Council of Ministers of B-H Holds Its 155th Session

The proposer, Ministry of Security is in charge to provide the Bill to the Parliamentarian Assembly of B-H for consideration under a regular legislative procedure.
The Council of Ministers of B-H defined by majority vote a Bill on Amendments and Supplements to the Law on Prevention and Suppression of Misuse of Narcotics – new text.
The proposer, Ministry of Security is in charge to provide the Bill to the Parliamentarian Assembly of B-H for consideration under a regular legislative procedure.
The Council of Ministers of B-H defined a Proposal Memorandum of Understanding “Document Management System and Integral Protection System for Ministry of Foreign Affairs of Bosnia and Herzegovina” between the Ministry of Foreign Affairs of Bosnia and Herzegovina and Ministry of Foreign Affairs of the Kingdom of Norway and International Management Group (IMG).
The proposer, Ministry of Foreign Affairs is in charge to provide the Bill to the Presidency of B-H for further procedure.
The Council of Ministers of B-H considered and adopted a Report on negotiations for conclusion of an Agreement between the Council of Ministers of Bosnia and Herzegovina and Cabinet of Ministers of Ukraine on Cooperation in Fight against Crime, and in regard to that it defined a proposal Agreement.
The Ministry of Security of B-H is in charge to provide the Proposal Agreement to the Presidency of B-H for further procedure, and Minister of Security is proposed as the B-H signatory of the Agreement
The Council of Ministers of B-H considered and adopted a report on negotiations for conclusion of an Agreement between the Council of Ministers of Bosnia and Herzegovina and Government of the State of Qatar on Regulation of Employment of Bosnia and Herzegovina’s citizens in the State of Qatar, and in regard to that it defined a Proposal Agreement.
The Ministry of Civil Affairs of B-H is in charge to provide the proposal Agreement to the Presidency of B-H for further procedure, and Minister of Civil Affairs is proposed as the B-H signatory of the Agreement.
The Council of Ministers of B-H defined proposal basics for negotiations for conclusion of a Financing and Project Agreement between KfW, Frankfurt am Main and Bosnia and Herzegovina, represented by the Ministry of Finance and Treasury, and Republika Srpska, represented by the Ministry of Finance of Republika Srpska, and Elektro Doboj a.d. Doboj, as the Project Implementing Agency for implementation of Hydro Power Plant Cijevna III Project worth EUR 5,390,000.00.
The Ministry of Finance and Treasury of B-H is in charge to provide the Proposal Basics to the Presidency of B-H for further procedure, and Minister of Finance and Treasury of B-H is proposed as the B-H signatory of the Agreement.
The Council of Ministers of B-H defined proposal basics for negotiations for conclusion of a Financing Agreement between Bosnia and Herzegovina and Commission of European Communities concerning “the Cross-Border Cooperation in Adriatic Region”, based on Instrument for Pre-Accession Assistance (joint management).
The Ministry of Finance and Treasury of B-H is in charge to provide the Proposal Basics to the Presidency of B-H for further procedure, and Head of the Directorate for European Integrations Nevenka Savić is proposed as the B-H signatory of the Agreement.
The Council of Ministers of B-H defined Proposal Basics for negotiations for conclusion of a Protocol of the Ministry for National Economy of the Republic of Hungary and Ministry of Foreign Trade and Economic Relations of Bosnia and Herzegovina on SMEs Cooperation.
The Ministry of Foreign Trade and Economic Relations of B-H is in charge to provide the Proposal Basics for negotiations to the Presidency of B-H for further procedure, and the Minister Foreign Trade and Economic Relations of B-H is proposed as the B-H signatory of the Agreement.
The Council of Ministers of B-H considered and accepted an Initiative of the Ministry of Finance and Treasury of B-H for negotiations for conclusion of a Loan Agreement between Bosnia and Herzegovina and the Development Bank of the Council of Europe for Additional Financing of the Heath Sector Development Project.
In regard to that, the following negotiating team was appointed:

Following negotiations, the Ministry of Finance and Treasury of B-H will act in compliance with Article 39 (4) of the Law on Borrowing, Debt and Guarantees (“Official Gazette of B-H”, No. 52/05), and will provide the Council of Ministers with a Draft Loan Agreement and Basics for conclusion of the Loan Agreement.
