Council of Ministers Holds Its 91st Session

The Council of Ministers of BIH defined a Proposal Agreement between the Council of Ministers of Bosnia and Herzegovina and Cabinet of Ministers of Ukraine on cooperation in tourism, which promotes the bilateral ties in the area.
Under the Agreement, the two states will encourage bilateral touristic exchanges, promote cooperation and setting-up of direct links of touristic authorities, operators, and will reciprocally enable simplification of procedural and documents-related formalities in the area of touristic sales.
The Ministry of Foreign trade and Economic Relations of BIH and Ministry of Infrastructure of Ukraine are the institutions responsible for implementation of the Agreement, and a joint work group will be formed for the Agreement implementation monitoring.
The Proposal agreement will be provided to the BIH Presidency for further procedure, and the Minister of Foreign Trade and Economic Relations was proposed for the BIH signatory.
ADDITIONAL KM 1.4 MIL. FOR SECOND PHASE OF DIGITALISATION
The Council of Ministers of BIH took, upon a proposal of the Ministry of Communications and Transport, a decision on use of a part of accumulated surplus revenues of the Communications Regulatory Agency of BIH for funding the second phase of digitalisation, in amount of KM 1.4 million.
The funds are intended for the procurement of digital microwave links and TV receivers of the public broadcasters in Bosnia and Herzegovina
This way, total KM 10.4 were secured, as much as an expert team of the public broadcasters assessed necessary for the realisation of the second phase of digitalisation, since KM nine .million were secured from the BIH Institutions and International Obligations of BIH budgets in 2012-2014.
AMENDMENTS AND SUPPLEMENTS TO LAW ON INTERNATIONAL AND INTER-ENTITY ROAD TRANSPORT WILL ARRANGE LICENCING MORE CLEARLY
The Council of Ministers of BIH adopted Information of the Ministry of Communications and Transport on application of a Rulebook on conditions for issuing licences and drivers’ qualification cards.
A deadline for the completion of licencing process with the Ministry of Communications and Transport was prolonged until the Law on amendments and supplements to the Law on international and inter-Entity road transport takes effect, however by April 30, 2017, at latest. Until that time, the entity licences for international road transport of passengers and goods remain effective.
The ministry of Communications and Transport will start drafting a new Rulebook for this area.
The Proposal Law on amendments and supplements to the Law on international and inter-Entity road transport was adopted at the second reading at the Parliamentarian Assembly House of Representatives, while it is expected to be on reading at the House of Peoples agenda in February and March this year. The Law more clearly arranges the area of licencing.
ACCEPTED JOINT SALES OF BUILDIGNS OF EX-SFRY IN NEW YORK, BONN, TOKYO AND BRUSSELS
The Council of Ministers of BIH took a decision, upon a proposal of the Ministry of Finance and Treasury, on launching a procedure of joint sales of diplomatic and consular immobility of the ex-SFRY, for which none of ex-SFRT successor countries was interested.
The joint sales of the following buildings of the ex-SFRY was accepted: Permanent Mission to UN and residence of Permanent Representative of SFRY to UN in New York; Embassy in Bonn; and Embassies and accompanying residence buildings in Tokyo and Bern.
The joint sales of these buildings was agreed at the Joint Committee for Distribution of Diplomatic and Consular Property meeting in Skoplje, on April 4-5, 2016.
The funds collected by the sales of these buildings will be distributed as per percentages for each successor-country, defined under the Agreement on Succession Issues Annex B, according to which BIH gets 15 per cent.
CoMBIH: OVER KM 17.3 MIL IN 2000-2015 FOR IMPROVEMENT OF LIVING CONDITIONS OF ROMA IN BIH
The Council of Ministers of BIH adopted Information of the Ministry for Human Rights and Refugees on spending of grant funds for realisation of the Revised Action Plan of Bosnia and Herzegovina for solving the issues of the Roma population in the areas of employment, housing and health care in Bosnia and Herzegovina in 2015.
An amount of KM 17.337.000,00 was allocated for the implementation of the 2009-2015 Action Plan, of which for the employment of Roma KM 4,022,000.00, when 635 individuals were covered by employment and self-employment projects. For housing of Roma, KM 21,048,308.57 were secured, of which 11,670,000.00 from the Budget of the Ministry for Human Rights and Refugees, while self-financing resources from the Entities, local authorities and implementation agencies and donors amounted to KM 9,378,308.57. Funds were planned for construction and reconstruction of over 680 housing units, and more than 840 families benefitted from infrastructure projects in the reported period. For improvement of access to the health care of Roma, totally KM 1,292,000.00 was allocated.
The Council of Ministers approved KM 2,750,000.00 in 2015 for the needs Roma, namely, for housing of Roma KM 1,670,000.00, for employment KM 700,000.00, for health care KM 350,000.00, and KM 30,000.00 for data up-date on Roma needs.
Within the project “Housing of Roma in BIH in 2015”, construction and rehabilitation of 48 housing units was planned, together with 11 infrastructure projects in 19 cities/municipalities and in the Brčko Distict of BIH.
Based upon a signed-to Memorandum, for the Roma employment purposes the Federation of BIH was allocated KM 438,620.00, Republika Srpska got KM 219,380.00 and to Brčko District of BIH got KM 42,000.00.
As to the health care needs of Roma, the Federation of BIH was allocated KM 219,310.00, Republika Srpska got KM 109,690.00, and Brčko District of BIH got KM 21,000.00.
TO MODERNISE PUBLIC ADMINISTRATION AND UP.GRADE ITS SERVICES TO CITIZENS
The Council of Ministers of Bosnia and Herzegovina supports the continuation of activities n modernisation and up-grading of effectiveness of public administration institutions, aimed at the improvement of services provided t citizens by the public administration. This was concluded at the 91st session, which adopted Information of the Public Administration Reform Coordinator’s Office on activities on drafting of an Operative Plan for introduction of quality management in the BIH Institutions in 2016-2018.
The Council of Ministers of BIH urged, i.e. recommended to the BIH Institutions to consider the introduction of proposed quality management models (Common Assessment Framework – CAF and systems based on ISO 9001 standard).
A green light was given for the continuation of of process of introduction of quality management in the BIH Institutions, and cooperation was encouraged with the European Resource Centre for CAF and inclusion into activities of work structures for quality management within the European Union Public Administration Network (EUPAN).
