The Council of Ministers of B-H defined a Bill on Amendments and Supplements of the Law on Foreign Investment Promotion Agency in Bosnia and Herzegovina, with some amendments adopted at the session. 

The Ministry of Foreign Trade and Economic Relations will deliver the Bill to the Parliamentarian Assembly of B-H for consideration under regular legislative procedure.

The Council of Ministers of B-H defined Proposal Basics for negotiations and conclusion of an Agreement between the Council of Ministers of Bosnia and Herzegovina and Government of the Kingdom of Bahrain on Cooperation in Fight against Crime, Especially Terrorism, Illegal Trade with Narcotics and Organised Crime.

The Proposer, Ministry of Security of B-H, will submit the Proposal Basics to the Presidency of B-H for further procedure, and Minister of Security is proposed as the B-H signatory of the Agreement.

The Council of Ministers of B-H defined Proposal Basics for negotiations and conclusion of a Loan Agreement for Main Zenica City Motorway Project between Bosnia and Herzegovina and Saudi Fund for Development.

The Proposer, Ministry of Finance and Treasury, will submit the Proposal Basics to the Presidency of B-H for further procedure, and Minister of Finance and Treasury is proposed as the B-H signatory of the Agreement.

The Council of Ministers of B-H defined Proposal Basics for negotiations and conclusion of a Finance Agreement between Bosnia and Herzegovina and International Development Association – Additional Financing of Health Sector Strengthening Project, and tasked the Ministry of Finance and Treasury to submit the Proposal Basics to the Presidency of B-H for further procedure, and Minister of Finance and Treasury is proposed as the B-H signatory of the Agreement.

The Council of Ministers of B-H defined Proposal Basics for accession of Bosnia and Herzegovina to a Joint Convention on Safety of Spent Fuel Management and on Safety of Radioactive Waste Management, and tasked the State Regulatory Agency for Radioactive and Nuclear Safety to submit the Proposal Basics to the Presidency of B-H for further procedure.

The Council of Ministers of B-H defined Proposal Basics for negotiations for accession of Bosnia and Herzegovina to UNIDROIT Convention on Stolen or Illegally Exported Cultural Objects and tasked the Ministry of Civil Affairs to submit the Proposal Basics to the Presidency of B-H for further procedure.

The Minister of Civil Affairs is proposed as the B-H signatory of the Convention.

The Council of Ministers of B-H defined individual proposal resolutions on ratification of the following agreements, protocols and contracts:

·         Proposal Resolution on Ratification of a Finance Agreement between Bosnia and Herzegovina and the Commission of European Communities on Multi-User Tempus Programme under 2009 Support to IPA Component: Transition and Institutional Development;

·         Proposal Resolution on Ratification of a Finance Contract between Bosnia and Herzegovina and the Commission of European Communities on Bosnia and Herzegovina – Serbia Cross-Border Programme under 2009 IPA Cross-Border Cooperation;

·         Proposal Resolution on Ratification of a Protocol between Bosnia and Herzegovina and Government of the Republic of Austria on Implementation of the Agreement between Bosnia and Herzegovina and European Community on Readmission of Persons Not Holding Residence Permits (Implementation Protocol);

·         Proposal Resolution on Ratification of a Finance Agreement between Bosnia and Herzegovina and the Commission of European Communities on Bosnia and Herzegovina – Croatia Cross-Border Programme under 2009 IPA Cross-Border Cooperation;

·         Proposal Resolution on Ratification of an Agreement between Bosnia and Herzegovina and Government of the Republic of Bulgaria on Mutual Protection and Exchange of Classified Data;

·         Proposal Resolutions on Ratification of Protocols on Privileges and Immunities of SEE Law Enforcement Centre.

The Ministry of Foreign Affairs of B-H will submit the defined proposal resolutions to the Presidency of B-H for their adoption.

The Council of Ministers of B-H considered and accepted an initiative for negotiations on conclusion of a Loan Contract for Expansion of Water Supply System in Čapljina Project between Bosnia and Herzegovina and the European Bank for Reconstruction and Development.

In regard to that, the following delegation members are appointed:

-          Minister of Finance and Treasury of B-H, or an authorised person – head of negotiating team;

-          Federal Minister of Finance, or an authorised person;

-          Head of Municipality of Čapljina, or an authorised person and Manager of Public Utilities Company “Čapljina”, or an authorised person.

The Ministry of Finance and Treasury of B-H is in charge to, after completion of negotiations, act pursuant to Article 39 paragraph (4) of the Law on Borrowing, Debt and Guarantees of Bosnia and Herzegovina (“Official Gazette of B-H”, Nos. 52/05 and 103/09), and in line with that, deliver to the Council of Ministers of B-H a Draft Loan Contract and Basics for the conclusion of the Contract.

The Council of Ministers of B-H took a Decision on Amendment s of the Decision on Monitoring of Residues of Certain Matters in Living Animals and Products of Animal Origin.

The Council of Ministers of B-H considered and adopted a Supervision Strategy of Non-Nutritive Commodity Products Market in Bosnia and Herzegovina.

