COOPERATION WITH UNDP IN ROAD TRAFFIC SAFETY AREA 

The Council of Ministers Defined a Proposal Memorandum of Understanding between the Ministry of Communications and Transport of Bosnia and Herzegovina and United Nations Development Programme (UNDP) for the aim of establishing a cooperation framework in the area of road safety.

The Memorandum provides for a cooperation between the BIH Ministry of Communications and Transport and UNDP on preparation and development of the Road Safety Strategy in Bosnia and Herzegovina and its Action Plan for 2019-2023 period.

Also, Bosnia and Herzegovina will get assistance in organisation of a donor conference where both the Strategy and its accompanying Action Plan will be presented, and which will include collecting of assistance to the Ministry of Communications and Transport for the Strategy implementation.

The Ministry of Communications and Transport of BIH aims to integrate relevant EU security standards into the road safety legislative framework, in order to decrease the number of car accidents in Bosnia and Herzegovina.

The proposal Memorandum will be provided to the BIH Presidency for further procedure, and the Minister of Communications and Transport was proposed for the BIH signatory.

 

KM ONE MILLION FOR HOUSING OF ROMA

 

The Council of Ministers of BIH took a decision, upon a proposal of the Ministry for Human Rights and Refugees, on allocating KM one million of grant funds for solving the issue of housing of Roma in Bosnia and Herzegovina in 2018. The funds will be distributed to local communities from the Ministry for Human Rights and Refugees budget, as follows:

-          For the Brčko District of BIH the grant is KM 60,000.00 for improvement for housing conditions in residential units where Roma live;

-          For City of Bijeljina  - KM 100,000.00 for construction of eight residential units;

-          For  Municipality of Modriča – KM 100,000.00 for rehabilitation of six residential units and paving of two streets in two Roma settlements;

-          For Municipality of Lopare – KM 60,000.00 for paving 800 km of local road in the community of Lipovice;

-          For Municipality of Gradiška - KM 53,000.00 for construction of a residential unit and rehabilitation of one house;

-          For Municipality of Kakanj/Swiss Caritas – KM 100,000.00 for construction of 10 flats for Roma families currently living in illegally constructed houses or in poor condition residential units, or are homeless;

-          For City of Goražde – KM 100,000.00 for construction of four residential units;

-          For Municipality of Stolac . KM 100,000.00 for construction of three residential units;

-          For Municipality of Sapna – KM 100,000.00 for construction of one and rehabilitation of two residential units;

-          For Municipality of Fojnica – KM 80,000.00 for rehabilitation of roof at four residential units, construction of bathroom in three residential units, and for works to the Dragača riverbed and heat isolation of one residential building;

-          Municipality of Zavidovići . KM 57,273.20 for construction of 200 m of street with drainage;

-          Municipality of Busovača - KM 49,500.00 for construction of two residential buildings for two Roma families; and

-           Miunicipality of Kalesija – KM 39,826.80 for paving 200 m of street in a Roma community Olanovica and for works on street bankins.

 

MIGRATION SITUATION

 

The Council of Ministers of BIH took note of Information on the current situation in the area of migration in Bosnia and Herzegovina concerning an increased inflow of migrants to BIH, tabled by the Ministry of Security. The Foreigners’ Affairs Service registered at the territory of Bosnia and Herzegovina, from January 1 to September 9, 2018, 13,146 illegal migrants, of which 12,194 persons showed their interest to seek asylum and 1,102 applied for it. The majority of migrants come from Pakistan (4,352), Syria (1.964), Afghanistan (1,302), and Iraq (1,175).

The number of migrants staying in the Unsko-Sanski Canton decreased, as did the number of illegal entries to BIH territory, because of a tightened border control.

 

TO ACCELERATE TECHNICAL ACCEPTANCE PROCEDURE

 

The Council of Ministers of BIH adopted the Ministry of Justice-prepared information on ways to overcome issues with technical acceptance procedure for the Institute for execution of criminal sanctions, detention and other measures in BIH, which should be completed by the end of this month.

The construction works on the Institute facility were finalised on September 25, 2017, and the Project Implementation Unit submitted a request for issuance of usage permission and technical acceptance to the Municipality of Ilidža on September 8, 2017.

Due to the price of technical acceptance procedure, which appeared ten times higher that the announced one, administrative dispute, negotiations and additional inspection lasted to September 7, 2018, when the Institution Steering Board charged the PIU Director to conclude a contract on technical acceptance procedure with the “Unis Institute” under a corrected offer, i.e. KM 283,385.00 agreed price.

A decision on the contracting was made because the prolongation of technical acceptance procedure affecting the beginning of the Institute’s operation, which on monthly level exceeds the cost to be paid for technical acceptance procedure itself.

