Council of Ministers of Bosnia and Herzegovina Holds Its 19th Session

Total revenues and receivables for January-June this year amounted to KM 478,520,984.00, while total expenditures amounted KM 401,469,321.00, which is less for KM 19.3 million or 4.6 per cent in relation to the same period of last year, as an effect of the Council of Ministers
Decision of salary, some benefits and allowances cuts for all employees in BIH Institutions.
In the first half of this year, all due public debt servicing obligations were settled based on, in amount of KM 178,490,176.85.
The Council of Ministers of BIH defined a Proposal Law on Amendment of the Law on Ministries and Other Administrative Bodies of Bosnia and Herzegovina, which will be provided to the Parliamentarian Assembly of BIH by the Ministry of Justice.
Under the Amendment Law, the Supreme Audit Office of BIH Institutions is deleted from the list of independent bodies, referred to in the Law on Ministries and Other Administrative Bodies of BIH, by which the independence of this Office is up-graded, as adjusted with the underlying international standards of audit offices.
The Council of Ministers of BIH granted tis consent to a Decision on Amendment of statute of the Agency for food safety of BIH, specifying the provisions on appointment of Agency Steering Board Secretary.
The adoption of food safety regulations is a part of a “hygiene package”, which is among EU Integrations requirements for Bosnia and Herzegovina.
The Council of Ministers of BIH adopted Information and accompanying proposed conclusions of the Directorate for European Integrations on responding to a list of questions of the EU for the acquis Chapter 5 of– Public procurement and Chapter 27 – Environment.
The Directorate for European Integrations is tasked to provide answers to the European commission by October 31, 2012 to the list of questions from Chapter 5 and Chapter 27..
This Information defines deadlines and guidelines for responding for public procurement and environment chapters, which are a part of the Road Map agreed to on June 27, 2012 in Brussels.
Fulfilment f the road Map requirements would enable Bosnia and Herzegovina to submit a credible EU membership application.
The Council of Ministers of BIH defined a Proposal Memorandum of Understanding between the Council of Ministers of Bosnia and Herzegovina and Supreme Command of the Allied Forces for Europe and Headquarters of the Alliance Command for Transformation in Connection to Provisions on Supporting the Host State in Carrying out NATO Operations and Exercises. The Ministry of Defence will provide the proposal memorandum to the Presidency of BIH, while Defence Minister Muhamed Ibrahimović is proposed as the signatory.
The acceptance of the Memorandum would simplify the procedure and allow universal management of all NATO operations and exercises in BIH, which has not been the case thus far as NATO/PfP and BIH had to sign separate memorandums.
The Council of Ministers of BIH defined proposal basics for conclusion of an Agreement between Bosnia and Herzegovina and the Republic of Italy on mutual recognition and replacement of driver’s licences, which the Ministry of Communications and Transport will provide to the Presidency of BIH.
The conclusion of the Agreement would make it easier to citizens of both states to arrange for their car driving during the time of their temporary stay in the territory of other state.
The Agreement is to practically regulate the issues of mutual recognition and replacement of driver’s licences issued by competent authorities in BIH and the Republic of Italy.
The Council of Ministers of BIH defined proposal basics for conclusion of a Grant Agreement EC IPA (Sanitation System project in Ljubuški) between Bosnia and Herzegovina and the International Bank for Reconstruction and Development, as administrator of the European Commission Trust Fond of the Pre-Accession Instrument of Assistance of the European Union. The Ministry of Finance and Treasury will provide the proposal basics to the Presidency of BIH, and Minister of Finance and Treasury dr. Nikola Špirić is proposed as the signatory.
It is about EUR 1.9 million grant for the rehabilitation and extension of the sanitation system in Ljbuški to increase the amount of waste waters collected and led to purification facilitates, which would result in connecting new users to the Municia0pal sanitation system.
The Council of Ministers of BIH defined individual proposal basics for initiating the procedures for conclusion of three finance agreements between Bosnia and Herzegovina and the European Commission on Cross-Border Cooperation: Bosnia and Herzegovina – Serbia; Bosnia and Herzegovina – Monte Negro; and Bosnia and Herzegovina - Croatia, within the IPA 2011 Cross-Border Cooperation Programme. The initiator, Ministry of Finance and Treasury, will provide the individual proposal basics to the Presidency of BIH, and Head of the Directorate for European Integrations Nevenka Savić is proposed as the signatory.
The total value of the 2011 Bosnia and Herzegovina – Serbia Programme is EUR 2,000,000, of which EUR 1,000,000 is intended for Serbia, and EUR 700,000 for Bosnia and Herzegovina, while the remaining EUR 300,000 represent own resources from Serbia in amount of KM 176,471.00 and EUR 123,529.00 from BIH. The funds are planned to be used to finance economic and social development projects and technical assistance.
For the Cross-Border Cooperation Bosnia and Herzegovina – Montenegro Programme out of planned total EUR 1,294,117, EUR 600,000 of IPA funds are for Montenegro and EUR 500,000 are for Bosnia and Herzegovina. Montenegro will secure EUR 105,882 and BIH will secure EUR 88,235.00 from their own resources.
Under the Financing Agreement between Bosnia and Herzegovina and the European commission on Cross-Border Cooperation Bosnia and Herzegovina –Croatia, total planned funds are EUR 2,352,941.16, of which both BIH and Croatia will get 50 per cent, or EUR 1,176,470.58 each, namely EUR one million from IPA and 176,470.58 would come from their own resources. The funds are planned to be used to finance projects aimed at creation of a joint economic place, social cohesion and improved citizens’ quality of life.
Upon a proposal of the Ministry of Security, the Council of Ministers of BIH adopted a Report on Human Trafficking Situation in Bosnia and Herzegovina and Report on Implementation of Anti-Human Trafficking Action Plan for 2011, which presents activities and measures undertook last year by competent BIH institutions and bodies.
In the course 2011, total 35 potential victims were identified of human trafficking/solicitation and/or direct sexual exploitation/begging/selling, or for marriage, out of which 16 persons were adults and 19 underage, reads the Report, and ads that among victims there were 28 women and 7 men.
According to the report, there were brought 6 charges against 19 persons for criminal acts in relation to human trafficking incidents, 4 sentences were brought, and 19 reports were submitted against 38 persons, and 10 investigations conducted.
Upon a proposal of the Ministry of Foreign Trade and Economic Relations, the Council of Ministers of BIH adopted an Annual Report on issued certificates for foreign trade of arms, military equipment, and products of dual and special use in 2011.
The total value of foreign exchange, according to the issued certificates for export, import and temporary export and import of arms, military equipment, and products of dual and special use, based on pro-form invoices accompanying applications for certificates, amounted to EUR 119,554,962.00.
Total 698 certificates were issued last year, out of which 92 certificates were issued for the export in 27 countries of the world, and 46 certificates were issued for the import of goods form the Joint Military Equipment List.
