnia and Herzegovina.

The BIH Parliamentarian Assembly House of Peoples   tasked the Council of Ministers of BIH in 2008 to initiate a procedure for establishment of RTV channel in Croatian language.

The Council of Ministers of BIH adopted information of the Directorate for European Integrations on a new instrument of pre-accession assistance of the EU for 2014-2020 (IPA II).

The Council of Ministers ordered the National IPA Coordinator to inform it timely on further steps concerning IPA II, and to prepare needed interventions and plans in relation to BIH’s preparedness to use the new instrument of pre-accession assistance, and report accordingly to the Council of Ministers and other institutions regularly.

The new instruction establishing IPA II annuls the previous classification to five components, and introduces policy areas within which different interventions aimed to help beneficiaries implement accession-related reforms and prepare them for the ultimate EU accession.

The new instruction defines the following policy areas: Transition Process towards Membership and Capacity Building; Regional Development; Employment; Social Policies and Human Resources Development; Agriculture and Rural Development; and Regional and Territorial Cooperation.

The Council of Ministers of BIH adopted an up-dated Report of the Ministry of Security on implementation a BIH Strategy for Fight against Organised Crime Action Plan, which covers activities in the period of Jan.1, 2012-July 30,2012, with presented statistics on organised crime actions perpetrated in 2011.

A Work Group for Coordination and Monitoring of Action Plan Implementation is tasked to prepare a final analysis of the overall Action Plan implantation rate as early as possible and provide it to the Council of Ministers of BIH.

The BIH Minsitry of security is assigned to prepare and provide to The Council of Ministers of BIH a proposal decision on establishment of a Work Group for Coordination and Monitoring of Action Plan for Development of Organised Crime Threat Estimation in Bosnia and Herzegovina, including new strategy and action plan for fight against organised crime in 2013-2915.

According to the Report, activities on fostering legislative framework for fight against organised crime and its harmonisation with international instruments and standards were continued. Simultaneously, a steady strategic, operative and tactical level cooperation continues among all BIH law-enforcement agencies, as proven by several dozen major joint operations and investigations against organised criminal groups, also aiming enhancement of inter-institutional and inter-agency cooperation in BIH and international cooperation.

The Report points at 82 convictions for criminal actions of organised crime in 2011, out of which 67 prison sentences, 15 probation sentences, and eight acquittals.

The Council of Ministers of BIH defined a Proposal Memorandum of Understanding concerning future support and development of police cooperation in SEE and cooperation with judicial bodies, in line with the best EU standards and practices, and within the DET-ILECUs II Project, that the Ministry of Security is to provide to the Presidency of BIH, while Head of Directorate for Coordination of Police Bodies Himzo Selimović was proposed for the BIH signatory.

Project beneficiary countries are Albania, Bosnia and Herzegovina, Kosovo under U N 144 resolution, Croatia, Macedonia, Monte Negro, Serbia, and Turkey.

The Project main aim is to fight against organised crime, focusing on financial crime and illicit trade with narcotics, including terrorism prevention, in order to adjust regional mechanisms with those of the European Union and best experiences.

The Council of Ministers of BIH adopted information of the Directorate for European Integrations on concept of a Prefeasibility Study for Neum Corridor, and appointed members of the Advisory Board on behalf of BIH Institutions, as follows: Izet Bajrambašić, Miroslav Tomić, Osman Topčagić, Božo Zovko and Nevenka Savić.

The Advisory Board members are tasked to inform the Council of Ministers of BIH and State Commission for Integrated Border Management regularly on activities of this body and to seek opinion of the Council of Ministers of BIH to be presented at meetings with representatives of the Republic of Croatian and European Commission concerning selection of the best transportation option along the Neum Corridor.

Upon a proposal of the Ministry of Foreign Trade and Economic Relations, the Council of Ministers of BIH adopted a Regulation on Amendments and Supplements to the Regulation for Control of Salmonella and Other Zoonosis Causes Transmitted by Food, and Regulation on Amendments and Supplements of the Regulation on Measures for Prevention, Control and Extermination of Transmissive Spongiform Encephalophaty.

The Amendments and Supplements define more clearly the competent bodies and their responsibility for the implementation of the Regulation on Amendments and Supplements to the Regulation for Control of Salmonella and Other Zoonosis Causes Transmitted by Food.  

So the Ministry of Foreign Trade and Economic Relations, Veterinary Office, competent Entity and Brčko District bodies and Veterinary Inspections will be responsible for the implementation of the Regulation.
