Council of Ministers Holds Its 33rd Session

The Council of Ministers of BIH was concluded to have finalised all the preparations for the up-coming Census of Population in Bosnia and Herzegovina.
The BIH Agency for Statistics of is in charge to finalise, together with competent Entity institutions, all activities to solve remaining issues of the Census and to inform the Council of Ministers of BIH accordingly; first such report should be prepared within 15 days.
The Council of Ministers of BIH confirmed and will send to parliamentarian procedure a Proposal Amendments to Draft law on Amendment and Supplements of the law on Financing of the BIH Institutions, which the Council of Ministers of BIH defined at tis 30th session, held on Dec. 13, 2012.
In line with an agreement with the International Monetary Fund and European Commission, the Amendment provides for the foreign debt servicing to be exercised regardless of relevant Budget adoption. Also, it specifies temporary financing to be carried out for financing the BIH Institutions at the level of up to one quarter of the previous adopted budget.
The Council of Ministers of BIH received a report on implementation of an Agreement between the Council of Ministers of BIH and Government fo the republic fo Croatia on development of inter-state bridge over River Sava near Svialj and connecting border sections of motorway along the Corridor V c.
The Council of Ministers of BIH did not accept a decision of the Council for Settlement of Disputes.
The Council of Ministers of BIH approved new tender procedure for selection of best bidder, as proposed by the European Bank for Reconstruction and Development (EBRD) and European Investment Bank (EIB).
The Ministry of Communications and Transport of BIH made commitment to speed-up further activities and inform the Council of Ministers of BIH regularly on the progress of the project.
A conclusion was made for the Ministry of Communications and Transport to provide all the documentation pertaining to the construction of the Bridge near Svilaj to competent institutions pin BIH so that accountability of all participants in the project might be identified.
The Council of Ministers of BIH adopted Information of the Ministry of Security on multi-year project of construction of a facility for accommodation and training of the Special Support Unit under the State Agency for Investigations and Protection (SIPA), and it accepted relevant detailed design to be developed in 2013.
The Council of Ministers of BIH accepted a preliminary estimated project cost for the amount of KM 9,263,000, and tasked the State Agency for Investigations and Protection to prepare a proposal resolution under which the project of construction of facility for accommodation and training of the Special Support Unit would be included into the 2012-2016Multi-year Capital Investment Programme.
The Council of Ministers of BIH took a Decision on Amendment of the Decision on Appointment of Police Officers Appellation Board, appointing to the Board the following Persons: Anđelko Hrgić, from the State Agency for Investigations and protection (SIPA) for Manager; Samir Pašanbegović from the Border Police (GP) for deputy Manger, and Munib Isaković, Grenko Arapović, Danica Pejović, Aner Hadžimahmutović and Milan Jelić for Board members.
The current Board’s term expired on October 7 this year.
The Council of Ministers of BIH defined a Proposal Memorandum of Understanding between the Council of Ministers of BIH and Government of the Republic of Serbia on cooperation in European Integrations, which the Ministry of Foreign Affairs will provide to the BIH Presidency for further procedure, while Minister Zlatko Lagumdžija is proposed for the signatory.
This Memorandum strengthens and encourages cooperation of institutions of Bosnia and Herzegovina and Serbia on their European path by way of exchange of experiences and knowledge on realisation of the EU policy.
With a view at implementation of the Memorandum, a Committee will be formed for improve the cooperation in the European Integrations area.
Upon a proposal of the Ministry of Foreign Affairs, the Council of Ministers of BIH granted its consent for appointment of Liu Xingjiang for Military, Aviation and Maritime Attaché of the People’s Republic of China in Bosnia and Herzegovina.