The Council of Ministers of B-H defined the following individual proposal decisions for ratification of international treaties:
- Proposal Decision on Ratification of Amendment 1 of a Financing Agreement (of Feb. 27, 2006) between Bosnia and Herzegovina and KfW, Frankfurt am Main, for Establishment of the European Fund for Bosnia and Herzegovina;
- Proposal Decision on Ratification of Amendment 2 of an Agreement on Fund Financing and Management (signed on July 21, 2000), supplemented by an Additional Agreement on Fund Financing and Management (signed on July 30, 2004) between Bosnia and Herzegovina and KfW, Frankfurt am Main - Loan Guarantee Fund.
The proposer, Ministry of Foreign Affairs of B-H, will provide the Proposal Decisions to the Presidency of B-H for their adoption.
The Council of Ministers of B-H considered and adopted a Strategy of Bosnia and Herzegovina with an Action Plan for Protection of Biological and Landscape Diversity (NESCAP BiH 2008-2015), prepared by the Ministry of Foreign Trade and Economic Relations of B-H.
The Council of Ministers of B-H took a Decision on an increase of share capital of Bosnia and Herzegovina in the European Bank for Reconstruction and Development.
The Council of Ministers of B-H took a Decision on Repeating of Quantities of Tariff Quotas in 2011, referring to import of rude sugar made of sugar cane for the purpose of its refining.
The Council of Ministers of B-H granted its consent to price schedule for catering services in the facilities of B-H Institutions.
The Council of Ministers of B-H considered and adopted Information on 6th meeting of the Standing Joint Committee for Implementation of an Agreement of the Council of Ministers of Bosnia and Herzegovina and Government of the Republic of Croatia on Cooperation in Protection from Natural and Man-Made Disasters, held in Zagreb, on April 15, 2011.
The Ministry of Security of B-H is in charge to realise agreed to activities and prepare the 7th meeting of the Standing Joint Committee, to be held in Bosnia and Herzegovina, in 2012.
The Council of Ministers of B-H considered and adopted Information of the Ministry of Security of B-H on Security Situation in Bosnia and Herzegovina for January-March 2011.
The Ministry of Security is in charge to provide Information to the Parliamentarian Assembly of B-H.
The Council of Ministers of B-H considered and adopted Information on Completed Training in Public Procurement, prepared by the Agency for Public Procurement of B-H.
The Council of Ministers of B-H considered and adopted Information on operation of public procurement system in B-H in respect to the Appeals Office activities, in period 2006-2010, with proposed conclusions.
The Council of Ministers of B-H considered and adopted Information on the 4th meeting of the Transitional Sub-Board for Stabilisation and Accession, held in Brussels on June 28, 2011, with proposed conclusions.
The Council of Ministers of B-H considered and adopted Information on implementation of the State Annual Programme for Consumers’ Protection in Bosnia and Herzegovina, for 2010, prepared by the Council for Consumers’ Protection of B-H.
The Council of Ministers of B-H considered and adopted a Report on activities on the Motorway on Corridor V c Project and related Action Plan, and concluded the following:
- The Ministry of Transport and Communications is supported to continue its preparatory activities for an accelerated construction of the motorway on the Corridor V c through Bosnia and Herzegovina;
- The Ministry of Transport and Communications of B-H is to undertake all needed activities to continue and accelerate preparations for construction of inter-state bridges Svilaj and Gradiška.
The Ministry of Transport and Communications is to provide both the Report and Action Plan to the Parliamentarian Assembly of Bosnia and Herzegovina, members of the Presidency of Bosnia and Herzegovina, President and Vice-Presidents of Republika Srpska, President and Vice-Presidents of the Federation of Bosnia and Herzegovina, Government of Republika Srpska and Government of the Federation of Bosnia and Herzegovina.
The Council of Ministers of B-H considered and adopted a Report on development of Single Rules for Development of Legal Regulations in B-H Institutions, prepared by the Ministry of Justice.
The Council of Ministers of B-H considered and adopted a Report on Activities of the Work Group of Bosnia and Herzegovina Institutions for Prevention of Money Laundering and Financing Terrorism.
The Council of Ministers of B-H considered and adopted a Report on Situation in Bosnia and Herzegovina Concerning Trade with People and Report on Implementation of an Action Plan for Fight against Trade with People in Bosnia and Herzegovina in 2010.
The Council of Ministers of B-H considered and adopted a Report of a Supervisory Body: Review of Activities on Implementation of the Strategy of Bosnia and Herzegovina for Prevention and Fight against Terrorism, with the proposed conclusions.
