Also, the Council of Ministers took a decision on approval of funds from the current reserves of the 2011 Budget of Institutions of B-H, under which the Ministry of Security is approved KM 100,000 for monitoring, urgent action and development of rehabilitation project for Bogatići landslide area (Phase I).
The Council of Ministers of B-H defined Proposal Basics for negotiations for conclusion of a Readmission Agreement between the Council of Ministers of Bosnia and Herzegovina and Government of the Republic of Belarus.
The proposer, Ministry of Security, will provide the Proposal Basics to the Presidency of B-H for further procedure.
The Council of Ministers of B-H defined Proposal Basics for negotiations for conclusion of an Agreement between the Council of Ministers of Bosnia and Herzegovina and Government of the Republic of Latvia on Cooperation in Fight against Crime, Especially Terrorism, Illegal Trade with Narcotics and Organised Crime.
The proposer, Ministry of Security, will provide the Proposal Basics to the Presidency of B-H for further procedure.
The Council of Ministers of B-H defined Proposal Basics for negotiations for conclusion of a Readmission Agreement between the Council of Ministers of Bosnia and Herzegovina and Government of the Islamic Republic of Pakistan.
The proposer, Ministry of Security, will provide the Proposal Basics to the Presidency of B-H for further procedure.
The Council of Ministers of B-H defined Proposal Basics for negotiations for conclusion of a Readmission Agreement between the Council of Ministers of Bosnia and Herzegovina and Government of the Kingdom of Bahrain.

The Council of Ministers of B-H defined Proposal Basics for negotiations for conclusion of an Agreement between the Council of Ministers of Bosnia and Herzegovina and Government of the Republic of Macedonia on Cooperation in Health Care and Medical Science.
The proposer, Ministry of Civil Affairs, will provide the Proposal Basics to the Presidency of B-H for further procedure, and the Minister of Civil Affairs is proposed as the B-H signatory of the Agreement.
The Council of Ministers of B-H defined Proposal Basics for negotiations for conclusion of an Agreement between the Council of Ministers of Bosnia and Herzegovina and Government of the State of Kuwait on Cooperation in Health Care.
The proposer, Ministry of Civil Affairs, will provide the Proposal Basics to the Presidency of B-H for further procedure, and the Minister of Civil Affairs is proposed as the B-H signatory of the Agreement.
The Council of Ministers of B-H defined Proposal Basics for cancelling a Convention on Protection of Maternity, No. 3, from 1919 of the International Labour Organisation.
The proposer, Ministry of Civil Affairs, will provide the Proposal Basics to the Presidency of B-H for further procedure.
The Council of Ministers of B-H defined Proposal Basics for negotiations for conclusion of an Agreement between the Council of Ministers of Bosnia and Herzegovina and Government of the Ukraine on Cooperation in Science and Education.
The proposer, Ministry of Civil Affairs, will provide the Proposal Basics to the Presidency of B-H for further procedure, and the Minister of Civil Affairs is proposed as the B-H signatory of the Agreement.
The Council of Ministers of B-H defined Proposal Basics for negotiations for conclusion of an Agreement on Air Transport between the Council of Ministers of Bosnia and Herzegovina and Government of Brazil.
The proposer, Ministry of Transport and Communication, will provide the Proposal Basics to the Presidency of B-H for further procedure.
The Council of Ministers of B-H defined Proposal Basics for negotiations for conclusion of an Agreement on Air Transport between the Council of Ministers of Bosnia and Herzegovina and Government of Indonesia.
The proposer, Ministry of Transport and Communication, will provide the Proposal Basics to the Presidency of B-H for further procedure.
The Council of Ministers of B-H defined Proposal Basics for negotiations for conclusion of an Agreement on Air Transport between the Council of Ministers of Bosnia and Herzegovina and Government of Japan.
The proposer, Ministry of Transport and Communication, will provide the Proposal Basics to the Presidency of B-H for further procedure.
The Council of Ministers of B-H defined Proposal Basics for initiation of procedure for conclusion of a Memorandum on Multi-Year French Language Training Program in B-H Administration with the International Organisation of Francophonie.
The proposer, Ministry of Foreign Affairs, will provide the Proposal Basics to the Presidency of B-H fur further procedure, and Minister of Foreign Affairs is proposed as the B-H signatory of the Memorandum.
The Council of Ministers of B-H defined Proposal Basics for negotiations for conclusion of an Agreement on Air Transport between the Council of Ministers of Bosnia and Herzegovina and Government of Iraq.
The proposer, Ministry of Transport and Communication, will provide the Proposal basics to the Presidency of B-H for further procedure.
The Council of Ministers of B-H defined Proposal Basics for negotiations for conclusion of an Agreement on Trade and Economic Cooperation between the Council of Ministers of Bosnia and Herzegovina and Government of the Kingdom of Morocco.
