COUNCIL OF MINISTERS OF BIH ADOPTS DRAFT BUDGET, FRAAMEWQORK BUDGET DOCUMENT AND UP-DATES DEVELOPMENT-INVESTMENT PROGRAMME

The Council of Ministers of BIH at its session in Sarajevo unanimously defined a Draft Law on Budget of Institutions of Bosnia and Herzegovina and International Obligations of BIH for 2018, with suggestions adopted at the session. The Ministry of Finance and Treasury of BIH will provide the Draft Budget to the BIH presidency for proposing thereof. 

The Budget for financing the institutions remains KM 950 million, although the demands by Budget users were higher for KM 333,727.000 or 36 per cent. Likewise, the revenues for foreign debt servicing are KM 1,004,062.329.00 and are less for KM 7.1 million compared to 2017, so that the Budget amounts totally KM 1,954,062,329.00.

The Budget structured as such is aligned to the Council of Ministers priorities concerning the European Partnership, and it also supports the austerity measures in the BIH Institutions. The Budget provides for, among other things, funds for the general elections in 2018, multi-annual projects by Budget users and putting into operation the State Prison, while funds were projected also for salaries to police officers, the coefficient of which was changed under the law.

Upon a proposal of the Ministry of Finance and Treasury, the Council of Misfires of BIH adopted a Framework Budget Document of Institutions of Bosnia and Herzegovina for 2018-2020.

The FBD follows and supports reforms in BIH in the process of joining the European Union and accession of Bosnia and Hercegovina to the Partnership for Peace (PfP) and further NATO road, together with implementation of earlier defined 14 strategic aims, including economic development, increase of employment and poverty reduction.

According to FBD, the total level of expenditures of the BIH Institutions, without foreign debt servicing, is KM 950 million at annual level for all three years, and withdrawing of indirect taxes form the Single account of the Indirect Taxation Administration is KM 750 million, which is at the previous years’ levels. It practically means that the salaries and emoluments in the Institutions of BIH will remain at the same level at the next three years.

The session adopted unanimously an up-dated Public Investments/Development-Investment Programme of Institutions of Bosnia and Herzegovina for 2918-2020, as support to the Council of Ministers of BIH and BIH Institutions for planning of investments and making high quality investment decisions.

The Ministry of Finance and Treasury has practically arranged the Public Investment Programme and harmonised it with the Budget of BIH Institutions for the next year, and will provide it to the BIH Presidency.

The up-dated Programme consists of 277 projects for 2018-2020 of total value of KM 1,946.66 million, of which KM 1,261.48 million relates to 175 projects in implementation and KM 685.18 million related to 102 proposed projects. The value of the projects, which directly contribute to socio-economic development, is KM 938.96 million.

 

SIPA WILL HAVE ANTI-TERRORIST DEPARTMENT

 

The Council of Ministers of BIH defined and will provide to the Parliamentarian Assembly of BIH a Proposal Law on State Investigations and Protection Agency (SIPA), which will regulate in a high quality and more comprehensive way the issue of its competence, internal organisation and official cooperation.

SIPA remains the administrative organisation within the Ministry of Security of BIH with tis operative independence, established for the purpose of doing police job and will act exclusively upon professional requirements, and tis seat will be in East Sarajevo.

Under the Law, SIPA gets a new organisation unit – Anti-Terrorist Department – set-up in accordance to the European Union guidelines and directives in the area of security and more efficient fight against terrorism.

The adoption of the Law, proposed by the Ministry of Security, was the only viable solution, sinces the existing law has been considerably amended in the past for three times.

 

BIH AND CHINA TO STRENGTHEN COOPERATION IN AGRICULTURE AND RURAL DEVLEOPMENT

 

The Council of Ministers of BIH defined a Proposal Agreement between the Ministry of Foreign Trade and Economic Relations of Bosnia and Herzegovina and Ministry of Agriculture of the People’s Republic of China on Cooperation in Agriculture.

The Agreement opens the process of intensive communication of BIH institutions and business community in the area of agriculture and rural development with their partners in China, in addition to promotion of economic, scientific and technological cooperation in these areas.

The Proposal Agreement will be provided to the BIH Presidency for further procedure, and the Minister of Foreign Trade and Economic Relations was proposed for the BIH signatory.

 

CHIEF ATTORNEY AND HIS TWO DEPUTIES APPOINTED

 

The Council of Ministers of BIH appointed for Chief Attorney and his two Deputies Mlađen Mandić, and Ismet Velić and Mariofil Ljubić, following the conducted public job vacation procedure.
