Council of Ministers of BIH Holds Its 27th Session: Draft 2013 BIH Budget Law Defined

According to the Draft Law, the Budget of BIH is KM 1,738,476.010.00, of out which total revenues for funding the BH Institutions and receivables are at the level of FY 2012, i.e. KM 950,000,000.00, and revenues for foreign debt servicing are KM 788,476,010.00, and are increased by KM 343,548,010.00 relative to previous year’s budget.
The revenue structure is dominated by allocations from the Single Treasury Account in an identical amount as in year 2012 and it reaches KM 750,000,000.00.
The Draft Budget is based on the Global Fiscal Framework of Balances and Polices in Bosnia and Herzegovina for 2013-2015, and it aims the realisation of savings within BIH Institutions, as agreed to by the Fiscal Council under the Stand-by Arrangement with the International Monetary Fund, including maintaining the same employee numbers as at the level of 2012.
Under the Budget projection, total public spending is streamlined to enable real revenues smooth inflow, required for reform implementation subject to determined dynamics.
Upon a proposal of the Agency for Identification Documents, Evidence and Data Exchange, the Council of Ministers of BIH adopted a regulation on price of personal documents, following a comprehensive analyse that including a comparative review of prices and quality level of such documents in the countries of the region and Europe.
According to the regulation, the price of personal ID documents to be paid on issuance is KM 18,00, while price of driver’s licence is KM 60,00; the average aggregate price of for both documents is EUR 48,21 in European countries.
The existing documents will be valid until their expiry date
The quality of new ID documents and driver’s licences is significantly improved and so to the effect of guaranteeing sustainability of free visa regime as far as this segment is concerned.
The procedure of issuance of electronic personal ID document and driver’s licence should start on March 1, 2013.