The proposer, Ministry of Foreign Trade and Economic Relations, will provide the Proposal Basics to the Presidency of B-H for further procedure and Minister of Foreign Trade and Economic Relations is proposed for the B-H signatory of the Agreement.
The Council of Ministers of B-H defined Proposal Basics for negotiations for conclusion of a Memorandum of Understanding between the Ministry of Foreign Trade and Economic Relations of Bosnia and Herzegovina and Ministry of Environment and Forests of Romania on Cooperation in Environment Protection and Sustainable Development.
The proposer, Ministry of Foreign Trade and Economic Relations, will provide the Proposal Basics to the Presidency of B-h for further procedure and Minister of Foreign Trade and Economic Relations is proposed for the B-H signatory of the Memorandum.
The Council of Ministers of B-H considered and adopted an initiative for negotiations for conclusion of a Loan Agreement with the Saudi Fund for Development for Financing of Main City Motorway in Zenica (GGM).
In regard to that, a negotiating delegation was appointed to comprise of the following members:
- Minister of Finance and Treasury, or an authorised person – head of negotiating team;
- Federal Minister of Finance, or an authorised person;
- Federal Minister of Transport and Communication, or an authorised person; and
- Authorised representatives of Loan beneficiaries,
Following the negotiations, the Ministry of Finance and Treasury will act in accordance with the Article 39 paragraph (4) of the Law on Borrowing, Debt and Guarantees of Bosnia and Herzegovina (“Official Gazette of B-H”, No. 52/05), and pursuant to that it will deliver the Draft Loan Agreement and Basics for Conclusion of the Loan Agreement to the Council of Ministers of B-H.
Upon a proposal of the Ministry of Finance and Treasury, the Council of Ministers of B-H took a Decision to grant its consent to settlement of VAT obligations under the Grant Contract between Bosnia and Herzegovina and the European Bank for Reconstruction and Development, No. C20928/EBSF-2010-06-68. The settlement is to be made-up from the accrued interest funds.
The Council of Ministers of B-H considered and adopted a Report on Problems in the B-H Court Police Activities, prepared based on relevant indices for period 2004-2010, and in connection to that it concluded the following:
- Ministry of Justice is in charge to include without delay additional 15 posts for court policemen in the Ministry of Justice Structure Chart;
- Ministry of Justice is in charge to prepare and put into procedure, in the course of 2011, draft regulations aimed at removal of the problems in the work of the B-H Court Police.
The Council of Ministers of B-H received a Report from the Directorate for Economic Planning on Macroeconomic Trends for January-December 2010.
The Council of Ministers of B-H received a Report of the Ministry of Foreign Trade and Economic Relations on Application of Tariff Annex - Tariff Quotations of Customs Tariffs of Bosnia and Herzegovina for 2010, for period January 1, 2010 – September 15, 2010.
The Council of Ministers of B-H considered and adopted a Report of the Directorate for European Integrations on the Second Meeting of the Sub-Committee for Internal Market and Competition.
In regard to that, the Work Group for Internal Market and Competition, which took part at the second meeting of the Sub-Committee for Internal Market and Competition, is in charge to undertake all needed actions, in cooperation with competent institutions, to prepare comparative and transposition tables on mutual harmonisation level of Entity regulations and on the harmonisation level of those with the EU regulations, and deliver them to the Directorate for European Integrations by Feb. 28, 2011.
The Council of Ministers of B-H considered and adopted a Report of the Directorate for European Integrations on the third meeting of the Sub-Committee for Transport, Energy, Environment and Regional Development.
The Council of Ministers of B-H considered and adopted a Report of the Directorate for European Integrations on inspection of border crossings between Bosnia and Herzegovina and the Republic of Croatia in the context of accession of the Republic of Croatia to the European Union, and in that regard it adopted the following conclusions:
- Competent institutions of B-H are tasked to enable, in their continued negotiations with the Government of the Republic of Croatia, the establishment of additional inspection border crossings, in accordance with a proposal of the State Committee for Integrated Border Management and with an aim at further protection of economic interests of Bosnia and Herzegovina;
- Competent institutions of B-H are tasked to undertake all needed measures so as to make the inspection border crossings in Gadiška and Bijača fully operative six months ahead of the accession of the Republic of Croatia to the European Union;
- The State Committee for Integrated Border Management is in charge to designate officers to report to European Commission delegates at meetings of the Transitional Sub-Committee for Transport, Energy, Environment and Regional Development, and at meetings of the Transitional Sub-Committee for Agriculture and Fishery and Transitional Sub-Committee for Trade, Industry, Customs and Taxes, as appropriate.
Upon a proposal of the Ministry of Foreign Affairs, the Council of Ministers of B-H considered a representation on a claim 60642/08 “Alšić and others vs. Bosnia and Herzegovina”, and in connection to that it adopted the Second Report on Intersector Work Group Activity.
