The Council of Ministers of BIH defined a Proposal Law on Amendments of Law on Internal Audit in BIH Institutions. 

The proposer, Ministry of Finance and Treasury will provide the Proposal Law to the Parliamentarian Assembly of BIH for consideration under a regular parliamentarian procedure.

The Council of Ministers of BIH postponed coming out on a Draft Law on Amendments and Supplements to the Law on International Legal Assistance in Criminal Matters.

The Council of Ministers of BIH defined a Proposal Law on Supplements to the Law on Demeanours.

The proposer, Ministry of Justice, will provide the Proposal Law to the Parliamentarian Assembly of BIH for consideration under a regular parliamentarian procedure.

The Council of Ministers of BIH defined a proposal Agreement on International Road Transport between Bosnia and Herzegovina and the Kingdom of Spain, and adopted a Report on Negotiations for conclusion of the Agreement.

The proposer, Ministry of Communications and Transport, will provide the Proposal Agreement to the Presidency of BIH for further procedure, and the Minister of Communications and Transport is proposed as BIH signatory of the Agreement.

The Council of Ministers of BIH defined a Proposal Agreement in Security Cooperation Centre – RACVIAC.

The proposer, Minister of Foreign Affairs, will provide the Proposal Agreement to the Presidency of BIH for further procedure, and Assistant Foreign Minister for Multilateral Relations Ambassador Branimir Mandić is proposed as BIH signatory.

The Council of Ministers of BIH defined Proposal Basics for negotiations for conclusion of a Grant Agreement EC IPA (Water Quality Protection Project: Water Supply and Sanitation Project in Živinice) between Bosnia and Herzegovina and the International Bank for Reconstruction and Development, acting as administrator of the EC Trust Fund.

The proposer, Ministry of Finance and Treasury, will provide the Proposal Basics to the Presidency of BIH for further procedure, and the Minister of Finance and Treasury is proposed as BIH signatory of the Agreement.

The Council of Ministers of BIH defined Proposal Basics for conclusion of a Memorandum of Understanding between the Institute for Intellectual Property of Bosnia and Herzegovina and the World Intellectual Property Organisation for development of technical infrastructure of the Institute for Intellectual Property of Bosnia and Herzegovina.

The proposer, Institute for Intellectual Property of BIH will provide the Proposal Basics to the Presidency of BIH for further procedure, and Manager of the Institute Lidija Vignejvić is proposed as BIH signatory.

The Council of Ministers of BIH defined individual proposal decisions on ratification of international treaties as follows:

-          Proposal Decision on ratification of an Agreement between FIFA, UEFA and the Council of Ministers of BIH, Ministry of Finance and Treasury and Football Association of Bosnia and Herzegovina (NSBiH), concerning a Construction of NSBiH Football Training Centre Project in Zenica, to be co-financed by FIFA and UEFA;

-          Proposal Decision on Ratification of an Agreement between the Council of Ministers of Bosnia and Herzegovina and Government of the Republic of Slovenia on cooperation in protection from natural and man-made catastrophes;

-          Proposal Decision on Ratification of Addendum No.1 to Financial Agreement for BIH IPA National Programme Part I-  Transition and Institution Building Component for 2008;

-          Proposal Decision on Ratification of a Loan and Project Agreement between KfW, Frankfurt am Main, and Bosnia and Herzegovina, represented by the Ministry of Finance and Treasury (Borrower), Republika Srpska, represented by the Ministry of Finance of Republika Srpska, and MH Power Utility of RS - Trebinje ZP Elektrodoboj, Jsc. Doboj (Project Implementation Agency) in amount of EUR 50,000,00 for Cijevna III Hydro Power Plan Project;

-          Proposal Decision on Ratification of a Loan and Project Agreement between KfW, Frankfurt am Main, and Bosnia and Herzegovina, represented by the Ministry of Finance and Treasury (Borrower), Republika Srpska, represented by the Ministry of Finance of Republika Srpska, and City of Banja Luka (Project Implementation Agency) in amount of EUR 980,000,00. for City Water Supply and Waste Waters Treatment in Banja Luka (component I “Water Supply” and component II “Waste Waters Outflow Systems”);

-          Proposal Decision on Ratification of an Agreement between the Council of Ministers of Bosnia and Herzegovina and Government of the Republic of Croatia on construction of inter-state bridge across Sava River near Gradiška and connecting border sections of inter-state motorway E-661.

The proposer, Ministry of Foreign Affairs, will provide proposal decisions to the Presidency of BIH for their adoption.

Upon a proposal of the Ministry of Finance and Treasury, the Council of Ministers of BIH took a Decision on accepting an Amendment to Agreement Establishing the European Bank for Reconstruction and Development.

Upon a proposal of the Ministry of Foreign Affairs, The Council of Ministers of BIH took a decision on appointing Dr. Cristina Doctare as Honorary Consul of Bosnia and Herzegovina in the Kingdom of Sweden and on granting consent for opening of Honorary Consulate Offices of Bosnia and Herzegovina in the Kingdom of Sweden.