The Council of Ministers of B-H considered and adopted a Report on signing of a Protocol on Cooperation for Development of Licensed Testing Laboratories for testing, control and monitoring of the presence of genetically modified organisms in human and animal food in Bosnia and Herzegovina, with the proposed conclusions.
The Council of Ministers of B-H was informed of the Donor Activities Review for 2009-2010 in Bosnia and Herzegovina, developed by the Ministry of Finance and Treasury of B-H - Department for Coordination of International Economic Aid, in cooperation with the Donor Coordination Fund.
The Council of Ministers of B-H took a Decision on adoption of a Child Action Plan in Bosnia and Herzegovina (2011-2014).
The Council of Ministers of B-H took a conclusion on granting its consent to issuing of a guarantee by the Multilateral Investment Guarantee Agency (MIGA) for reinsurance of the Slovenian Investment-Development Bank (SID) insurance (investment worth EUR 72,860,000.00).
The Council of Ministers of B-H took a conclusion on granting its consent to issuing of a guarantee by the Multilateral Investment Guarantee Agency (MIGA) for reinsurance of the Slovenian Investment-Development Bank (SID) insurance (investment worth EUR 5,180,000.00).
The Council of Ministers of B-H granted its consent to appointment of Colonel Stojko Stojanov Barbov as Military Attaché of the Republic of Bulgaria in Bosnia and Herzegovina, with his seat in Sarajevo.
Upon a proposal of the Secretariat General of the Council of Ministers of Bosnia and Herzegovina defined a response to a question of Aleksandra Pandurević member of the House of Representatives of the Parliamentarian Assembly of B-H, posed at the 3rd session of the House.
The response to the deputy’s question will be provided by the Secretariat General of Bosnia and Herzegovina to the House of Representatives of the Parliamentarian Assembly of Bosnia and Herzegovina.
The Council of Ministers of B-H returned for improvement a Proposal Decision on restrictive measures of entry and transit through territory of Bosnia and Herzegovina aimed at effective implementation of the mandate of the International Criminal Tribunal for ex-Yugoslavia, for the reason of up-dating a list of persons affected by it, in line with a Decision taken by the High Representative on lifting certain bans imposed under previous high representative decisions against a number of officials.
Also, the Ministry of security is in charge to request from relevant EU institutions to harmonise the list of persons affected by the decision on restrictive measures taken for an effective implementation of mandate of the International Criminal Tribunal with the Decision of the High Representative on lifting bans imposed against officials.
The Council of Ministers of B-H took a decision on allocating KM 30,000 from current reserves of the Budget of B-H Institutions and International Obligations of B-H for financial support of marking the 105th anniversary of Slavia Football Club.
The Council of Ministers of B-H defined Proposal Basics for negotiations for conclusion of an Agreement between FIFA and UEFA and The Council of Ministers of Bosnia and Herzegovina and Football Association of Bosnia and Herzegovina for the B-H Football Association Training Camp Construction in Zenica Project, to be co-financed together with FIFA and UEFA.
The Ministry of Finance and Treasury is in charge to provide the Proposal Basics to the presidency of B-H for further procedure, with a proposal that the Minister of Finance and Treasury signs the Agreement on behalf of B-H.
The Council of Ministers of B-H defined proposal basics for negotiations for conclusion of a Grant Agreement with the Swedish Trust Fund (Water Protection Project: Water Supply and Sanitation in Mostar) between Bosnia and Herzegovina and the International Bank for Reconstruction and Development, which is the administrator of the Swedish Trust Fund.
The Ministry of Finance and Treasury is in charge to provide the Proposal Basics to the Presidency of B-H for further procedure, with a proposal that the Minister of Finance and Treasury signs the Agreement on behalf of B-H.
The Council of Ministers of B-H charged the Ministry of Justice to prepare for the next session a proposal decision on setting-up a Work Group for implementation of the European Court for Human rights award in case Sejdić & Finci vs. Bosnia and Herzegovina.
Considering the fact that the previous convocation of the House of Peoples of the Parliamentarian Assembly of Bosnia and Herzegovina did not complete a procedure of adoption of the Law on Census in Bosnia and Herzegovina, the Council of Ministers of B-H suggests to the House of Peoples to finalise the procedure of adoption of the Law so that requirements for submission of B-H application for EU membership would be fulfilled.
The Council of Ministers of B-H charged the Ministry of Foreign Trade and Economic Relations to provide the Council of Ministers of B-H within 30 days the Law on State Aid for further procedure, with a view at fulfilment of requirements for submission of B-H application for the EU membership.