Although it is a large amount, the price of technical acceptance procedure was decreased from original KM 525,909.75 to KM 283,385.00.

 

MINISTRY OF JUSTICE TO LAUNCH INSPECTION OF ARCHERY FEDERATION OF BIH

 

The Council of Ministers of BIH considered Information concerning a dispute between the Entity Archery Federations, and charged the Ministry of Justice of BIH to conduct an inspection check of the Archery Federation of Bosnia and Herzegovina, and to report findings to the Ministry of Civil Affairs, which should table a proposal decision to the Council of Ministers.

The dispute arose because the Archery Federation of Bosnia and Herzegovina rejects to affiliate the Archery Federation of Republika Srpska, and Information indicates that this rejection violates the Law on Sports in BIH provisions.

The Archery Federation of BIH was entered into the Registry of Associations with the Ministry of Justice of BIH, based on a temporary consent issued by the Ministry of Civil Affairs on September 17, 2010 to the Archery Federation of the Federation of Bosnia and Herzegovina, since at that time an archery federation did not exist in Republika Srpska. By formation of the Archery Federation of Republika Srpska, the factual state of affairs changed, and formal-legal conditions were met for the Archery Federation of Bosnia and Herzegovina to be formed, based on decisions by the entity Sports Associations on voluntary association. The Ministry of Civil Affairs rescinded the mentioned consent on April 4, 2017.

 

MARKING EUROPEAN ANTI-HUMAN TRAFFICKING DAY

 

The Council of Ministers of BIH took a decision to allocate KM 10,000.00 to the Bijeljina- based “Lara” Foundation for co-financing of marking of the European day of anti-human trafficking action, October 18.

 

PURCHASE OF FACILITY FOR ACCOMODATION OF BIH INSTITUTIONS ADUDIT OFFICE IN SARAJEVO

 

The Council of Ministers took a decision to approve a multi-annual project “Purchase of facility for accommodation of BIH Institutions Audit Office in Sarajevo”, of minimum 1,200 m2 surface. The funds for realisation of the decision, in total amount of KM five million, will be secured successively from 2018 to 2020.

KM one million will be secured in 2018 from the accumulated profit, i.e. “BIH Official Gazette” capital, and the rest of funds will be secured from the 2018 and 2019 budgets, each by KM two million.

 

STRATEGY DEVELOPMENT FOR ELECTION PROCESS NEW TECHNOLOGIES APPLICATION

 

The Council of Ministers adopted Information of the Ministry of Civil Affairs on setting-up a Work Group for drafting both a Strategy for application of new technologies in the election process in Bosnia and Herzegovina and accompanying Action Plan for the Strategy implementation. The Council of Ministers urged the Government of Republika Srpska and BIH Data Protection Agency to provide, as soon as possible, a proposal of Republika Srska membership of the work group, so that the Proposal Decision on Work Group Formation would be submitted to the Council of Ministers of BIH for consideration and endorsement.

 

AMENDENMENTS AND SUPPLEMENTS TO ADMINSITRATIVE FEES

 

The Council of Ministers of BIH took a Decision on amendments and supplements of a Decision on levels of administrative fees concerning actions before the Competition Council of BIH.

The new Decision mends spotted technical insufficiencies, introduces administrative fees for certain process-related actions, and amends amounts of certain fee obligations.

The introduction of new administrative fees for some process-related actions, as well as planned changes of fee amounts will result in an increased revenues in the Budget of the BIH Institutions.

 

CHILD PROTECTION FROM SEXUAL ABUSE

 

The Council of Ministers of BIH considered and adopted Information of the Ministry for Human Rights and Refugees on the second Report of the Lanzarote Committee on application of the Council of Europe Convention on Child Protection from sexual exploitation and sexual abuse, titled “Child Protection from Sexual Abuse in Confident Environment”.

The Council of Ministers took note of the second report of the Lanzarot Committee and charged the Ministry for Human Rights and Refugees of BIH to provide these documents to the Governments of Entities and Brčko District of BIH for information and further action upon the Lanzarote Committee recommendations for the aim of fulfilment of international obligations of Bosnia and Herzegovina. The Lanzarote Committee Report analyses the structure, measures and processes being used for child protection from sexual abuse in confident circle in the Convention countries-signatories, in addition of a series of recommendations for improvement or strengthening of child protection.

In its reference to BIH, the Report notes examples of perspective practice, mentioning a Network of Young Advisors, advising the Child Ombudsman of Republika Srpska on all issues concerning children, and points that the Child Protection Section of the Ombudsman for Human Rights of Bosnia and Herzegovina took a series of activities, supported by the Save the Children Organisation, to promote the right of child and raise awareness on protection from violence. One among such activities is the organisation of education workshops in schools, so that children would get informed on child rights, especially on protection from violence, including sexual violence in confidence circle.