Upon a proposal of the Ministry of Foreign Affairs, The Council of Ministers of BIH took a decision on termination of mandate of Dario Trianon Honorary Consul of Bosnia and Herzegovina in the Republic of Italy. 

Upon a proposal of the Ministry of Foreign Affairs, The Council of Ministers of BIH took a decision on termination of mandate of Mubina van Veen Isović Honorary Consul of Bosnia and Herzegovina in Luxembourg.   

Upon a proposal of the Ministry of Foreign Affairs, The Council of Ministers of BIH took a decision on appointing Ferid Jakupović  as Honorary Consul of Bosnia and Herzegovina in the Kingdom of Morocco and on granting consent for opening of Honorary Consulate Offices of Bosnia and Herzegovina in the Kingdom of Morocco in Tangier.

The Council of Ministers tasked the Ministry of Foreign Affairs to provide a list of Honorary Consuls of BIH abroad, with an analysis of their performance and criteria for selection of honorary consuls, and to present it within 30 days to the Council of Ministers.

The Council of Ministers of BIH took a Decision on Amendment of a Decision on appointment of Food Safety Agency Managing Board members, replacing Board members Sabaheta Ćuk by Seid Uzunović and Jozo Bagarić by Viktor Lasić.

Upon a proposal of the Ministry of Security, the Council of Ministers of BIH took a decision to establish and appoint Work Group for preparations for formation of a CERT Body in Bosnia and Herzegovina.

Upon a proposal of the Ministry of Finance and Treasury, the Council of Ministers of BIH took a decision on accepting the sixth stock capital increase of the Council of Europe Development Bank (CEB).

Upon a proposal of the Ministry of Security, the Council of Ministers of BIH took a Decision on Amendment of a Decision on setting-up a Work Group for development and monitoring of 2011-2014 Action Plan for Prevention and Suppression of Motor Vehicles Related Criminal Acts.

The Council of Ministers of BIH returned to the Ministry of Security a Decision on Amendment and Supplements to Decision identifying state authority for IT security of defence systems and classified data transfer and storing, for the reason of obtaining required Entity Interior Ministries’ opinions.

The Council of Ministers of BIH received information of the Ministry of Security on evacuation of BIH citizens from Egypt, and in regard to that it concluded the following:

-          The Ministry of Security will, following adoption by the BIH Parliament of the Law on Budget of BIH Institutions and International Obligations of BIH for 2011, and pursuant to Article 16 of the Law on Financing of BIH Institutions, provide funds for making-up its liabilities towards the B&H Airlines Company, based on 50% participation in transfer costs of BIH citizens from Egypt, in amount of KM 30, 135.50.

The Council of Ministers of BIH considered and adopted Information of the Ministry of Security concerning an Action Plan of the Prague Process, adopted at the Ministerial Conference in Poznanj in Poland on Nov.14, 2011.

The Council of Ministers of BIH considered and adopted Information of the Ministry of Civil Affairs concerning implementation of a Decision on approving 2010 Budget reserves funds for solving the issue of workers out of work in the Republic of Croatia in 1991-1995, with proposed conclusions.

The Council of Ministers of BIH considered and adopted information of the directorate for European Integrations on IPA Programming - Component I for Bosnia and Herzegovina in 2012-2013, and in regard to that it concluded the following:

-          Institutions designating their staff into Work Groups for IPA Programming should enable smooth operation and support them in the relevant activities;

-          The Council of Ministers tasks sector Ministries and other institutions to appoint SPOs to undertake all needed activities in order to respond to possible programming process challenges of work groups, thereby enabling the process to unfold as planned, with a suggestion presented at the session.

The Council of Ministers of BIH considered and adopted Information of the Directorate for European Integrations on holding the second meeting of the SPSP Structured Dialogue on Justice in Sarajevo on Nov. 11 and 12, 2011, and in regard to that it concluded the following:

-          European Commission recommendations are adopted;

-          All competent institutions are tasked to act in accordance to EC recommendations provided after the second meeting of SSP Structural Dialogue on Justice.

The Council of Ministers of BIH considered and adopted Information of European Court for Human Rights Decisions in cases Al Hanchi vs. Bosnia and Herzegovina Ap. No. 48205/09, and Runić and others vs. Bosnia and Herzegovina ap. No. 28735/06, filled by the Office of Council of Ministers’ Agent before ECHR.

The Council of Ministers of BIH considered and adopted an Activity Report of the Food Safety Agency of BIH concerning haemolytic uremic syndrome caused by enterohemorrhagic E-coli.

In regard to that, the Food Safety Agency of BIH is tasked to continue coordination of risk assessment of food made of fenugreek seed contaminated by enterohemorrhagic E-coli, and to undertake activities concerning some other food risks.