The Council of Ministers of B-H received Information on the European Court for Human Rights Award in case Šekerović and Pašalić vs. Bosnia and Herzegovina.

The Council of Ministers of B-H received Information on the European Court for Human Rights Award in case Palić vs. Bosnia and Herzegovina Ap. No.4703/04.

The Council of Ministers of B-H considered and adopted Information on Implementation of Obligations from Article 110.SSP – Regional Local Development, and tasked the Ministry of Foreign Trade and Economic Relations of B-H to inform semi-annually on regional development activities.

At the same time, it was concluded that the Ministry of Foreign Trade and Economic Relations of B-H should act as a coordinator of regional development related activities at the Council of Ministers level.

The Council of Ministers of B-H considered and adopted Information on the third meeting of the Provisional Sub-Committee for Trade, Industry, Customs, Taxation add Cooperation with Other EU-Candidate Countries, held in Brussels, on March 22-23, 2011, together with relevant conclusions from the meeting.

The Council of Ministers of B-H considered and adopted Information on Participation of Bosnia and Herzegovina in the European Community Programmes, and in regard to that it concluded the following:

- The Directorate for European Integrations of B-H is in charge to follow and coordinate B-H participation in the Community Programmes, in cooperation with competent Ministries;

-

Competent Ministries are in charge to, in line with EU accession dynamics, continue securing needed human resources for B-H participation in the Programmes, and to appointed contact persons for the programmes from their competences;

-The competent Ministries are in charge to, in cooperation with the Ministry of Finance and Treasury of B-H and State IPA Coordinator, and in line with the EU accession dynamics, continue securing needed financial resources for B-H participation in Community Programmes and for payment of entry tickets, using the funds of IPA Component I;

- The Directorate for European Integrations of B-H is in charge to, in cooperation with competent Ministries, prepare and deliver regular annual plans on B-H participation in the Community Programmes to the Council of Ministers of B-H.

The Council of Ministers of B-H considered and adopted Information on Establishment and Implementation of the Early Warning System for Human and Animal Food in Bosnia and Herzegovina (BiH RASFF), as a precondition for the national system integration with EU RASFF in view of B-H accession to the EU.

The Agency for Food Safety in B-H is in charge to prepare and deliver Pre-Draft Regulations on Early Warning System for Human and Animal Food to the Agency’s Managing Board for its consideration and forwarding to the Council of Ministers of B-H for adoption.

The Council of Ministers of B-H tasked the Agency for Food Safety in B-H to, in cooperation with EU though pre-accession funds (IAP), find ways of financing establishment of IT system (hardware and software) with contact points of the competent bodies of Entities and the Brčko District, with an aim of speeded data exchange and implementation of the early warning system for human and animal food.

The Council of Ministers of B-H received information concerning selection of the Civil Service Appellation Committee.

In regard to that, the Secretariat-General is in charge to prepare public job competition for selection of Civil Service Appellation Board members, and deliver it to the Council of Ministers for inspection.

At the same time, the Secretariat-General got a task to prepare a proposal composition of the Competition Committee in accordance with Article 63 paragraph (4) point b) of the Law on Civil Service of Bosnia and Herzegovina and deliver it to the Council of Ministers for the final appointment of the Committee members.

Following definition of public competition text by the Council of Ministers, the Agency for Civil Service is in charge to publish it at its web page and in at least three daily papers distributed throughout B-H territory.

The Council of Ministers of B-H considered and adopted a Proposal of the Service for General Affairs of Institutions of Bosnia and Herzegovina for allocation of premises in the building of Institutions of Bosnia and Herzegovina in Mostar, with an amendment, providing for accommodation of the Ministry for Finance and Treasury.

The Service for General Affairs of Institutions of Bosnia and Herzegovina is in charge to, in cooperation with institutions which are approved accommodation, make allocation of premises in mentioned building.

The Council of Ministers of B-H granted its consent to a specification of working posts of the secondary education level classified into payment categories of the Directorate for Coordination of Police Bodies of Bosnia and Herzegovina.

The Council of Ministers also granted its consent, with an underlying obligation to adjust the specification to a revised opinion of the Ministry of Finance and Treasury of March 28, 23011, to specifications of working posts of the secondary education level classified into payment categories of the High Judicial and Prosecutorial Council of Bosnia and Herzegovina, Court of Bosnia and Herzegovina and Prosecutorial Office of Bosnia and Herzegovina.

-          The Council of Ministers took a Decision on Allocation of Funds from Current Reserves of the Budget B-H Institutions and International Obligations for Support of Marking of the 70th Anniversary of Fight against Fascism in Drvar.

-          The Council of Ministers took a Decision on Allocation of Funds from Current Reserves of the Budget B-H Institutions and International Obligations for Co-Financing of a Scientific Summit “European Union – Conditions and Conditioning”, to be organised by the Independent University of Banja Luka.

-          The Council of Ministers took a Decision on Appointment of Ćamil Kreso for Deputy Manager of the Agency for Forensic Investigations.

-          The Council of Ministers took a Decision on Level of Reimbursement for Development of Memory Cards for Digital Tachograph.
