Council of Ministers of B-H Holds Its 156th Session

The Proposer, Ministry of Finance and Treasury of B-H, is in charge to provide the Proposal Law to the Parliamentarian Assembly of B-H for consideration under a regular legislative procedure.
The Council of Ministers of B-H defined a Proposal Law on Amendments and Supplements to the Law on Civil Service in B-H Institutions.
The Proposer, Ministry of Justice of B-H, is in charge to provide the Proposal Law to the Parliamentarian Assembly of B-H for consideration under a regular legislative procedure.
The Council of Ministers of B-H defined a proposal contract on extradition between Bosnia and Herzegovina and the Kingdom of Morocco.
The Ministry of Justice of B-H is in charge to provide the Proposal Contract to the Presidency of B-H for further procedure, and Minister of Justice is proposed as the B-H signatory of the Contract.

The Council of Ministers of B-H defined the following individual proposal decisions on ratification of international treaties:
- Proposal Decision on Ratification of a Contract between the Council of Ministers of Bosnia and Herzegovina and Government of Montenegro on Veterinary Cooperation;
- Proposal Decision on Ratification of an Agreement between Bosnia and Herzegovina and the State of Kuwait on Double Taxation Avoidance and Prevention of Tax Evasion in Respect to Taxes on Income and Property;
- Proposal Decision on Ratification of a Financial Agreement between Bosnia and Herzegovina and the Commission of European Communities concerning the State Programme (Part I) for 2010 under IPA.
The proposer, Ministry of Foreign Affairs of B.H, will provide the proposal decisions to the Presidency of B-Hh for adoption.
The Council of Ministers of B-H considered and adopted a Strategy of Establishment of CERT (Computer Emergency Readiness Team), prepared by the Ministry of Security of Bosnia and Herzegovina.
The Council of Ministers of B-H took a Decision on Level of Reimbursement to Acting Manager and Deputy Manager of the Bosnia and Herzegovina Air Navigation Services Agency – new text of June 27, 2011.
The Council of Ministers of B-H took a Decision on Level of Reimbursement to Members of Secretary of the Forum of Digital Terrestrial Television of Bosnia and Herzegovina.
The Council of Ministers of B-H took a Decision on Amendment of the Decision Establishing General Affairs Service of B-H Institutions.
The Council of Ministers of B-H took a Decision on Level of Vacation Allowance in B-H Institutions for 2011.
The Council of Ministers of B-H launched an initiative concerning implementation of commitments stemming from the “Sejdić & Finci vs. Bosnia and Herzegovina” ruling.
In regard to that, the Council of Ministers of B-H suggests to the Parliamentarian Assembly of B-H to set up a Work Group for preparation of documents needed for the implementation of the commitments under the “Sejdic & Finci v.s B-H” ruling. If assessed as necessary by the Parliamentarian Assembly, the Council of Ministers will delegate its members into the Work Group.
The Council of Ministers of B-H took a Decision on Approval of a Facility Construction Project with Site Planning for the Identification Documents, Evidence and Data Exchange Agency and its units in Banja Luka, to be included into the Multi-Year Capital Investment Programme for 2011-2014.
The Council of Ministers of B-H took a Decision on Allocation of Funds from Reserves from the Budget of B-H Institutions and International Obligations of B-H.
The Council of Ministers of B-H took a Decision on Designation of Bosnia and Herzegovina representative into the Regional Centre of the Migrations, Asylum and Return of Refugees Initiative Regional Forum (MARRI).
The Council of Ministers of B-H took a Decision on Designation of a National Coordinator of Bosnia and Herzegovina for cooperation and coordination with the Regional Centre of the “Migrations, Asylum and Refugees Initiative Regional Forum“.
The Council of Ministers of B-H took a Decision on Establishment of a Work Group for development of a Draft Law on Witness Protection Programme in Bosnia and Herzegovina.
The Council of Ministers of B-H took a Decision on Level of Reimbursement to the Police Officers Appeals Committee.
The Council of Ministers of B-H took a Decision on Setting up a Work Group for preparation of methodology and solutions to identified problems in the area of application of special investigative actions.
The Council of Ministers of B-H considered and adopted Information concerning the adoption of GRECO Evaluation Report for Bosnia and Herzegovina under the third round of evaluation, which includes topic 1: Incrimination, and topic 2: Transparency of Political Parties’ Funding, with proposed conclusions.
