Council of Ministers of BIH Holds Its 166th Session

The Council of Ministers of BIH defined by a majority vote a proposal Law on Electronic Identification and Confidence Services for Electronic Transaction with “EI” Mark, as a proof of certain harmonisation level with the relevant legislative of the European Union.
With approximating to the standards of the European Union, the Proposal Law should simplify services to citizens and business community in BIH, and facilitate the flow electronic documents in the public administration.
The setting-up of e-Service will establish improved communication between economic entities, public administration and citizens with simultaneous cost decrease. It will contribute to savings, and will decrease the grey economy and corruption. At the same time, it will enable citizens, business and other legal entities to perform their obligations or submit requests to the public administration in as effective way as possible, with minimum expenses and physical contact with administrative bodies, which would be made possible through various electronically-based data for service provision.
The Ministry of Communications and Transport will provide the Proposal Law ot the Parliamentarian Assembly of BIH for an adoption procedure.
LAW IMPLEMENTATION ON FREE-OF-CHARGE LEGAL ASSISTANCE
The Council of Ministers of BIH took the Ministry of Justice-proposed Decision on tariffs and costs payment in criminal procedure as per the Law on Free-of-Charge Legal Assistance.
The Decision regulates the tariff for criminal procedure costs calculation and payment to an attorney when, based on the Ministry of Justice of BIH order, attorney represents, in a criminal procedure before the Court of BIH and in cross-border disputes, an individual holding the right to free-of-charge legal assistance.
Under the Law, officers of the Ministry of Justice of BIH Office for Free Legal Assistance will provide all kinds of legal assistance to users, as provided by the Law, except in criminal procedures.
MIGRANT SITUATION
The Council of Ministers of BIH took note of Information by the Ministry of Security on the state of affairs in respect to migrations in Bosnia and Herzegovina concerning an increased inflow of migrants to BIH.
According to Information, in time period from January 1 to February 7, 2019, The Foreigners’ Affairs Service got registered 997 illegal migrants, and an intention to seek asylum was stated by 828 migrants in the reported period, while 17 of them applied for it.
The most of migrants arrived from Pakistan (17.1%), Syria (15.2%), Iraq (14.4%), Algeria (12.7%), and Morocco (10.9%).
In time between January 28 and February 7, 2019, the Foreigner’s Affairs Service got registered 301 illegal migrants, 243 of them stated their intention to seek asylum, while eight of them applied for it.
Data for this January show an increase of illegal migrants in comparison to January 2018, as do the number of declared intentions to seek asylum and applications for asylum submitted.
The Council of Ministers of BIH took not4e of Information by the Ministry of Foreign Affairs concerning a conclusion of the Council of Ministers of Bosnia and Herzegovina from its 23rd session of September 15, 2015. It is a regular information on positions of the key European Union institutions about the migrant crisis.
PREPARATIONS FOR EXPO 2020
Bosnia and Herzegovina will take part in the World Exhibition EXPO 2020 Dubai and will present its potentials within the “Opportunity” sub-theme, with a focus at education, employment, new industries and financial capital, of which the EXPO 2020 DUBAI Directorate will be informed, reads Information by the Ministry of Foreign Trade and Economic Relations.
The World Exhibition will be held in time between October 20, 2020 and April 10, 2021 under the theme “Connecting Minds, Creating the Future”.
The EXPO 2020 Dubai opens prospective possibilities of access to markets of total 3.2 billion consumers, and it is one of the major global events for economy and culture, where about 200 countries are expected to be presented.
PREPARATIONS FOR NEXT WESTERN BALKAN COUNTIRES SUMMIT
The Council of Ministers formed a Coordination Committee, comprised of representatives of Ministries and responsible institutions of BIH for the needs of activities coordination for preparation of Bosnia and Herzegovina for the next Berlin Process Western Balkan Summit, to be held this year in Poland.
REPORT ADOPTED: R4EVIEW OF DONOR ACTIVITIES IN 2017
The Council of Ministers of BIH adopted a “2017 Donor Activities Review” tabled by the Ministry of Finance and Treasury.
The Donor Coordination Forum (DCF) members in BIH allocated total EUR 421.68 million of official development aid (ODA) in 2017, of which EUR 190.73 million were grants, while EUR 230.94 million were loans, which is for EUR 183.92 million or 30.4% less than in 2016.
The total disbursed ODA funds in 2017 were EUR 423.36 million, of which EUR 184.87 million in grants and EUR 239.49 million in loans, which also represents a drop of disbursed funds in relation to the previous period of time.
The major creditors were the EBRD, Germany and World Bank, while the EU, USA/USAID, Germany, Switzerland and Sweden/SIDA secured the most of grant funds.
The major share of the international development aid in 2017 was provided for the sectors of transport 21% and energy 21%, as well as for the sectors of competitiveness and innovations 14%.