The Ministry of Foreign Affairs, Ministry of Justice, Ministry for Human Rights and Refugees, Ministry of Finance and Treasury, Office of B-H Agent at the European Court for Human Rights, General Attorney’s Office of B-H, and Banking Agency are all in charge to appoint members of expert groups to cooperate with the expert groups form the Republic of Slovenia and Republic of Serbia in the process of solving the issue of old hard currency deposit savings with non-domicile banks.
The expert work groups will be at disposal to the Agent of the Council of Ministers at the European Court for Human Rights in terms of presentation of information and documentation, preparation of analyses and opinions on individual cases at the Court and other activities.
Upon a request by the Association of Deposit Saving Holders, NGOs representatives might be included into the expert groups activities, in a capacity of observer and without decision-making powers.
The Council of Ministers of B-H considered and adopted a Report and Protocol from the first session of the Joint Committee for Economic Cooperation between Bosnia and Herzegovina and the Republic of Slovenia, held in Ljubljana on December 1 and 2, 2010.
The Council of Ministers of B-H considered and adopted a Report from the fourth session of the Joint Committee of the Agreement on Amendment and Accession to the Central European Free Trade Agreement (CEFTA 2006), held in Belgrade on Nov., 12, 2010, and in that regard, it concluded the following:
- The Ministry of Foreign Trade and Economic Relations, as a holder of the activity, is in charge to undertake, in cooperation with other competent institutions, all activities needed for chairing over the CEFTA Sub-Committee for Non-Customs and Technical Trade Barriers in 2011, and pursuant to the developed work programme, to report to the Council of Ministers of B-H at the end of its chairing term;
- The Ministry of Foreign Trade and Economic Relations is in charge to undertake, in cooperation with other competent institutions, all needed activities for a consistent implementation of the adopted conclusions and to report accordingly regularly to the Council of Ministers of B-H.
The Council of Ministers of B-H tasked the Steering Board of the Indirect Taxation Administration to reopen the job competition procedure within 90 days for selection and appointment of manager of the Indirect Taxation Administration, and to provide the Council of Ministers with a definite proposal of the candidate for appointment.
Also, the Council of Ministers of B-H designated Miro Džakula as Acting Manager of the Indirect Taxation Administration for a period of 90 days.
The Council of Ministers of B-H released from the duty of Manager of the Indirect Taxation Administration Kemal Čaušević as at the day off appointment of the Acting Manager of this institution.
The Council of Ministers of B-H was informed of an Annual Report on Implementation of Principles of the Paris Declaration on Aid Effectiveness in Bosnia and Herzegovina for year 2008.
The Council of Ministers of B-H granted its consent to a Regulation on Internal Organisation of the Agency for Labour and Employment of Bosnia and Herzegovina – new text.
The Council of Ministers of B-H adopted a Regulation on Inspection Process of Trichinella in Meat.
The Council of Ministers of B-H did not make conclusion on a House Rules in the B-H Institutions building complex, at Trg BiH, Sarajevo.
The General Affairs Service is in charge to take the House Rules individually, with taking into consideration remarks made by the Minister of Civil Affairs.
Upon a proposal of the Agency for Food Security, the Council of Ministers of B-H adopted individual regulations prepared based on the Law on Food (“Official Gazette of B-H”, No. 54/04), as follows:
- Regulation on Amendments and Supplements to the Regulations on Fruit Juices, Fruit Nectars and Similar Products;
- Regulation on Amendments and Supplements to the Regulations on Bee Honey and Other Bee Products;
- Regulation on Active and Intelligent Matters in Objects Intended for Contact with Food;
- Regulation on Auxiliary Matters in Production Process;
- Regulation on Amendments and Supplements to the Regulation on Use of Colours in Food;
- Regulation on Fast Frozen Food for Human Nourishment;
- Regulation on Spices, Spice Extracts and Spice Mixtures;
- Regulation on Food Subjected to Ionised Radiation;
- Regulation on Tea, Herbal Tea, Fruit Tea and Instant Tea;
- Regulation on Cocoa and Chocolate Products;
- Regulation on Analyse Methods for Strong and Very Strong Alcohol Drinks; and
. Regulation on Marking of Nourishing Values of Food.
The Council of Ministers of B-H granted its consent to a specification of secondary education level work posts classified by salary levels in the Ministry of Communication of Transport.
The Council of Ministers of B-H took a Decision on Release form Duty and Termination of Employment of Arif Smajkić, Manager of ex-Public Health Institute of B-H.
The Council of Ministers of B-H concluded that the Ministry of Foreign Affairs should continue its activities on the evacuation of B-H citizens from the Great Socialist People’s Libyan Arab Jamahiriya, and upon the adoption of the 2011 Budget of B-H Institutions, it will consider taking decision on reimbursement of eventual costs.