The Council of Ministers of B-H did not come out on Information on Action Plan for Removal of Identified Omissions from the MONEYVAL Report for Bosnia and Herzegovina under the third round of evaluation, prepared by the Ministry of Security of Bosnia and Herzegovina.
The Council of Ministers of B-H is informed of the document titled “Supplement Review of Situation Concerning Narcotics in 2010”, prepared by the Ministry of Security of Bosnia and Herzegovina.
The Council of Ministers of B-H considered and adopted, with proposed conclusions, a Concise Report of Independent Committee of the Council of Ministers of B-H – Monitoring Committee for penal-correctional institutions (prisons, detention centres and juvenile detention centres), police stations, and psychiatric institutions holding persons unwillingly deprived of freedom in 2010, in a part referring to the monitoring of KPZ (Penal-Correctional Institution) Zenica, KPZ Tuzla, KPZ Bihać, KPZ Doboj and Izačić border crossing.
The Council of Ministers of B-H considered and adopted the Second Periodic Report of Bosnia and Herzegovina on rights of migrant workers and their families.
The Ministry for Human Rights and Refugees is in charge to provide the Report (translated into English and in electronic version).timely to the UN Committee in Geneva.
The Council of Ministers of B-H considered and adopted a Revised Strategy: Analysis of State and Needs, annexed to the Integrated Border Management Strategy in Bosnia and Herzegovina and Action Plan for implementation of the Integrated Border Management Strategy in Bosnia and Herzegovina.
The Council of Ministers of B-H concluded, with a majority vote, that the B-H Agency for Civil Service should be proposed the following members of the Committee for Selection of Manager of the B- Insurance Agency:
- Ermin Pešto and Anka Šešlija.
The Council of Ministers of B-H is informed of Amendments of a Proposal Law on Vine in Bosnia and Herzegovina, submitted by the following representatives in the House of Representatives of the Parliamentarian Assembly of Bosnia and Herzegovina: dr. Milorad Živković, Slavko Jovičić, Šemsudin Mehmedović and Mate Franjčević, as well as of opinions of the Ministry of Foreign Trade and Economic Relations on the proposed Amendments.
The Council of Ministers of B-H is informed of amendments to a Proposal Law on Amendments and Supplements to the Law on Mineral Fertilisers, submitted by Zijad Jagodić, representative in the House of Representatives of the Parliamentarian Assembly of Bosnia and Herzegovina, as well as of opinions of the Ministry of Foreign Trade and Economic Relations on the proposed Amendments.
Upon a proposal of the Ministry for Civil Affairs of Bosnia and Herzegovina, the Council of Ministers of B-H defined a response to a question posed by Jusuf Bajraktrević, Deputy in Unsko-Sanski Cantonal Assembly in the Federation of B-H, the session of March 29, 2011.
The Ministry of Civil Affairs of B-H will provide the response to the Unsko-Sanski Cantonal Assembly.
The Council of Ministers of B-H defined a Proposal Amendment to the Proposal Law on Census of People, Households and Apartments in Bosnia and Herzegovina in 2011.
The Secretariat General of the Council of Ministers is in charge to provide the proposal amendment the Parliamentarian Assembly for further procedure.
The Council of Ministers of B-H defined the text of a job competition advertisement for selection and appointment of members of the Civil Service Appeals Committee.
Also, the Council of Ministers of B-H took a decision on appointment of an independent committee for selection of members of the Civil Service Appeals Committee.
The Council of Ministers of B-H defined proposal basics for conclusion of Addendum 2 to a Finance Agreement between Bosnia and Herzegovina and the Committee of European Communities concerning the State programme for Bosnia and Herzegovina (Part II) for 2008 within IPA.
The Ministry of Finance and Treasury is in charge to provide the Proposal Basics to the Presidency of B-H with a proposal of Nevenka Savić, Head of the Directorate for European Integrations, as the B-H signatory.
The Council of Ministers of B-H took a Preliminary Conclusion tasking all Ministries to provide, within 15 day period, their remarks and suggestions to the following materials proposed by the Ministry of Finance and Treasury:

The Council of Ministers of B-H took a Provisional Conclusion tasking the Ministry of Human Rights and Refugees to initiate a procedure of selection and appointment of Managing and Steering Committees of the Institute for Missing Persons.