The Council of Ministers of BIH received both information on a request by Dr. Drago Nedić for his release from the duty of Manager of the Veterinary Office of BIH and supplemented information of the Ministry of Foreign Trade and Economic relations concerning mentioned request.

The Council of Ministers accepted Dr. Drago Nedić’s request and concluded that Deputy Manager of the BIH Veterinary Office will be acting Manager until new management is selected.

The Council of Ministers of BIH granted its consent to a specification of work posts for secondary education level in the BIH Institutions General Affairs Service for new work posts defined under the Rulebook on Internal Organisation.

The Council of Ministers of BIH is informed of conclusions made at the 15th regular session of the Presidency of BIH, adopted upon a request by Libyan Embassy in BIH for admittance and medical care to Libyan citizens in health care institutions in Bosnia and Herzegovina.

In regard to that, the Ministry of Civil Affairs, in cooperation with the Federal Ministry of health, Ministry of Health and Welfare of Republika Srpska and Health Department of District Brčko, is tasked to analyse possibilities for admittance of Libyan citizens in health care institutions for hospital and resort treatment and to propose solutions to the Council of Ministers for a final decision-making.

In regard to that it was concluded as follows:

-          The Ministry of Security needs to provide needed guarantees that Libyan citizens will return to Libya after medical treatment; and

-          Ministry of Security, in cooperation with the Ministry of Foreign Affairs and Service for Foreigners’ Affairs, should prepare visa issuance to Libyan citizens, including a proposal decision on tax exemption for visa payments, and provide it to the Council of Ministers for adoption.

The Council of Ministers of BIH is informed of conclusions of the BIH Parliamentarian Assembly House of Representatives adopted at its 13tth session regarding both a discussion on a Proposal Law on International and Inter-Entity Road Transport and discussion on implementation of “Corridor V c Motorway” Project.

The Ministry of Communications and Transport is tasked to start developing the Proposal Law on International and Inter-Entity Road Transport aligned with the EU legislation.

Ministry of Communications and Transport is tasked to coordinate its activities with competent Entity institutions on construction of the Corridor V c sections and inform the House of Representatives accordingly.

In regard to that, Ministry of Communications and Transport will inform the Government of the Federation of BIH and Steering Board of the Motorway on Corridor V C Project of the conclusions of the House of Representatives concerning the following needs:

-          To step-up construction of sections which funds have been provided for;

-          To secure timely land expropriations on the Corridor V c spread;

-          To find urgent solutions to disputable locations of a bridge near Počitelj and motorway spread in the wider area of Blagaj.

The Council of Ministers of BIH is informed of a question posed by House of Representatives Deputy Borislav Bojić at the 3rd session of this Chamber concerning the continuity of operation of the Committee for Truth on Perishing of Serbs, Croats, Bosniaks, Jews and others in Sarajevo during 1992-1995.

In regard to that, the Ministry for Human Rights ad Refugees is tasked to prepare a proposal answer to this Deputy’s question and provide it to the Council of Ministers for verification.

Upon a proposal of sector Ministries, the Council of Ministers of BIH defined answers to deputies and Delegates’ questions as follows:

-          Answer to a Deputy’s question by Petar Kunić Deputy in the House of Representatives of the BIH Parliamentarian Assembly, upon a proposal of the Intelligence-Security Agency of BIH;

-          Answer to a Delegate’s question by Nermina Kapetanović Delegate in the House of Peoples of the BIH Parliamentarian Assembly, upon a proposal of the Ministry of Foreign Affairs;

-          Answer to a Deputy’s question by Šemsudin Mehmedović Deputy in the House of Representatives of the BIH Parliamentarian Assembly, upon a proposal of the Ministry of Foreign Trade and Economic Relations;

-          Answer to a Deputy’s question by Adnan Bašić Deputy in the House of Representatives of the BIH Parliamentarian Assembly, upon a proposal of the Ministry of Civil Affairs;

-          Answer to a Deputy’s question by Boško Tomić Deputy in the House of Representatives of the BIH Parliamentarian Assembly, upon a proposal of the Ministry of finance and Treasury.

The Secretariat General of the Council of Ministers is tasked to provide the answers to the Parliamentarian Assembly of BIH.

The Council of Ministers of BIH defined a Proposal Decision on ratification of a finance Contract between Bosnia and Herzegovina, Republika Srpska and European Investment Bank for Hospitals in Republika Srpska Project –A.

The Ministry of Foreign Affairs is tasked to provide the Proposal Decision to the Presidency of BIH.

The Council of Ministers of BIH took a Decision to annul application of restrictive measures of entry and transit through Bosnia and Herzegovina’s territory for the reason of a more effective implementation of mandate of the International Criminal Tribunal on Ex-Yugoslavia.

The Council of Ministers of BIH took a Decision to amend a Decision on establishment of project Implementation Unit for Construction of Institute for Criminal Sanctions, Detention and Other Measures in Bosnia and Herzegovina, with a remark presented at the session.
